Important Managed Care Updates Now in Effect

Cardinal Care Managed Care is Virginia’s Medicaid and FAMIS managed care program. Most people enrolled in Medicaid/FAMIS have a managed care health plan. The Department of Medical Assistance Services (DMAS) has awarded new statewide Cardinal Care Managed Care contracts to five health plans:

What's changing?

  • Cardinal Care Managed Care Members previously enrolled in Molina have been automatically switched to the new Humana Healthy Horizons of Virginia plan, effective July 1, 2025.
  • Cardinal Care Managed Care Members who are in foster care, receive adoption assistance, or aged out of foster care but are under age 26 will be automatically switched to the new Foster Care Specialty Plan with Anthem HealthKeepers Plus.
  • Enrollment in the Anthem Foster Care Specialty Plan was effective July 1, 2025 for Molina members and members living in the Central and Tidewater regions. Enrollment will begin August 1, 2025 for members in the rest of the state.
  • No other Cardinal Care Managed Care members will experience automatic changes to their managed care health plan. Additionally, all members will still have their dental benefits provided by DentaQuest.

Can members switch managed care plans?

  • All Cardinal Care Managed Care members have the option to switch their health plan for any reason between June 19, 2025 and September 30, 2025. This option is open to everyone enrolled in a managed care health plan – not just those who experienced an automatic switch.

  • FAMIS members can now access the Cardinal Care Enrollment Broker, previously only available to Medicaid members!

These changes will not reduce Cardinal Care’s current programs, services or any existing coverage, as long as the member remains eligible for Medicaid or FAMIS. Are you looking for the latest information on Virginia’s Medicaid/FAMIS programs? The Virginia Health Care Foundation (VHCF) regularly updates SignUpNow trainings to reflect policy changes. Consider joining a SignUpNow workshop! VHCF offers 2 types of training:

  • SignUpNow – Medicaid/FAMIS workshops cover the eligibility requirements, application procedures, and post-enrollment information for Virginia’s Medicaid/FAMIS programs for adults, children, and pregnant women (Medicaid, Medicaid Expansion, and the FAMIS programs). 
  • SignUpNow – Aged Blind Disabled (ABD) workshops cover information for Virginia’s Medicaid programs for people who are 65 years or older, or who are disabled or blind, including ABD Medicaid; programs for Virginians who receive Supplemental Security Income (SSI), an Auxiliary Grant, or Long-Term Services and Supports (LTSS); and the Medicare Savings Programs. 

Medicaid/FAMIS Enrollment

As of July 1, 2025, there were nearly over 1.9 million Virginians enrolled in Medicaid/FAMIS. This includes:

  • 708,087 Medicaid expansion adults and low-income parents/caretaker adults;
  • 40,680 pregnant/postpartum members in Medicaid for Pregnant Women, FAMIS MOMS, or FAMIS Prenatal coverage;
  • 731,147 children enrolled in FAMIS Plus (children’s Medicaid) or FAMIS;
  • 16,779 children/youth in adoption assistance or foster care (or formerly in foster care);
  • 230,849 individuals enrolled due to being Aged, Blind, or Disabled (ABD)
