overturning Roe v Wade and placing the responsibility of abortion legislation at the state level, the Sherman Oaks Neighborhood Council reiterates its position as adopted during our May 9, 2022 Board meeting, which states: "The Sherman Oaks Neighborhood Council (SONC) shares in City Council's advocacy for reproductive rights as the Supreme Court of the United States appears poised to overturn Roe v Wade, and supports City Council File 22-0002-S73 seeking to codify the right of pregnant persons to access safe abortion healthcare into law and hereby affirms its support for the rights of all marginalized groups and members of protected classes as specified in existing California law governing unlawful discrimination...SONC hereby supports these efforts to enshrine such human rights into the California State Constitution, or other appropriate legislative document."
Pursuant to the Dobbs decision, abortion law reverts to states. In California, the right to abortion is legal up to the point of viability (usually the 24th-28th week), with exceptions for life or health after that time. Regarding other civil rights issues referenced in Dobbs, here are California's laws regarding them, were they to be reverted to state law:
> Same-Sex Marriage (Obergefell v. Hodges [2015]): Legal in California, from 2006 to 2008, and again from 2013-present. Furthore, SB 1306 (in 2014) removed gendered terminology in its definition of marriage and SB 1005 (2016) replaced "husband" and "wife" with the gender-neutral "spouse."
> Same-Sex Conduct Law (Lawrence v. Texas [2003]): Legal as this was never a law in California; however the California Supreme Court referenced Lawrence in a 2006 decision affirming the right of same-sex couples to marry in California.
> Interracial Marriage and Miscegenation (Loving v. Virginia [1967]): Legal pursuant to a California Supreme Court decision in 1948.
> Contraception Access (Griswold v Connecticut [1965]): Legal in California, several laws over the years were passed. For instance, SB 1053 (2014) required both Medi-Cal and commercial health plans to cover all FDA-approved contraceptive methods while SB 523 (2021) expanded and modernized the right to access birth control.
For those concerned about the state of our federal government's affairs relative to civil rights, let there be no doubt: The aforementioned human rights issues remain protected in the State of California. Furthermore, the Sherman Oaks Neighborhood Council supports the continued fight for equality and protection against discrimination. As SONC President, I will continue to ensure we do not lose sight of that goal.
SONC's Movies in the Park Series
Following the Outreach Committee's successful June 25 showing of the film "Encanto" in the park, we hope you will join us again on Saturday, July 23 for "Ghostbusters Afterlife". The movie will begin at dusk and is located on the eastern side of Van Nuys Sherman Oaks park near the softball fields.

Virtual SONC Meetings – Join Us
On March 12, 2020, the City of Los Angeles, in response to the Covid-19 pandemic, suspended all meetings, activities, and events of SONC. In May 2020, SONC began to hold “virtual” meetings. These “virtual” meetings are held by way of video teleconferences using the Zoom platform.

We hope that all of our Sherman Oaks neighbors will come and join us on July 23rd for the next film screening in the SONC Summer Movies In the Park event. "Ghostbusters Afterlife" is the movie that will be shown. This popular 2021 comedy/fantasy movie stars original favorites Bill Murray, Dan Aykroyd, Ernie Hudson, Annie Potts, and Sigourney Weaver reprising their characters from the earlier "Ghostbusters" & "Ghostbusters II" films released in 1984 and 1989. "Ghostbusters Afterlife" also stars Paul Rudd. The film is suitable for the entire family and has a PG-13 rating. The screening will take place on the ball field closest to Hazeltine Ave. at the Van Nuys Sherman Oaks War Memorial Park, 14201 Huston St., Sherman Oaks, 91423. The movie will begin when the sun goes down, most likely around 8:00 PM. The screening is free and everyone is encouraged to come early, bring a picnic dinner, and lawn chairs or blankets to sit on. There will be some pre-screening entertainment, beginning at 6:00 PM.
The first film in the SONC Summer Movie Series screened on June 25th. Disney's animated feature "Encanto" brought out a great crowd, and a good time was had by all who attended.

The 3rd film to be screened in the SONC Summer Movie Series is yet to be determined. We are taking recommendations from the community for the Saturday August 20th date. If you would like to suggest a title, please send an email with the film name to sonc.newsletter@gmail.com.
As mentioned in last month's Ziff Flyer, the Outreach Committee is currently engaged in pre-planning efforts for the 2023 Neighborhood Council elections that will formally kick off in November. SONC is seeking a slate of candidates to contend for 10 seats across areas 2, 4, and 6 as well as 1 currently vacant seat in Area 1. If you are interested in running for a seat, please continue to watch this space or visit our web site to keep informed of the application filing deadlines. In 2022-23, the City Clerk will be using a hybrid election model for NC elections that provides for both in-person polling place voting as well as the option to Vote-By-Mail. Voting deadline for SONC elections will be Thursday, June 22, 2023.
SONC is partnering with the Sherman Oaks Chamber Foundation, and the LADOT to find a local artist interested in creating an original design to paint onto a sidewalk utility box in Sherman Oaks located at the corner of Van Nuys and Ventura Blvd. In partnership with Council District 4, the foundation has already painted over 90 utility boxes. The Chick-fil-A project proposed for the old Corky’s site at 5043 Van Nuys Blvd., has agreed with our recommendation for a dine-in restaurant without drive-thru service. Our SONC PLUM Committee, SOHA, the community neighboring the project and Councilmember Raman’s office all worked together with the applicant to reach a compromise that will bring a beautifully restored, historic structure back to its original glory.
The Vision Committee is working with representatives of the Planning Department and Council Office on the Sherman Oaks Community Plan Update. Our goal is to preserve our existing single-family neighborhoods from being up zoned and to protect our existing multi-family areas from displacement. We are encouraging the City’s proposed increase in density to be focused on our underutilized commercial areas, transforming them into becoming more walkable, greener village-like developments of mixed income housing with courtyards and plazas that incorporate community retail.
Please join us and attend our virtual meetings. Vision meets at 6:30 on the first Thursday of the month and PLUM at 6:30 on the third Thursday. We will be discussing topics such as the Community Plan Updates, Metro, the State housing bills and real solutions to the affordable housing crisis.

Plastic Free July
Plastic comes in all shapes and sizes . . . some you think about, and some you don’t.
- Laundry care bottles
- Grocery bags for carry out (large) and produce (small)
- Water bottles
- Cigarette filters
- Micro-fibers in clothing made from synthetic materials
- Dry-cleaning bags
Most of our plastic waste has only been used one time. Only 9% of all plastic ever created (since the 1960’s) has been recycled. At this time, LA Sanitation can only recycle plastics labeled #1, #2 and #5.
What can WE do?
- Recognize and be aware of the plastic that you use and dispose of.
- Think about the amount of water and petroleum used to manufacture the plastic, as well as the greenhouse gas emissions emitted during its production and end-of-life disposal and processing. https://www.watercalculator.org/news/news-briefs/your-plastic-water-footprint/
- Take responsibility for your plastic waste stream by making a conscious effort to use less.
- Opt for glass or paper packaging (or no packaging at all) when possible. Bring your own reusable shopping and produce bags.
- Use your refillable water bottle and encourage others to do so by not providing them with water in plastic bottles unless essential.
- Combine Amazon orders in one shipment to reduce the amount of plastic packing materials (not to mention the greenhouse gas emissions from multiple truck deliveries).
- Recycle #1, #2 and #5 plastics- be sure to check the label before putting in your blue bin.
- Plastic film, used by dry cleaners is not recyclable- opt out of it.
- Teach your kids sustainable practices that don’t include plastic . . . Or let them teach you!

The July SONC Public Safety meeting will address Mosquitos! Anais Medina Diaz, the Public Information Officer for Los Angeles County Vector Control District will explain there are 2 kinds of mosquitos attacking us in Sherman Oaks – Culex and Aedes.
The more well-known variety is the Culex mosquito which only bites from dusk till dawn.

But the more aggressive mosquito, Aedes, is known as the ankle biter. Aedes prefers human blood and will bite us throughout the day. It also likes shade so it may follow you inside your home to lay eggs! For pet considerations, Aedes carries and spreads the canine heartworm so don’t forget to give your pets their heartworm meds.
These mosquito eggs have a crazy long shelf life – the eggs can live dormant on the side of a plant pot for years. The eggs look like dirt and may be along a calcium line on the pot. Toss or scrub that pot!
For pre-homework, we are asking everyone to do a quick check of any standing water – mosquitos will lay 100s of eggs in a tablespoon of water!

Budget Advocates

The Budget Advocates held its annual Budget Day on Saturday, June 18th. The event was well attended by neighborhood council members and stakeholders from throughout the city. The plenary session provided information about the city budget, how it is formulated and provided an opportunity to hear from city senior administrative staff and elected officials.

The City of Los Angeles’s Fiscal Year 2022 ended on June 30. SONC is in the process of establishing a budget for Fiscal Year 2023. SONC won’t have its final budget number until sometime in August.
Last year SONC was able to support several of our community groups and schools through Neighborhood Purposes Grants (NPG). You can find out more about NPGs on the SONC Website by Clicking Here – NPG Info.
The SONC Finance Committee meets on the 4th Wednesday of each month. The next meeting will be July 27 at 6:30pm. Please visit the Finance Committee web page for more details on how to participate.

The Sherman Oaks Neighborhood Council recently funded a Neighborhood Purposes Grant that enabled a donation of $1000 worth of pet food to be provided to the East Valley Animal shelter.

Homeless Clothing Drive
The Office of Councilmember Nithya Raman is hosting a Homelessness Clothing Donation Drive with NoHo Home Alliance and Hope of the Valley on Saturday, July 9 from 10:00AM-1:00PM at the Woodman Entrance of Notre Dame High. Please donate new or lightly used men's clothing (t-shirts, sweatshirts, pants, new underwear, new socks), and backpacks. We’re also collecting jackets, (men’s and gender-neutral clothing especially needed), belts, hats, sunglasses, and new hygiene items like wipes, shampoo and conditioner, toothpaste + toothbrushes, soap, and hand sanitizer.

Good Morning, Neighborhood Leaders,
I hope your day got off to a good start. Summer school is in full swing here at LA Unified with upwards of 100,000 students participating in our summer school programs. Through July 22, families may pick-up meals (breakfast and lunch) free of charge for all children under the age of 18 at dozens of LAUSD schools. Please click here to find the list of participating schools and their hours of distribution. LAUSD is also supporting LA City’s free grab&go lunch program, which is available at parks across the city through August 9, 2022. Non-profits interested in participating in LAUSD’s food donation program in the 2022-23 school year are now invited to submit an application. Leveled at reducing food waste, this initiative allows vetted organizations to pick-up and distribute unused food from their local LAUSD school site(s). - Thursday (7/14) from 11 AM to 12 PM - parents will have the opportunity to learn about strategies to support a child experiencing anxiety
I previously shared with you a copy of Superintendent Alberto Carvalho’s 100-day plan. His office recently released an updated version , reflecting on the progress that has been made so far; please see attached. My understanding is that Superintendent Carvalho will be the featured speaker at the Valley Alliance of Neighborhood Council’s July 14th meeting.
Some personal news - July 15 will mark my last day with LAUSD. Over the past three years, I’ve greatly appreciated your willingness to collaborate with our local schools, promote their programs and events, and support them through neighborhood purposes grants. Communities play an integral role in supporting public schools and I look forward to seeing the ways neighborhood councils choose to foster relationships with our schools moving forward. If there is any support or assistance I can provide before my departure, please don’t hesitate to reach out.

Kids Events
- Virtual Toddler Storytime - Wednesdays at 11 AM. Join us for Toddler Storytime on Zoom, presenting songs, finger plays and stories for 15-20 minutes.
- Steam Maker Program - July 27, 2022 4:00 PM to 5:00 PM. Join us for a STEAM Maker program for kids ages 6 to 12. Kids will be introduced to engineering and science concepts to work and explore various materials to build a project. Registration is required. Teen Events
- Teen Council - August 9, 2022 4:00 PM to 5:00 PM. Current junior high and high school students ages 11-19 can join Teen Council and get involved in their community. Have a say in teen programming, meet other teens in the community, and develop leadership skills. Learn how to earn community service hours, too.
- Summer Reading for Teens - July 12, 2022 4:00 PM to 5:00 PM. Teens ages 11 t o 18 can learn the art of tie dye. The library will supply bandanas and all the tie dye supplies. This program can get messy, so please dress accordingly.
- Teen Council and Recycled Crafts - July 19, 2022 4:00 PM to 5:00 PM. Teens ages 11 to 18 can participate in Teen Council to get involved and make a difference at the library. Meet other teens in the community, have a say in Teen programming, and develop your leadership skills. We will also be making crafts out of recycled materials. Please note that all attendees must wear masks in the library.

- Norman Cousins: He Learns to Laugh - Thursday, July 14, 2022 6:30 PM to 7:30 PM. Arnold Weiss presents an edited adaptation of chapter one of Norman Cousins' book. Norman Cousins was the editor of the Saturday Review of Literature for more than thirty years and an adjunct professor of psychiatry and behavioral science at UCLA. He died in 1990 at the age of 75. After retiring, he became well-known for his best-selling book, Anatomy of An Illness: As Perceived by the Patient (1979), which presented his contention that a patient's attitude can combat a grave illness. Please note that all attendees must wear masks in the library.
- Online Book Club - July 25, 2022 6:30 PM to 7:30 PM. This month we are reading "The Shadow of the Wind" by Carlos Ruiz Zafon. Barcelona, 1945: A city slowly heals in the aftermath of the Spanish Civil War, and Daniel, an antiquarian book dealer's son who mourns the loss of his mother, finds solace in a mysterious book entitled The Shadow of the Wind, by one Julián Carax. But when he sets out to find the author's other works, he makes a shocking discovery: someone has been systematically destroying every copy of every book Carax has written. In fact, Daniel may have the last of Carax's books in existence. Soon Daniel's seemingly innocent quest opens a door into one of Barcelona's darkest secrets--an epic story of murder, madness, and doomed love. Wildlife Ordinance
The draft Wildlife District Ordinance proposes new development standards for lot coverage, landscaping, and fencing, as well as grading and height limitations, among others. It would create a new Wildlife Supplemental Use District (WLD) and apply those supplemental regulations to properties in the area of the Santa Monica Mountains approximately bounded by the 405 and 101 freeways and Ventura Boulevard and Sunset Boulevard.
The draft ordinance, and more information can be found on the project webpage. Residents in these areas are encouraged to view the recorded presentation that will be shared at the virtual information session, which is now available in Outreach & Events.
A public hearing is scheduled for July 13th, 2022. The Public Hearing is an opportunity to offer public testimony regarding the proposed Wildlife District Supplemental Use District and Zone Change. The public hearing notice and information on how to participate can be found here.
Updated Guidance on State Law
The first local implementation guidance pertains to SB 290, SB 728, and AB 634 and describes the changes, clarifications, and additions to State Density Bonus Law (including incentives for student and moderate-income housing), permits the purchase of for-sale units by a qualified nonprofit, and enables a jurisdiction to increase covenant terms beyond 55 years. The second memorandum focuses on SB 478, summarizes FAR allowances for sites permitting a density between three and 10 units, and clarifies minimum lot size requirements.
Community Plan Updates
The City is currently updating three Community Plans in the Southeast Valley: North Hollywood – Valley Village, Sherman Oaks – Studio City – Toluca Lake – Cahuenga Pass, and Van Nuys – North Sherman Oaks. The existing plan for Sherman Oaks was created in 1998.
The Southeast Valley Community Plan (CPU) Updates Team is hosting virtual Office Hours sessions on July 13-14 and July 18-19, 2022, to solicit input on Los Angeles City Planning’s recently released land use concepts for the Ventura-Cahuenga corridor in the Sherman Oaks, Studio City, and Cahuenga Pass neighborhoods. You can participate in two ways:
- Appointment with a planner - 45 minutes - 1:1 conversation with a member of the Southeast Valley CPU team
- Community Discussion - 60 minutes - Small groups of up to eight people review the proposed concepts and have guided discussion with staff from the Southeast Valley CPU team and fellow community members
Meetings will be held virtually via Google Meet or phone. All are welcome to participate, but the purpose of these events is to get feedback on the recently released land use concepts along the Ventura-Cahuenga Corridor. Future outreach will focus on the entire Southeast Valley, including the neighborhoods of North Hollywood, Toluca Lake, Valley Glen, Valley Village, and Van Nuys.

Metro
Sepulveda Transit Corridor Project

Community Update Webinar
More than 230 community members participated in the June Community Update Meetings for the Sepulveda Transit Corridor project. Attendees received an update on the recently completed public scoping period for the Sepulveda Pass Rapid Transit project, which was the first step in the environmental review process. For those who were not able to attend, video recordings of the presentation have been posted in both English and Spanish on Metro’s YouTube Channel.
The environmental analysis phase will now continue and Metro plans to host another community update in Fall 2022 focused on alignments and station locations.

The LA County Dept. of Public Works is still offering its series of free webinars to beautify your home and garden during the month of July. The Smart Gardening Webinars are approximately 45 minutes long followed by a 15-minute period to answer questions and take orders for compost bins. For those who are unable to attend, they have posted videos of the sessions. There are four core subjects being offered:
Intro to Composting: Learn about backyard and worm composting to create a rich soil amendment to nourish your garden.
Water-wise Gardening: Create a beautiful drought-tolerant landscape and learn about grasscycling to fortify your lawn.
Organic Gardening: Build healthy soil, grow herbs and vegetables, and address plant pests and diseases using organic methods.
Small-space Gardening: Learn to grow plants in containers and set up a small-space worm composting system.

Los Angeles Dept. of Water & Power is Offering Free Landscaping Design Services to Transform Your Turf
|

Are you interested in saving water and money on your bill? As an LADWP customer, you can get free landscape design services for transforming your landscape to be more drought tolerant. The design can be submitted along with your turf replacement rebate application. Planting and irrigation plans are provided at no cost to LADWP customers who wish to remove turf and replace it with low water use California Friendly® and native plants. The rebates for removing lawns and water hungry plantings are still in effect. With the coming hot summer months, and new watering rules going into effect, the time is right to replace.
The provided plans can be given directly to a licensed contractor for installation and also included is a simple guide on how to best hire a landscape contractor. The plans will include a storm water capture feature, such as a rain garden, in the design. Irrigation plans include use of water efficient drip irrigation systems.
Your newly installed garden will capture and reuse stormwater, recharge groundwater, prevent polluted runoff from flowing to the rivers and ocean, and provide food and habitat for birds, butterflies and other wildlife. Once your newly installed plants have been established, you will see the savings on your water bill.

Then & Now... the Changing Face of Sherman Oaks
The address 13849 Ventura Blvd. was home to a very famous French restaurant in the 1960's called Robaire's. The restaurant was part of a chain of 3 Robaire's restaurants - this San Fernando Valley location, one located in Los Angeles on South La Brea and the original located in Paris France.
The restaurants were the creation of Robert “Papouche”, Robaire and for a time were the only establishments in Los Angeles offering French faire. Robaire came to the United States in 1949 after having cooked for U.S. Army officers during World War II in his native Tunisia. He opened his first dining establishment in Whittier, but was run out of town when the churchgoing populace found he was putting wine in the coq au vin and boeuf Bourguignonne. He took care to open his next restaurant near Hollywood. An old hand-printed menu indicates that $40 could buy dinner for two--and that would include onion soup (30 cents), tournedos with garlic butter ($3.95), Chateaubriand ($3.50), Filet mignon ($3.75), Sole meunière ($1.75) and Alaska flambe ($1.25), washed down with bottles of Veuve Clicquot Champagne ($10), Chateau Haut Brion ($6.50) and Chateau d’Yquem ($8.50).
The same menu today would cost more than $150 without the Champagne, Cabernet and Sauternes. Robaire introduced the dish couscous to generations of Angelenos at his French restaurant. The heyday of Robaire’s came to an end in the 1970's, when other French restaurants started opening in Los Angeles. No longer was it unusual to find escargots and frog legs on a menu.
These days the space is occupied by a recording studio named Record One. Originally founded by recording engineer and record producer Val Garay in 1979, the studio has been the site of numerous commercially successful and award-winning recordings. Since 2015, Record One has been under the ownership of Dr. Dre and his business partner Larry Chatman.
Record One established notoriety with the success of Kim Carnes' 1981 album, Mistaken Identity and its lead single, "Bette Davis Eyes", which won the Grammy Awards for Song of the Year and Record of the Year the same year. Other albums recorded at Record One under Garay's ownership included James Taylor's 1981 album, Dad Loves His Work, The Motels' 1982 album, All Four One, Steve Perry's 1984 album, Street Talk, Dolly Parton's 1984 album The Great Pretender, Lita Ford's 1987 album, Lita, and portions of Don Henley's 1984 album, Building the Perfect Beast. Other artists recording at Record One during this era included Neil Young, Linda Ronstadt, Dan Fogelberg, Kenny Rogers, Barbra Streisand, and Toto.
For approximately one year between 1989 and 1990, Michael Jackson arranged for executive control over Record One for $4,000 per day while recording Dangerous, and Bruce Swedien engineered and mixed all but 3 of the songs on the album at the studio. Quincy Jones recorded his 1995 album, Q's Jook Joint, at the studio. In 2001, Record One was the studio where Busta Rhymes recorded "Break Ya Neck" and where Mary J. Blige recorded "Family Affair". Other artists recording at the studio that same year included Janet Jackson.
