Thank you for your continued interest in addressing housing challenges in Spokane. You are receiving this email because you have shown interest in the Housing Action Plan and requested information about housing topics. The 2021 Housing Action Plan provided several recommendations and the City Plan Commission along with the Planning Services department have been discussing seven initial proposed amendments outlined on ShapingSpokaneHousing.com.

Plan Commission Meeting & Hearing Recap

On Wednesday, May 11, the Plan Commission agenda included the following workshop topics:

  • Comprehensive Plan Amendment Overview
  • South Logan Transit Oriented Development Implementation
  • A Look Ahead at Development Code 


Hearing outcomes include:

  • Approval of the Six Year Comprehensive Street Program
  • Recommended modification to short-term rental occupancy requirements on lots with Accessory Dwelling Units so that owner occupancy is required but a covenant and deed restriction for the short-term rental is not required. To mitigate possible impacts from short-term rentals on the community's housing supply, the Plan Commission directed staff to limit short term rentals through amendments to Chapter 17C.316, Short Term Rentals.
  • Unanimous approval to recommend all of the proposed changes to accessory dwelling units with the modified language about covenants restricting short-term rentals. 
  • Unanimous approval of the code amendment removing the lot size transition requirement in SMC 17C.110.200. If approved by City Council, new subdivided lots in the Residential Agriculture and Residential Single-Family zones will be allowed to meet the dimensional and square footage requirements for the respective zones. This is meant to encourage construction of more housing units.
  • Approval for proposed small subdivision (short plat) notification amendment. Council will vote on altering notification for small subdivisions. For small subdivisions in already-developed areas, notification and commenting on a proposal would be accomplished through neighborhood councils. For small subdivisions in undeveloped areas, notice would be mailed to nearby property owners and a public comment period would be required. This code change preserves comment-gathering for neighborhoods while streamlining the permit process, reducing the cost of new housing.

Coming Up

The Plan Commission will meet next on Wednesday, May 25. Workshops on the Comprehensive Plan amendments for the Bike Map and Arterial Streets will be discussed. The agenda can be found on the City's website.


Plan Commission approved recommendations for Shaping Spokane Housing will be included at the City Council Study Session on Thursday, June 2. The next step will be a first reading of the proposed changes. The public will also be invited to comment on these proposed changes throughout the Council process.
