This week we focus on China's third National Security Education Day, two chengyus delivered by Xi Jinping in Hainan on April 13, and a USCC job opportunity.

Last week, China "celebrated" its third National Security Education Day on the anniversary of Xi Jinping's holistic security speech four years ago. Although China's technical surveillance - facial recognition, cameras, and emerging social credit system - garners the most attention, a notable feature of China's national security legislation in the last four years is the emphasis on popular mobilization. National security education, like patriotic education bef ore it, is going to younger and younger ages and links the party's reputation, even historical, with national security. The question is whether the party can make its paranoia, society's paranoia.

尽力而为、量力而行

jìn lì ér wéi 、 liàng lì ér xíng

Meaning: to do one's best, to do what one is capable of

This week's chengyu comes from the same Hainan speech as last week, and again, this is a two-fer. These two chengyus can be used separately or together. They are useful for professional situations where you want to say that you will do your best to accomplish something. In this case, Xi was stressing the importance of the Party doing its best to serve the people and to solve their real-life problems.

Original: 要始终把人民利益摆在至高无上的地位，加快推进民生领域体制机制改革，尽力而为、量力而行，着力提高保障和改善民生水平，不断完善公共服务体系，不断促进社会公平正义，推动公共资源向基层延伸、向农村覆盖、向困难群体倾斜，着力解决人民群众关心的现实利益问题。

USCC Job Opportunity

The U.S.-China Economic and Security Review Commission is seeking to fill the Director of Security and Foreign Affairs position. The individual is responsible for leading and managing the Security and Foreign Affairs Team in monitoring, investigating, assessing and reporting on a wide range of China related issues including military/defense/national security, cybersecurity, export controls, foreign affairs, science and technology, and energy security.
