Greetings from Washington DC where I’m writing this letter! I just had the privilege of participating in the Call on Washington with an outstanding delegation from the TTA! We had a productive trip where we met with the entire delegation from Tennessee and discussed many important issues that affect trucking. It was very encouraging to see that many of the Senators and Representatives not only knew many of our issues but were also open and receptive to helping us with new issues we presented. Like eliminating duplicative background checks and fees at TSA for TWIC cards, and HazMat checks; defending Owner Operators from federal AB5 efforts to helping to secure more federal funding for truck parking.
As you read this, TTA will be continuing many of these same efforts in Nashville on a more Tennessee-centric focus in the first week of April. As important as going to Washington is, all of you do the most important work every day at home to help us make a difference. If you know an elected representative at the State or Federal level at home, be sure to not only engage with them but invite them to come by your terminal for a visit! TTA would be happy to assist you in helping arrange a visit to continue showing them that Trucking Moves America!
Finally, the Association and staff continue to be busy this month. The Call on Nashville as well as a class session for our young leaders participating in the Leading Edge will be occurring in Nashville on April 4th and 5th. There will be a NATMI class that week as well. We also look forward to being competitive this month with the Technician Skill Competition on April 13th and 14th followed by the Truck Driving Championship on April 27th through the 30th! Finally, there’s so much going on in May that I would encourage you to look at your schedules now. 4 statewide safety breaks on Memorial Day, 3 roadside scale events, 2 Big Rig golf tournaments and 1 Sporting Clay Oh My! Thank Goodness it’s not Christmas in May, but it will be TTA in May!

CVSA's 2023 Out-of-Service Criteria Now in Effect | Starting today, the Commercial Vehicle Safety Alliance's (CVSA) 2023 North American Standard Out-of-Service Criteria are now in effect. The 2023 out-of-service criteria replace and supersede all previous versions. CVSA's North American Standard Out-of-Service Criteria ensure uniformity, consistency and reciprocity among the states, provinces, territories and countries and determine whether or not drivers or vehicles present an imminent hazard and should be placed out of service. | | | |

Importance of Brake Maintenance
One of the essential tools for improving safety is a truck’s brake system. Unfortunately, brakes do suffer wear and tear over time, which can result in brake failure, which is why proper maintenance and testing are so necessary. It is crucial that truck drivers and trucking companies take every precaution in maintaining their vehicles properly to avoid unnecessary and preventable breakdowns.
Trucks can weigh as much as 50-60,000 pounds or more when fully loaded; this means they take longer to come to a full stop. When a regular passenger car is traveling at 55 miles per hour, it takes about 135 feet to come to a complete stop. However, a fully loaded semi-truck can take as much as 300 feet or more to stop. If the truck’s brakes are “hot”—meaning the driver has been using them for a while—the vehicle may take up to 450 feet to come to a halt.

The Tennessee legislature is entering its final few days of this session and several major committees have either shut down or on their final calendars. Over the past few days, the following actions have taken place:
1. $3 Billion Infrastructure Plan. On March 30, 2023 the Senate and House passed the $3 Billion Infrastructure Plan. Highlights of the plan include fees on electric vehicles to offset the foregone fuel tax revenue, as well as the establishment of public-private partnerships to construct “choice lanes.” Choice lanes allow drivers to proceed in certain lanes on the interstate for a fee, such as is commonly seen in states such as Georgia and Florida. While some critics call the lanes “toll roads,” which is something Tennessee has never pursued, proponents argue that it simply gives motorists a choice of traveling a less congested express lane for a fee, while the remaining lanes remain free as they always have.
2. Three-Year License Plate. The House passed HB675 with a unanimous floor vote. This will allow rental car companies who currently have two-year license plates to obtain three-year license plates. This has been done as a result of vehicles remaining in fleets for a longer period of time because of the pandemic and supply chain issues.
