You are receiving this email because you have shown interest in the Housing Action Plan and requested information about housing topics. The 2021 Housing Action Plan provided several recommendations and the City Plan Commission along with the Planning Services department have been discussing seven initial proposed amendments outlined on ShapingSpokaneHousing.com.
Plan Commission Meeting Recap
On Wednesday, April 27, the Plan Commission revisited the City's residential zones, including provisions for additional attached housing (townhouses) and duplexes, as well as design standards for these and single-family residential development types. Staff presented new information and changes to the draft text based on feedback received from Commission members at a previous workshop on March 9, 2022.

Highlights include:
  • Additional options were added to the proposed design standards for building and landscaping that could be considered in development design, such as trees and low-water landscaping.
  • Discussed adding accessory dwelling units on sites with duplexes or other housing types in allowed zones to the City's draft regulation changes.
  • Discussed the number of individuals allowed to live in the units and other clarifying text changes to the draft.
  • Commission also considered changes to the short plat application process draft text including a new list of qualifications for reducing time for application review.

City Council Study Session
Planning staff provided a compressed presentation of the progress to date at the May 5th study session. The 35 minute presentation includes a recap of information to date and an opportunity for Council to have questions answered. Planning staff have also been meeting with Council Members individually to provide additional information and answer questions regarding proposed changes. Additionally, Planning staff have compiled a full report and a draft code amendment memo for Plan Commission regarding proposed changes.

Public Hearing Coming Up!

Plan Commission Meeting and Public Hearing on Wednesday, May 11 at 4 p.m.
The Commission will take testimony from the public on proposed changes to development regulations for accessory dwelling units, lot size transition, and the short plat application process. The Commission will also consider making a recommendation to the City Council on the proposed changes.
