Four Important Opportunities for Public Input


HRPDC and HRTPO are currently seeking public input on several important regional initiatives. These efforts will help guide transportation investments and long-range regional priorities.


Public engagement is a critical part of our process. Your feedback helps ensure that the plans and investments shaping Hampton Roads reflect the needs, priorities, and experiences of the communities we serve.

Hampton Roads FY 2027-2030 TIP Draft Project List

Hampton Roads Transportation Improvement Program (TIP) is a financially constrained, multi-year program for the implementation of surface transportation projects within the Hampton Roads region. The TIP must contain all federally funded and/or regionally significant projects that require action by the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA). Before projects can be constructed or studies conducted, they must be included in the current TIP that has been approved by the HRTPO Board.


The HRTPO, in coordination with the Virginia Department of Transportation (VDOT), the Virginia Department of Rail and Public Transportation (DRPT), Hampton Roads Transit (HRT), Williamsburg Area Transit Authority (WATA), Suffolk Transit, and the Cities and Counties of Hampton Roads, is developing a full update of the TIP.

As we build the 2050 Long-Range Transportation Plan (LRTP) for Hampton Roads, we’ve reached one of the most critical milestones in the process: balancing the budget.

 

The Hampton Roads Transportation Planning Organization (HRTPO) has officially released the Draft Fiscally Constrained Project List. This list answers a fundamental question: out of all the transportation improvements our region wants, which ones can we realistically afford to build over the next 25 years?

 

Before this list is finalized and approved by the HRTPO Board, we’d appreciate hearing your thoughts. Review the full Draft 2050 LRTP Fiscally Constrained Project List, explore projects in your community, and let us know what you think by March 11, 2026.

 

Your feedback ensures that the projects we prioritize today will best serve our communities tomorrow.

Congestion in Hampton Roads

How does congestion affect your daily commute? Whether it’s a short neighborhood drive or a cross-regional trip, your experience plays an important role in shaping transportation planning across Hampton Roads. The HRTPO invites all Hampton Roads commuters to participate in a short regional congestion survey designed to better understand where congestion occurs, how it impacts daily travel, and which areas need the most attention.


BONUS! The Hampton Roads Congestion Survey should take no more than five minutes to complete and participants who provide their email address will be entered to win a $100 gift card.

Hampton Roads HORIZON: Regional Strategic Plan

Hampton Roads Horizon is a long-range regional strategic plan development effort led by HRPDC. The plan is focused on improving quality of life, strengthening economic competitiveness, and guiding coordinated decision-making across the Hampton Roads region.


This is a plan for the region. It builds upon the work of local governments, regional partners, state agencies, and existing plans to address shared challenges and opportunities that cross jurisdictional boundaries.
