Dear Skyliners,
In the coming months Skyline is embarking on some new initiatives. We are inviting all of the gubernatorial candidates to speak to us at our Friday Forums in a series called "Skyline Conversations with the Gubernatorial Candidates." We started with an invitation to Ald. Ameya Pawar. His campaign manager, Sam Hobert, joined us at our April Forum. In June we will host State Sen. Daniel Biss. Watch the calendar as more candidates accept our invitation.
Also, this year Skyline Village Chicago is excited to participate in the Chicago Community Trust's annual "On the Table" conversation. Each year in May the Trust invites people all over the Chicago area to invite friends and colleagues to meet over a meal and talk about ideas. On May 16, Skyline will host a conversation on behavioral health as we age, in collaboration with The Kennedy Forum. For more information about participating, contact Regan or Phyllis at

The Politics of Medicare, Medicaid and the Affordable Care Act
On March 31, Skyline Village's monthly Friday Lunch Forum featured our president Phyllis Mitzen speaking about political aspects of health care and recent attempts to repeal the Affordable Care Act (ACA), also known as Obamacare, and replace it with the American Health Care Act (AHCA). She addressed the question of why older adults should care about changes, even though we have Medicare, including what things could be at risk.
Affordable Care Act
Mitzen pointed out that the primary underlying goal of the Republican replacement plan was not necessarily to provide better health care insurance, but rather to cut government spending and reduce taxes on the wealthiest taxpayers. The AHCA would have repealed the Medicare tax surcharge on individuals whose annual incomes exceed $1 million. The surtax was included in the ACA to add years of solvency to the Medicare Health Insurance Trust Fund, and repealing this surtax would put that trust fund into "crisis mode."
The Affordable Care Act also includes incentives to improve public health, including programs that are important to seniors. For example, The Prevention and Public Health Fund provides $1 billion to states for initiatives such as Chronic Disease Self-Management and Falls Prevention.
Medicare and Social Security
When some lawmakers refer to Medicare and Social Security as "entitlements" they create a negative perception, which increases the risk that those programs will be cut. In fact, these social insurance benefits have been earned by the workers who paid into them throughout their working years, and they need to be protected. Republican lawmakers have called for converting Medicare to a program that would give participants vouchers to help them pay for private insurance. The risk to seniors would be that the values of the vouchers would not cover the actual cost of health care, thereby increasing out-of-pocket expense. Repeal of the ACA would not affect the 139 million Medicare recipients who receive drug coverage under Part D. However, threats to change Medicare into a voucher program could ultimately threaten access to drug coverage.
Mitzen commented on recommendations to raise the eligibility age for Medicare from 65 to 67. With the elimination of those younger (and generally healthier) people from the risk pool, the remaining participants would be at risk of facing higher premiums. Also, even if people age 55 and older were grandfathered into the traditional plan, there would still be the risk that if the younger participants opted into the voucher plan, this result also could lead to higher Medicare premiums and deductibles for the older participants. Any fix to this would require greater federal support, which is unlikely in today's environment.
Medicaid and Federal Grants to States
Medicaid is another program in the cross-hairs of budget cuts. This federal/state partnership enables states to provide safety nets of health care for people who are impoverished, including older adults who can't afford the required Medicare premiums and co-pays. In Illinois, 20% of Medicare recipients also receive assistance from Medicaid, including coverage for nursing home care and home and community-based long-term care, which otherwise would be unaffordable for low-income seniors. Under current law, the federal government matches each state's Medicaid funding at a rate determined by a formula set in statute. Federal spending increases in response to the rise in costs of providing care, with no limit on total federal contributions. However, House Speaker Paul Ryan and Secretary of Health and Human Services Tom Price have advocated giving each state a "block grant" based on a specified growth rate, irrespective of the actual rise in Medicaid spending in a state. These limits on federal spending could put pressure on states, including Illinois, to limit Medicaid spending, resulting in reduced services to the most vulnerable older adults. Many of these individuals currently live in nursing homes or receive home care services that enable them to live in the community.
Speaker Ryan and Secretary Price also have advocated or legislated against giving federal social service block grants to states, which would put at risk funding in Illinois that pays for Adult Protective Services programs, which investigate cases of elder abuse and neglect.
Mitzen concluding the presentation by urging the audience to stay informed about proposed changes, and recommended some reliable sources of information:

These little gloves are so darned -- dare I say it-- handy!
Soft, microfiber gloves for cleaning. It's easier and safer for dusting displayed items since you have much more control than swooshing a dust cloth around. Microfibers attract and hold dust. They are soft and don't scratch. They don't need to be sprayed with anything and they are machine washable.
There are many versions and prices. The gloves in the picture below are at Home Depot and cost $5.50. Can't beat that with a stick.

The Streeterville Neighborhood Walk is proud to partner with Jane's Walk to celebrate the birth of Jane Jacobs, urban designer and community activist, sharing common beliefs in the value of residents being engaged in their community.
Streeterville is a community of 30,000 people living on 168 acres of landfill. We will explore its history, learning about the colorful George Wellington Streeter and Chicago's first mayor, William Ogden. We'll explore great architecture from masters such as Mies van der Rohe and Graham and Kahn and learn about the Streeterville Public Art Project's vision of adding to our great works by Chagall and Butterfield. We'll also talk about the Broken Window Theory and what we all can do to keep our communities safer. With density comes traffic issues and we'll explore ideas to make our communities more walk-able. As we explore green spaces, we can expand on Jane Jacob's vision for a more sustainable urban environment and community engagement.

Encore Illinois Summer Session

Revisit the classic hits of the '50s and '60s with Encore Rocks! Repertoire includes timeless tunes such as "Rock Around the Clock," "It's My Party," "Blue Moon," "California Dreamin'," and more!
Encore Rocks the Gold Coast will be a 10-week session, starting June 12. Practices will take place on Mondays midday, from 12:00-1:30 pm at The Clare, 55 E. Pearson, Chicago. $125 tuition (for 10 weeks) includes a practice CD, online practice tracks, and sheet music to keep.
Encore Rocks will finish the session with two concerts: (1) a combined downtown concert at Fourth Presbyterian Church on Sunday, August 20th at 5pm (3pm call for singers), featuring the Encore Rocks Chorales from Hinsdale and the Gold Coast. Joining the Encore RocksI final performance will be a 4-piece live band, The Unity Temple Players! There's also an earlier concert in Hinsdale - optional, not required - a neighborhood show at The Community House in Hinsdale on Wednesday evening, August 16.

Encore Chorales provide choral singing opportunities for older adults (55+), regardless of experience of ability, who seek arts education and performance opportunities that are fun, challenging, and rewarding.

Join us on May 30th at 6pm to learn about folk and outsider art with a focus on whirilgigs.
This talk is presented in conjunction with LUMA's current exhibition Peter Gelker: Whirligigs on view until June 3, 2017.

Join us for Encore-the fourth annual Center for Life and Learning benefit-on Saturday, June 3!
Robert Chen-Chicago Symphony Orchestra concertmaster-and his children Noah and Beatrice will be accompanied by American cellist Gabriel Martins to offer a delightful string quartet performance. The program will feature selections from Ludwig van Beethoven, Jean Baptiste Barriere, and Zoltan Kodaly-among others. The performance will be followed by a cocktail reception in the Gratz Center Commons.
Event proceeds support the Center for Life and Learning, a learning community for older adults at Fourth Presbyterian Church.

This free class is presented in conjunction with Alzheimer's Association, Greater Illinois Chapter.
The warning signs of Alzheimer's disease are often dismissed as normal age-related memory changes. Attend this program to learn the ten warning signs of Alzheimer's disease. We'll separate myth from reality and address commonly-held misconceptions about Alzheimer's. Hear from people who have the disease, find out how to recognize the warning signs in yourself and others, and learn why early detection matters. The program is 1.5 hours, which includes time for questions and answers.

Kevin Coval, Author of The People's History of Chicago.
Kevin Coval is the poet/author/editor of seven books,including The BreakBeat Poets: New American Poetry in the Age of Hip-Hop and the play, This Is Modern Art, co-written with Idris Goodwin. Founder of Louder Than A Bomb: The Chicago Youth Poetry Festival and the Artistic Director of Young Chicago Authors, Coval teaches hip-hop aesthetics at UIC. The Chicago Tribune has named him "the voice of the new Chicago," and the Boston Globe calls him "the city's unofficial poet laureate."
