South End Construction Coordination Announcement | |

The City of Burlington (the City), in partnership with the Vermont Agency of Transportation (VTrans), has several capital projects slated for construction within the South End of Burlington that have been carefully coordinated and phased to mitigate impacts to the community and the transportation system. The plan is known as the South End Construction Coordination Plan (SECCP) and is shown graphically below.
The City, in partnership with VTrans, would like to continue providing progress updates for the projects included in the SECCP and other relevant projects being completed in the immediate area. This update provides an update on several active projects including (but not limited to) the Champlain Parkway Project, Burlington Great Street Projects, and Reconnecting Downtown Burlington Projects.

CHAMPLAIN PARKWAY - INITIAL CONTRACT:
Location: The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.

Project Progress: Construction of the initial phase of the Champlain Parkway Project started in the spring of 2022, spanned three construction seasons, and achieved substantial completion on Friday, October 25, 2024. The initial contract included the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, the reconstruction of a portion of Lakeside Avenue starting just north of the Champlain Parkway to Pine Street, and the rehabilitation of Pine Street between Lakeside Avenue and Kilburn Street. As part of the work to construct the initial segment of the Champlain Parkway, intersecting and adjacent side streets were reconstructed and reconfigured. As part of the initial contract, improvements were made to utilities throughout portions of the south end including upgrades to water and sewer infrastructure, the undergrounding of some electrical and communications utilities, and new stormwater infrastructure features and systems. Connectivity and safety improvements were made to multi-modal infrastructure throughout the project limits including the construction of new shared use paths, sidewalks, raised intersections, mid-block crossings, the strategic placement of rectangular rapid flashing beacons, and pedestrian/bicycle crossing phases at the new signalized intersections. | |
Project Forecast: Crews will return in the spring to restore or replace any plantings and finish work on the new bus shelters on Pine Street. | |
CHAMPLAIN PARKWAY - FINAL CONTRACT:
Location: The final contract includes the construction of the Champlain Parkway from existing I-189 near its intersection with U.S. Route 7 to Home Avenue, and the section of Pine Street between Kilburn Street and Main Street.
Project Forecast: The final contract of the Champlain Parkway Project was awarded to Engineers Construction Inc. (ECI) on August 14 with a contract value of $14.4 million.

Project Forecast: Construction activities could begin later this fall with work taking place off the roadway along the unused section of the previously constructed Southern Connector between Shelburne Street (Route 7) and Home Avenue. Work on the final phase of the contract will continue into the Summer of 2026. A public meeting will be held in advance of the start of major construction activities. | |

BURLINGTON GREAT STREETS PROJECTS
MAIN STREET - PHASE 1:

Location: This work will include full reconstruction of Main Street between Pine Street and South Winooski Avenue – shifting curb lines, subsurface utilities, signals, new sidewalks and off-street bicycle facilities, and streetscape elements.

Project Progress: The current focus of work on the Main Street project is on bypassing the 150+ year-old ravine sewer that runs under portions of Downtown Burlington. Major sewer work behind the fire station and on Main Street between S. Union Street and South Winooski Street has been completed and included excavation work and installation of a new sewer pipe. Currently, the contractor is working to replace the sewer mains on Main Street between Church Street and S. Winooski Avenue and install the water main on Main Street between Pine Street and Church Street.
Project Forecast: The ravine sewer work is anticipated to last through February 2025. Work to complete all underground pipework is anticipated to continue through Summer 2025 after which construction of streetscape will commence.
All work on Phase I of the Great Streets: Main Street project is anticipated to be completed in November 2026.

DEPARTMENT OF PUBLIC WORKS WATER RESOURCES DIVISION
Queen City Park Road Bridge Guardrail Replacement – located along Queen City Park Road over the railroad tracks between Central Avenue and Arthur Court, this work is anticipated to take place starting Monday, December 2, the week of Thanksgiving. This work is anticipated to take approximately a week to complete and will require the full closure of the bridge on Queen City Park Road. Motorists should seek an alternate route.
