Strategic Plan 2017-2020:

The new recently released strategic plan provides a road map for our membership to think strategically about our existing programs, priorities and lays a foundation for presenting new and innovative ideas to improve the services we provide for our citizens. 
 
Our leadership team applied two guiding principles during the plan development process - the Final Report of the President's Taskforce on 21st Century Policing and our Mission Statement. Our strategic goals and their listed objectives meet the key elements of both documents and provide a clear path as we strive to improve quality of life in our community.

The six pillars of 21st Century Policing are very important for our success. One of the key components is embracing a guardian, rather than a warrior, mindset. This mindset establishes procedural justice for the culture of our agency to formulate the idea of fairness in our processes.
 
As we plan for our future, we recognize the importance of accountability to our citizens, the criminal justice system and each other. Our accountability, outlined in the four goals defined in our strategic plan:


  • Enhance Employee Safety, Growth and Retention
  • Embrace and Integrate Technology
  • Improve Safety and Quality of Life For Our Community and Visitors
  • Achieve Organizational Excellence, Earn Public Trust and Provide Superior Service

Deputy Receives Distinguished Service Award:

Zach Akin
In December at a Lincoln County Board of Commissioners meeting, Deputy Zach Akin received a Distinguished Service Award for his efforts to save the life of a critically injured pedestrian while off duty. The award is based on observations by Newport Police Officer Lance Cummings who brought Zach's efforts to our attention.

"On Friday, August 25, 2017, I was the first emergency responder who arrived on scene of a pedestrian vs. vehicle collision on US Highway 101. The pedestrian was in all intents and purposes deceased when I arrive on scene. A short time after I arrived, off duty Deputy Akin (an EMT) stopped to assist, along with an unidentified Paramedic from Washington County, Oregon. Do to the active response by Deputy Akin and the Paramedic the pedestrian was stabilized enough to be transported by ambulance to Newport and eventually transported to Portland by Life Flight. I truly believe Deputy Akin and the Paramedic gave the pedestrian the best possible opportunity to survive her injuries. She truly had a fighting chance when they stepped in to assist. Unfortunately, it is with great sadness to report the pedestrian succumbed to her injuries and passed away while in Portland."

"I would like to convey my deepest appreciation to both Deputy Akin and the Paramedic for their assistance. Their dedication to help in an emergency is indicative of their profession, but both went above and beyond while off duty to assist someone who was truly in need of life saving treatment."

 
Deputy Receives Life Saving Award:

Bruce McGuire
In November at the annual Oregon Peace Officer Association Award Banquet in Grand Ronde, Oregon, Sr. Deputy Bruce McGuire was recognize
d with a  Life Saving award.

On March  1 6, 2017 about 9:00 PM, Sr. Deputy Bruce McGuire responded to a single vehicle crash on Highway 20 near milepost 30. The vehicle left the roadway and was impaled by a guardrail, trapping the driver. Sr. Deputy McGuire, who has maintained his Paramedic certification, was able to assist the medical personnel by climbing into the vehicle to start an I.V. and place a tourniquet on the driver's nearly severed leg. Sr. Deputy McGuire remained in the vehicle for nearly 60 minutes providing direct patient care until the driver was extracted and transported by Reach helicopter to OHSU with life threatening injuries.
 
A First Responder who observed Sr. Deputy McGuire's actions that evening commented; "Senior Deputy McGuire clearly displayed he maintains a high level of skill for critical injury response; a level of patience and knowledge that allowed him to easily integrate with the responding Paramedics from Pacific West Ambulance regardless that his primary role is of Law Enforcement Deputy; and that he personally commits to maintaining this skill for the good of those we serve."

New Team Members:

Derek Smith
We are pleased to welcome new deputies to our patrol division. Derek Smith, Jason Spano and Maleri Cates are all lateral transfers from other law enforcement agencies from around the Northwest. Derek was most recently working for the City of Bandon as a Police Officer and prior to that was a reserve officer for Bandon Police Department.
Jason Span

Jason comes to us with many years of California law enforcement experience and was a Police Officer with the City of Lincoln City. Maleri spent the last three years as a Police Officer
Maleri Cates
and K9 handler for the City of Red Lodge, Montana and prior to that she worked for Montana Fish, Wildlife and Parks.
 
We are also pleased to welcome Chris Tugwell who has been a Lincoln County resident for the

past couple years and worked as a mail carrier for the US Postal Service.

Civil Division - Fee Increases:

The Civil Division of your Lincoln County Sheriff's Office is responsible for processing, serving, and enforcing court orders and a variety of other judicial documents that are delivered to us.  State law (Oregon Revised Statutes 21.300) sets the fee that is charged for our services and it was recently amended to increase certain fees as of January 1, 2018.  Below is a quick preview of those fees that have been impacted.  Please also visit our website at http://www.co.lincoln.or.us/sheriff/page/support-services-division or contact our Civil Division at 541-265-4915 with any additional questions.

Notice Process
Summons and complaints with or without attachments, small claims notices, eviction summons and complaints, notice of restitution, citations, subpoenas, orders, etc.)  For more than two parties at an address, the fee is $25.00 per person.

1-2 parties (same address)

 $75.00
4 parties (same address)
 
$100.00

Writ of Execution in Judgment of Restitution (Please note that "et al" or "All Other Occupants" is a party to be served and counts towards the total fee) plus fees outlined under "Notice Process" above.

New Team Member:

Brieanna Halliwell-Graham
Brieanna Halliwell-Graham has accepted a Corrections Deputy position, effective November 13, 2017.  Yes, there is some similarity to the last name (Graham), this is retired Sgt. Tom Graham's daughter.

Jail Kitchen:

The Lincoln County Jail Kitchen provides over 16,000 meals each month to the Lincoln County Jail and Lincoln County Juvenile Detention Center. On a typical day, a Lincoln County Jail inmate receives a Super Muffin with a CAL-15 drink packet for breakfast; a 2-cup portion of soup, a sandwich, fruit, and drink packet for lunch; and a hot meal consisting of a protein, vegetable, salad, dessert, and a side of rice, potato or pasta for dinner. 

Providing required servings of fruits, vegetables, vitamins, and nutrients is an essential part of the kitchen duties, and this review insures that standards are met. As a part of the overall process, the Food Services Manager provides the menus to Certified Dietitians for review each year. The current menu averages 2750 calories each day. The Lincoln County Jail has worked hard to keep Sodium, Cholesterol, and Fat consumption at or below recommended levels. Vitamin C, Vitamin A, Vitamin D, and Calcium are examples where the Lincoln County Jail has worked to routinely exceed 100% of the recommended amount. All of these nutritional requirements must also be met at a reasonable cost to the taxpayer. The Lincoln County Jail Kitchen works with a budget of around $4.00 per day per inmate. Over 1/3 of dinner meals at the Lincoln County Jail are vegetarian, over half of the lunches are vegetarian, and every breakfast meal is 100% vegan.

The DOJ offers a service called Be Informed, which allows consumers to look up complaints about business online: www.oregonattorneygeneral.gov/beinformed
