Expansion of Travel Ban Countries
On Dec. 16, 2025, President Trump issued a proclamation titled "Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States," referred to as the new travel ban.
The latest ban continues to fully restrict the entry of nationals from the original 12 countries: Afghanistan, Burma, Chad, the Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen. It expands full entry restrictions to include nationals from Burkina Faso, Mali, Niger, South Sudan, Syria, and individuals holding travel documents issued by the Palestinian Authority. It also imposes partial entry restrictions on nationals from 15 additional countries: Angola, Antigua and Barbuda, Benin, Côte d'Ivoire, Dominica, Gabon, The Gambia, Malawi, Mauritania, Nigeria, Senegal, Tanzania, Tonga, Zambia, and Zimbabwe. Laos and Sierra Leone, which were previously subject to partial restrictions, are now designated for full entry suspension. Partial entry restrictions for nationals from Burundi, Cuba, Togo, and Venezuela remain in effect. The proclamation lifts the ban on nonimmigrant visas for nationals of Turkmenistan while continuing to suspend their entry as immigrants. Notably, the proclamation removes the categorical exception for Afghan Special Immigrant Visa (SIV) and immediate relatives of U.S. citizens, while allowing for discretionary, case-by-case waivers.
Note that the proclamation takes effect on Jan. 1, 2026. Advocates are encouraged to review the proclamation in its entirety, along with the White House fact sheet, which provide detailed explanations of the differences between full and partial restrictions for these countries.
