Siting solar projects – and the rules they need to play by – has been a tricky issue for years in Maryland. Decades-old laws written to grant State-only authority over massive power plants seem to apply to large-scale solar. Recent legislation has added extra process and considerations, and the courts have weighed in with their own views. Now, a landmark solar case from Washington County is headed to an appeal – potentially toward a clearer “rule” on how much community and local government input must be a part of developing and placing multi-acre solar fields.
