To My Neighbors,

It’s been a little over a month since the Connecticut General Assembly’s legislative session ended. This session was focused on making life more affordable, lowering the cost of electricity, and providing more aid to our communities.

Last week, the Governor signed the State’s budget (formally called An Act Concerning Affordability), and I wanted to share some of the biggest benefits for Greenwich and CT families:

  • Investing in our schools: Old Greenwich School will receive an additional $8 million toward its renovation and over $200,000 in additional aid to the Town of Greenwich. Statewide, this funding helps to close funding gaps in school budgets and town finances without putting the burden on your property taxes.

  • Supporting families and childcare: Invests roughly $300 million in early childhood education and childcare.

  • Free school breakfasts: Allocates $12 million for free school breakfasts. Watch my video below to learn more about this.

  • Tax-free school supplies: Exempts non-electronic school supplies from sales tax, and expands eligible items and increases the exemption amount from $100 to $300 during Tax-Free week. Also, backpacks and cleats are now on the tax-free list!

Lowering Your Electric Bills

The legislature also passed An Act Concerning Renewable Power Generation, which will lower our electric bills by investing in clean energy programs. The bill also expands incentives for residential, commercial and community solar programs through 2035. The legislature recognizes the need to invest in a cleaner, greener future for CT.

This was the shortest of the short sessions and yet more bills were passed than in the long session in 2025. I’m glad that many of these focused on helping residents of Connecticut in the face of increasing costs.

Update on Speed Cameras:

On Monday, June 8th the Representative Town Meeting will be voting on the Traffic Safety Plan to implement the speed cameras in school zones. This is an important safety initiative for the town that I strongly support.

If you would like to submit written testimony or speak at the meeting in person, you can sign up to do so here. Chief Heavey recently sent a letter to the community and the Frequently Asked Questions regarding the speed cameras on the town's website have been updated with additional information, which I encourage you to review.

As always, please feel free to reach out to me at: Rachel.Khanna@greenwichct.gov or (203) 622-7706.

Best Regards,

Conversation with Lieutenant Governor Susan Bysiewicz

I was delighted to host a conversation with Lieutenant Governor Susan Bysiewicz two weeks ago. In addition to the budget, she recapped some of the important bills that passed, including legislation on AI safety and Absentee Voting for all.

She highlighted a program called the Time to Own Program which was expanded to help first-time homebuyers with down payment assistance when the State Bond Commission approved an additional $10 million for the program. We all know how tough the housing market is right now. This is a huge win for Greenwich because it will make it easier for us to recruit and retain the nurses, teachers, police officers and firefighters we need and who want to live in the community they serve – not to mention welcoming more young families. I’m very glad the state is doing something to help them.

Video: Firefighters' Cancer Relief Fund

When I was a State Rep, I worked hard to pass a bill creating a Firefighters’ Cancer Relief Fund. I'd learned from conversations with local firefighters that their jobs were putting them at increased risk of getting certain cancers.

This year’s budget streamlined the administration of the funding to ensure timely support for firefighters and municipalities, and to make sure that we do what we can to look out for first responders who have our backs.

Greenwich Department of Human Services Campership Fund

Last summer, 120 Greenwich children were able to attend summer camp through the GDHS Fund’s Campership Program.

That support didn’t just impact kids—it helped families maintain stability during the summer months by providing reliable childcare while parents worked.

When school is out, Campership steps in—and with rising camp costs, the need for this support continues to grow.

Your generosity stays right here in Greenwich, supporting children and the working families who rely on summer care.
