South End Construction Coordination Announcement

The City of Burlington (the City), in partnership with the Vermont Agency of Transportation (VTrans), has several capital projects slated for construction within the South End of Burlington that have been carefully coordinated and phased to mitigate impacts to the community and the transportation system. The plan is known as the South End Construction Coordination Plan (SECCP) and is shown graphically below.



The City will continue providing progress updates for the projects included in the SECCP and other relevant projects being completed in the immediate area. This update provides an update on several active projects including (but not limited to) the Champlain Parkway Project, Burlington Great Street Projects, and Reconnecting Downtown Burlington Projects.

CHAMPLAIN PARKWAY - INITIAL CONTRACT:

The initial contract, conditionally accepted in December 2024, included the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street. Crews will return in the spring to restore or replace any plantings and finish work on the new bus shelters on Pine Street.

CHAMPLAIN PARKWAY - FINAL CONTRACT:


Location: The final contract includes the construction of the Champlain Parkway from existing I-189 near its intersection with U.S. Route 7 to Home Avenue, and the section of Pine Street between Kilburn Street and Main Street.

Project Progress: The Burlington Department of Public Works issued the Notice to Proceed to Engineers Construction Incorporated (ECI) in January. Construction activities began on January 6. In early January, crews mobilized materials and equipment to the site and installed construction signage throughout the project area. Construction activities are focused outside of the roadway along the unused section of the previously constructed Southern Connector between Shelburne Street (Route 7) and Home Avenue. Work included clearing vegetation and setting up erosion prevention and sediment control measures. Crews have begun removing the existing roadway surface and subbase material and installing drainage structures and streetlighting conduit. 

Project Forecast: Crews will continue working along the unused section of the previously constructed Southern Connector between I-189 and Home Avenue. A majority of this work will take place off the roadway with limited impact to traffic. Construction activities will focus on the segment between Pine Street and Home Avenue until crews permanently close the connection of Pine Street to Queen City Park Road. The closure of this southern end of Pine Street and the construction of the cul-de-sac between the future Champlain Parkway and South Crest Drive will begin as early as March 2025. The closure will further allow crews to begin work to construction the segment of the Champlain Parkway between I-189 and Pine Street.

As early as May, crews will begin work on the rehabilitation of Pine Street between Kilburn Street and Main Street. This work will be completed under block closures utilizing local detours. There may be instances of single-lane closures with alternating one-way traffic. A public meeting will be held in advance of work on the northern section of Pine Street.

BURLINGTON GREAT STREETS PROJECTS

MAIN STREET - PHASE 1:

Location: This work will include full reconstruction of Main Street between Pine Street and South Winooski Avenue – shifting curb lines, subsurface utilities, signals, new sidewalks and off-street bicycle facilities, and streetscape elements. 

Project Progress: The current focus of work on the Main Street project is on bypassing the 150+ year-old ravine sewer that runs under portions of Downtown Burlington. Major sewer work behind the fire station and on Main Street between S. Union Street and South Winooski Street has been completed as well as the new sewer pipe on Church Street, and Main Street through the South Winooski intersection. Additionally, water and sewer mains were replaced between Pine Street and Church Street in 2024.


Project Forecast: The ravine sewer work should be complete by spring of 2025. Water main between Church St and South Winooski will resume in 2025 and should be complete by mid-late summer. Construction of stormwater detention tanks along the north side of Main St will begin in early 2025. Following this work the reconstruction of the street, sidewalk, signals, and surface amenities will begin.



All work on Phase I of the Great Streets: Main Street project is anticipated to be completed in November 2026.

Location: The Reconnecting Bank & Cherry Project includes building two new city blocks on St. Paul and Pine Streets and revitalizing eight blocks of existing streets on Cherry and Bank Streets between S. Winooski and Battery Streets.


Project Progress: Construction activities associated with the public improvements are underway within the sidewalk area adjacent to the new development within the City Place block (Cherry Street, St. Paul Street, Bank Street, and Pine Street). Stormwater work is occurring on Pine Street and Bank Street.


Project Forecast: Construction activities related to the public improvements within the sidewalk area adjacent to the new development within the City Place block are anticipated to continue over the next several months. Bank Street will continue to be one-way westbound through early summer 2025. Pine Street (between Bank and College) is currently one-way southbound to accommodate the stormwater work and is expected to re-open fully in early March. Major construction activities associated with this project are anticipated to begin in 2027-2028.

DEPARTMENT OF PUBLIC WORKS WATER RESOURCES DIVISION


Queen City Park Road Bridge Guardrail Replacement – located along Queen City Park Road over the railroad tracks between Central Avenue and Arthur Court, this work is anticipated to take place starting spring of 2025. This work is anticipated to take approximately a week to complete and will require the full closure of the bridge on Queen City Park Road. Motorists should seek an alternate route.

RELEVANT PROJECTS SLATED FOR FUTURE CONSTRUCTION:

East Plant to Main Plant Wastewater Conveyance Project:

This project includes the conversion of the East Wastewater Plant on Riverside Avenue into a pump station and the installation of new sewer force main and collection system piping in the Right of Way between the East Wastewater Plant and the Main Wastewater Plant. The tentative route includes new pipe on the following roads (not including the cross streets): Riverside Avenue, North Winooski Avenue, Cherry Street, and Battery Street. This project will convert the East Wastewater Plant into a pump station that conveys wastewater to the Main Wastewater Plant adjacent to Perkins Pier thus eliminating the need to maintain the wastewater plant on Riverside Avenue saving ratepayers over a 50-year timeframe. The project is currently in the preliminary engineering phase through 2025. Final design is anticipated in 2026-2027 with construction anticipated to begin in 2028 and be completed in 2030.
