SERVPRO of Kitsap County's Terry McCann and Kathleen Arndt took home the top win at Leadership Kitsap's Fall Social last week. The annual event boasted a cornhole tournament at Crane's Castle Brewing in Bremerton, and provided opportunities for Leadership Kitsap alumni to meet the new Class of 2022.
Founded by the Kitsap area Chambers of Commerce and the United Way of Kitsap County in 1993, Leadership Kitsap graduated its first class of leaders in June 1995. As of June 2020, Leadership Kitsap has graduated 633 servant leaders into the community and developed 109 community service projects throughout the county.

Columbia Bank to Merge with Umpqua |
|
Longtime Silverdale Chamber member, Columbia Bank and Umpqua Bank have announced their plan to combine the two banks into one under the Umpqua brand, creating the second-largest regional bank by market share on the West Coast.
Columbia CEO Clint Stein said that, with the merger, current Columbia customers will have access to "a broader suite that includes leasing services, expanded home lending options and additional technological capabilities such as mobile apps."
The official switch is expected to occur in mid-2022.

Daniel Frederick is the executive director of The Coffee Oasis. In 1997 Daniel’s family started The Coffee Oasis with a passion to care for kids on the streets of Bremerton. 23 years later The Coffee Oasis is still providing hope, housing, and resources to homeless young people throughout Kitsap and Pierce County. Daniel’s early years were spent doing odd jobs at The Coffee Oasis and now after achieving a bachelor’s degree at Washington State University and a master’s degree from Seattle Pacific University, he works alongside the amazing and compassionate staff of The Coffee Oasis to make sure the homeless youth have every opportunity to achieve their goals.

Election 2021: Propositions Under Consideration |
|
Proposition 1, which recommends that the County move to a medical examiner system. Currently, the county coroner is an elected position, while a county medical examiner would be an appointed position. The county medical examiner system is widely considered to be the modern, streamlined approach to death investigations because it is operated by an appointed physician who is (or will become) certified as a forensic pathologist by the American Board of Pathology. The current county coroner is typically a lay person who must contract with one or more certified forensic pathologists to perform autopsies and provide medical expertise in death investigations.
Proposition 2, would authorize an increase to the countywide sales and use tax by one-tenth of one percent or one cent on a ten-dollar taxable purchase for Kitsap 911 for its emergency communications system. The increase is needed to modernize Kitsap 911’s current end of life analog radio system with a new digital emergency communications system. The digital system will increase coverage, provide more capacity and allow better communications between and among first responders and dispatchers. Every first responder relies on the system for their safety and the safety of the public. Tax proceeds would be used for the sole purpose of funding the cost associated with financing, design, acquisition, construction, equipping, operating, maintaining, remodeling, repairing, reequipping, and improvement of the Kitsap 911 emergency communication systems and facilities.

Holiday Shopping Trends Looking Up |

A recent study from NPD Group - that tracks holiday purchase intention each year - reveals a rise in consumer optimism: "blending the return of a celebratory feeling with the now normalized pandemic lifestyle."
NPD PREDICTS:
- 3-5% overall spending increase
- 33% of consumers plan to buy more gifts because they will be seeing family and friends in person over the holidays
- 58% of shoppers feel more comfortable shopping in stores
- 51% plan to shop before Thanksgiving
- New highs in online shopping revenue and shipped orders

Kitsap Drive-Thru Testing Continues,
Now Open on Saturdays in Central Kitsap

The drive thru COVID-19 test sites continue to serve hundreds of Kitsap residents each week at various locations. Beginning October 23, testing will be available on Saturdays at the Kitsap County Fairgrounds from 9 am to noon. Testing at the other three locations open on weekdays are available from 9 am to 1 pm. Locations include:

Reminder: King County Vaccination Mandates

If you're traveling to King County for work or pleasure, beginning Monday, October 25, the county will require that customers and attendees at most indoor restaurants and bars, as well as gyms, arts and entertainment venues, and sporting events show proof that they are fully vaccinated for COVID-19 before entering. If unvaccinated, patrons may provide proof of a negative COVID-19 test done in the last 72 hours by an FDA-approved test. |

Western States Workgroup Approves
Moderna and J & J Boosters

After reviewing the evidence concerning booster doses of the Moderna and Jansen (Johnson & Johnson) COVID vaccines on Thursday, the Western States Scientific Safety Review Workgroup announced Friday it supports the recommendations for booster shots. To sustain protection against COVID-19, the Workgroup concurs with CDC recommendations for a single booster dose of COVID-19 vaccine among recipients of an initial series of the Moderna COVID-19 vaccine and recipients of the Janssen (Johnson & Johnson) COVID-19 vaccine.
The Workgroup sent a letter to Gov. Jay Inslee, Gov. Gavin Newsom of California, Gov. Steve Sisolak, Nevada and Gov. Kate Brown, Oregon.
The Workgroup previously reviewed the evidence and recommendations pertaining to booster doses of the Pfizer BioNTech COVID19 vaccine (https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID19/Statement-on-Pfizer-Booster.aspx).
“The COVID vaccines continue to offer very strong protection against severe illness and death and are saving lives every day. Now people who qualify to get a booster don’t have to be restricted to one brand of vaccine," Inslee said. "They are able to get whichever is available to them and is best for them. This is a critical factor in finding our way out of this pandemic."

Declines in Trends Indicate Effectiveness of COVID-19 Vaccinations, Masking |
|
The latest COVID-19 modeling and surveillance situation report from the Washington State Department of Health (DOH) shows case counts, hospital admissions and hospital occupancy have declined, yet these levels remain high. Hospitals across the state are operating at full capacity, and projections suggest high levels of occupancy are likely to continue through the fall months.
Report findings include:
- Transmission rates declined in September. As of Oct. 2, the best estimate of the effective reproductive number, Re, was 0.83. Re has remained slightly below 1 since late August. The drop in Re starting at the end of July could reflect increases in preventive behaviors, such as masking in response to the surge of the delta variant. Re tells us how many new people each COVID-19 case will infect. To see cases decline, the reproductive number needs to stay well below 1.0 for a substantial amount of time.
- COVID-19 prevalence declined in September. The current best estimate of prevalence is 0.41%, which translates to about 1 in every 244 Washingtonians having an active COVID-19 infection. This is about half the estimated prevalence reported on September 8 in last month’s report. About 36% of the population in Washington state remains susceptible to COVID-19 infection.
- Average daily COVID-19 deaths have varied but are still high. The seven-day rolling average for deaths was between 5 and 10 deaths per day through early August, increasing to 36 as of Sept. 7, and declining slightly to 33 by Sept. 28.
- Hospital admissions and occupancy for COVID-19 have decreased but remain high. The seven-day rolling average of COVID-19 daily hospital admissions increased to 195 as of Aug. 29 and declined to 115 as of Oct. 8. Occupancy related to COVID-19 has declined from nearly 25% of bed capacity in early September to around 17% in early October. Despite declines in COVID-19 admissions, total hospital occupancy has remained constant at over 90% and is projected to persist through the fall.
“We’re hopeful that the declines we’ve seen in the last few weeks will continue, but that will only be possible if vaccination rates continue to increase and we continue wearing masks,” said Scott Lindquist, MD, MPH, state epidemiologist for communicable diseases. “Our individual choices over the next several weeks will determine whether hospitals are able to return to a sustainable level of operations by the end of December.”
