South End Construction Coordination Announcement

The City of Burlington (the City), in partnership with the Vermont Agency of Transportation (VTrans), has several capital projects slated for construction within the South End of Burlington that have been carefully coordinated and phased to mitigate impacts to the community and the transportation system. The plan is known as the South End Construction Coordination Plan (SECCP) and is shown graphically below.



The City will continue providing progress updates for the projects included in the SECCP and other relevant projects being completed in the immediate area. This update provides an update on several active projects including (but not limited to) the Champlain Parkway Project, Burlington Great Street Projects, Reconnecting Downtown Burlington Projects, and Queen City Park Road Bridge Guardrail Reconstruction. 

Due to the proximity and overlap of the Champlain Parkway and Main Street – Great Streets projects, the two project teams are coordinating construction impacts and detour routes.

CHAMPLAIN PARKWAY - INITIAL CONTRACT:

The initial contract, conditionally accepted in December 2024, included the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street. In the coming weeks, crews will return to install the bus shelters located just south of the intersection of Howard Street and Pine Street. This spring, crews will also restore or replace any plantings throughout the project limits.  

CHAMPLAIN PARKWAY - FINAL CONTRACT:


Location: The final contract includes the construction of the Champlain Parkway from existing I-189 near its intersection with U.S. Route 7 to Home Avenue, and the section of Pine Street between Kilburn Street and Main Street.

Project Progress: Over the winter, crews focused on work along the unused section of the previously constructed Southern Connector between I-189 and Home Avenue. Work included clearing vegetation and setting up erosion prevention and sediment control measures, removing the existing roadway surface and subbase material, and installing drainage structures, conduit, and streetlighting pole bases.



On March 5, crews permanently closed Pine Street between Queen City Park Road and South Crest Drive to allow the connection of the Champlain Parkway to I-189. A cul-de-sac was constructed just north of the future Parkway alignment. Crews will return this season to install curb and pave the cul-de-sac.

Project Forecast: Crews will continue working along the unused section of the previously constructed Southern Connector between I-189 and Home Avenue. This work includes the installation of streetlighting infrastructure, the construction/reconstruction of the roadway including subbase installing, fine-grading, paving, and the installation of curb and median infrastructure. A majority of this work will take place off the roadway with limited impact to traffic.



Crews started work along Pine Street (north) between Kilburn and Main Street on April 14, with the installation of temporary construction signage. Construction activities will consist of the rehabilitation of the roadway, including new curbing, pavement, line striping, roadway signage, and stormwater improvements. New traffic signals will be installed at the Maple Street, King Street, and Main Street intersections. Improvements to pedestrian accommodations will include protected pedestrian crossing phases at the new signals, a mid-block crossing between Kilburn Street and Maple Street, new sidewalks along both sides of the roadway, and new brick-paved crosswalks at Maple Street and King Street. Roadway and sidewalk work will be completed one side at a time and in block segments to reduce impacts. This work will be completed under one-lane closures, temporary road closures of block segments, and temporary intersection closures. There will be instances of sidewalk closures and driveway restrictions or short closures. Traffic impacts and closures will predominately take place during active work hours (weekdays between 7 a.m. and 7 p.m.), with some instances of overnight closures for activities that require a longer curing period (concrete and asphalt work). Starting Thursday, April 17, crews will begin working on the segment between King and Main Streets. The intersection of King Street and Pine Street will be closed during active work hours and the segment of Pine Street between King Street and Main Street will be restricted to local traffic only and accessible via Main Street.

BURLINGTON GREAT STREETS PROJECTS

MAIN STREET - PHASE 1:

Location: This work will include full reconstruction of Main Street between Pine Street and South Winooski Avenue – shifting curb lines, subsurface utilities, signals, new sidewalks and off-street bicycle facilities, and streetscape elements. 

Project Progress: Bypass work on the 150+ year-old ravine sewer that runs under portions of Downtown Burlington is nearly complete from the Fire Station to King St. The new sewer line will be active by late April 2025 at which time this section of the old Ravine Sewer will be decommissioned. Additionally, water and sewer mains were replaced between Pine and Church in 2024. Storm tanks were also added between Pine and Church and are nearly complete. 


Project Forecast: Upcoming work this spring and summer includes waterline work along Main Street from Church to South Union and is anticipated to continue through the end of June. Streetscape work along Main St. from Pine to Church will begin early Summer 2025 and continue through November. Streetscape work along Church St. from Main to King will occur during this time frame as well.


There is no planned winter work this year. The winter shutdown will begin in late November and last through early Spring (date TBD). Prior to the winter shut down, all surfaces will be paved/hardscaped, and two-way travel and parking will be restored throughout the project area.



All work on Phase I of the Great Streets: Main Street project is anticipated to be completed by November 2026.

Location: The Reconnecting Bank & Cherry Project includes building two new city blocks on St. Paul and Pine Streets and revitalizing eight blocks of existing streets on Cherry and Bank Streets between S. Winooski and Battery Streets.


Project Progress: Construction activities associated with the public improvements are underway within the sidewalk area adjacent to the new development within the City Place block (Cherry Street, St. Paul Street, Bank Street, and Pine Street). Stormwater work is occurring on Pine Street and Bank Street.


Project Forecast: Construction activities related to the public improvements within the sidewalk area adjacent to the new development within the City Place block are anticipated to continue over the next several months. Bank Street will continue to be one-way westbound through early summer 2025. Pine Street (between Bank and College) is currently one-way southbound to accommodate the stormwater work and is expected to re-open fully in early July. Major construction activities associated with this project are anticipated to begin in 2027-2028.

DEPARTMENT OF PUBLIC WORKS WATER RESOURCES DIVISION


Queen City Park Road Bridge Guardrail Replacement – located along Queen City Park Road over the railroad tracks between Central Avenue and Arthur Court, this work is anticipated to take place starting as soon as 4/21. This work is anticipated to take approximately a week to complete and will require the full closure of the bridge during work hours (generally 7AM-6PM). Motorists should seek an alternate route.


Paving on College Street – located on College Street between South Williams and Hungerford Terrace, this work is anticipated to take place this construction season and includes the paving of the roadway



Sidewalk Work on Howard Street – located on Howard Street between South Willard Street and South Union Street, this work is anticipated to take place this construction season and includes restoration of the sidewalk along Howard

RELEVANT PROJECTS SLATED FOR FUTURE CONSTRUCTION:

East Plant to Main Plant Wastewater Conveyance Project:

This project includes the conversion of the East Wastewater Plant on Riverside Avenue into a pump station and the installation of new sewer force main and collection system piping in the Right of Way between the East Wastewater Plant and the Main Wastewater Plant. The tentative route includes new pipe on the following roads (not including the cross streets): Riverside Avenue, North Winooski Avenue, Cherry Street, and Battery Street. This project will convert the East Wastewater Plant into a pump station that conveys wastewater to the Main Wastewater Plant adjacent to Perkins Pier thus eliminating the need to maintain the wastewater plant on Riverside Avenue saving ratepayers over a 50-year timeframe. The project is currently in the preliminary engineering phase through 2025. Final design is anticipated in 2026-2027 with construction anticipated to begin in 2028 and be completed in 2030.
