South End Construction Coordination Announcement | |

The City of Burlington (the City) and the Vermont Agency of Transportation (VTrans) have several capital projects slated for construction within the South End of Burlington that have been carefully coordinated and phased to mitigate impacts to the community and the transportation system. The plan is known as the South End Construction Coordination Plan (SECCP) and is shown graphically below. The City and VTrans would like to provide a progress update for the three major projects included in the SECCP that are currently under construction: the Champlain Parkway project, the Shelburne Street Roundabout project, and the US 2, US 7, US 7 Alt. Class 1 Paving project (Burlington Class 1 Paving project). In addition, this update will also include relevant projects being completed by the City of Burlington’s Department of Public Works in the South End and the VTrans US 7 Paving project (Charlotte-South Burlington US 7 Paving project). | |
LOCATION: The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street.
The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
PROJECT PROGRESS: The first construction season (2022) focused on the area between Home Avenue and Sears Lane to avoid additional impacts to Pine Street with the exception of stormwater infrastructure work along Lakeside Avenue outside of the roadway. The first construction season focused on the installation of underground utilities throughout the area and the construction of stormwater infrastructure including the sand filter adjacent to Lakeside Avenue, the installation of the culvert at Englesby Brook and the stormwater detention pond between Sears Lane and Flynn Avenue.
The start of this construction season (2023) continued to focus on the area between Home Avenue and Sears Lane. This work included the installation of underground utilities, the reconstruction of existing roadways including Home Avenue, Batchelder Street and Briggs Street, and portions of Flynn Avenue, Morse Place, Lyman Avenue and Ferguson Avenue, railroad crossing improvements, traffic signal installation, and the construction of portions of the Champlain Parkway.
PROJECT FORECAST: Crews continue to install the remaining underground utilities and reconstruct the remaining roadways between Home Avenue and Sears Lane. Over the next several weeks, work will focus on reopening Home Avenue, reconstructing Flynn Avenue, and constructing the cul-de-sacs at Lyman and Ferguson Avenues.
At the end of June and into early July, crews will begin working on portions of Lakeside Avenue and Pine Street. Work will begin along Lakeside Avenue and at its intersection with Pine Street and include the installation of underground utilities, the reconstruction of the roadways, traffic signal installation, and the installation of shared-use paths and sidewalks. Starting in July, crews will begin rehabilitation of Pine Street between Lakeside Avenue and Kilburn Street. In addition, crews will continue constructing the section of the Parkway between Sears Lane and Lakeside Avenue.
Construction on the initial contract of the Champlain Parkway project is anticipated to be substantially complete this construction season.

LOCATION: The Shelburne Street Roundabout project is located at the intersection of U.S. 7 (Shelburne Street, South Willard Street), ALT US 7 (Shelburne Street) Locust Street and Ledge Road in the City of Burlington, VT. The US 7 project limits extend from Shelburne Street at Adams Court to South Willard Street at Chittenden Drive and on Shelburne Street along ALT U.S. 7 at Marian Street. Work will also be conducted on the following side streets: Gove Court, Locust Street and Ledge Road.
PROJECT PROGRESS: Roadway construction began in the late summer of 2022 and included the placement of curbing and concrete for the roundabout center island and tracking apron, splitter islands on the approaches, and the completion of the pedestrian connections. By the fall of 2022, crews were working to install pavement, pavement markings, roadway signage, remaining segments of sidewalk and shared-use path, flashing beacons at the designated crossing locations, and tree planting and other landscaping enhancements. While the roundabout was open and operational to traffic in November of 2022, construction activities continued through January 2023. The majority of the work associated with the Shelburne Street Roundabout project was completed by January 2023.
Crews returned in the spring to install the pavement markings, reconfigure Ledge Road connection at the roundabout, and to conduct landscaping activities and other miscellaneous punch list items. Substantial completion was issued in June 2023.
PROJECT FORECAST: The Shelburne Street Roundabout project is anticipated to be completed by mid-July 2023. Crews will continue working on project clean-up, restoration, and miscellaneous punch list items.

VTRANS BURLINGTON CLASS 1 PAVING
LOCATION: The project area during the 2023 construction season will include Shelburne Road and Shelburne Street (from the bridge at the I-189 exits) to the roundabout, Route 7/South Willard Street (to the intersection with Route 2), and Alt. 7 (North/South Winooski Ave, St. Paul St.) to the intersection with Riverside Ave.
PROJECT PROGRESS: The 2022 project area included U.S. 2 (Main Street) at its intersection with U.S. 7 (South Willard Street) extending easterly past UVM to the Burlington/South Burlington town line. Also, U.S. Rt 7/Rt 2 from Main Street (South Willard Street, North Willard Street, Hyde Street) continuing along Riverside Avenue to the Burlington/Winooski Town Line at the Winooski River Bridge. This portion of the project has been completed.
PROJECT FORECAST: Construction operations completed so far this season in the 2023 project area include milling, paving of shim course, and adjusting the heights of sewer manholes and water drainage infrastructure. Operations remaining for completion include rehabilitation/replacement of sidewalk ramps (tip-downs), paving the final roadway surface, and permanent line striping/roadway markings. Work on sidewalk ramps (tip downs) is currently underway. Re-establishment of disturbed areas of turf and other small, miscellaneous project items will be completed after final paving.
All work on this project will be completed at night. Nighttime work hours are 7:00 p.m. - 6:00 a.m., Sunday through Thursday. Work will be permitted on Friday nights if necessary.
The anticipated completion of work on this contract is Fall 2023.

VTRANS CHARLOTTE-SOUTH BURLINGTON US 7 PAVING
LOCATION: This project begins on U.S. Route 7 in Charlotte from the vicinity of Bown Lane (south of Ferry Road) and continues northerly for 10.2 miles to the intersection with Swift Street in South Burlington.
The project area during the 2023 construction season includes U.S. Route 7 from the Bostwick Road/Marsett Road intersection in Shelburne to Swift Street in South Burlington.
PROJECT PROGRESS: The 2022 project area included U.S. Route 7 from Bown Lane in Charlotte to Bostwick Road/Marsett Road intersection in Shelburne. The roadway portion of this section of the project has been completed. Signal work at the Bostwick/Marsett intersection has been part of the 2023 project work. The new signals at this intersection have been installed and are currently in the test phase.
PROJECT FORECAST: Construction this season has included milling, paving of shim course, signal work, and adjusting the heights of sewer manholes and water drainage infrastructure in Shelburne. Paving of the final layer, or wearing course of asphalt has been completed from the Marsett Road/Bostwick Road intersection to Webster Road.
Remaining work includes adjusting the heights of sewer manholes and water drainage infrastructure, driveway and side road paving, paving of the wearing course of asphalt, and painting of permanent lines and roadway markings in South Burlington to Swift Street.
All work on this project will be completed at night. Nighttime work hours are 7:00 p.m. - 6:00 a.m., Sunday through Thursday. Work will be permitted on Friday nights if necessary.
The anticipated completion of work on this contract is Fall 2023.

ADDITIONAL BURLINGTON DPW
SOUTH END IMPROVEMENT PROJECTS
Birchcliff Parkway Paving – located between Shelburne Street and Pine Street, is underway and anticipated to be completed mid-July.
Flynn Avenue Paving – section of Flynn Ave west of the railroad tracks extending west of Oak Beach Drive, is anticipated to begin milling June 29 and be paved in early July.
St. Paul Street Paving – located between Howard Street and Adams Street, is anticipated to begin in early July after the Fourth of July holiday. This work will be performed during the daytime hours.
Great Streets: Main Street – located between Battery Street and South Union Street, is slated to start construction in late fall 2023. Work includes water, sewer, and roadway enhancements.

DEPARTMENT OF PUBLIC WORKS
WATER RESOURCES DIVISION
Overlake Park Water Main Relining – located along Overlake Park starting just south of Cliff Street and extending just north of the cul-de-sac, construction is anticipated to continue into mid to late July.
Deforest Road Water Main Relining – located along the entire length of Deforest Road between US 7 and Overlake Park, construction is anticipated to continue into mid to late July.
Ledge Road Water Main Relining – located along Ledge Road beginning just east of the Shelburne Street Roundabout and continuing just east of Hillcrest Road, is anticipated to begin after the work on Overlake Park and Defrost Road is completed in mid to late July.
Deforest Road Sewer Rehabilitation – located along Deforest Road beginning just east of US 2 and extending approximately halfway to Deforest Heights and extending to the east outside of the roadway and terminating at Deforest Road between 108 and 116 Deforest Road, construction is anticipated to continue into mid to late July.
Additional Sewer and Stormwater Collection Work – located along Pine Street, Shelburne Street, Spruce Street, Flynn Avenue, and St. Paul Street is anticipated this construction season.
Pine Street and Lakeside Avenue Water Valve Work – located at the intersection of Pine Street and Lakeside Avenue, is slated to begin mid-July.

CITY OF BURLINGTON PARKS,
RECREATION, AND WATERFRONT
Oakledge Universal Playground – located at Oakledge Park (accessible from the north via the western terminus of Flynn Avenue and from the south via Island Line Trail off Austin Drive), is currently in construction.
