Message from the City Manager

Greetings South Fulton, 

September was a busy time for the City of South Fulton! We passed our Fiscal Year 2020 Budget, with engagement from you, the citizens of the City of South Fulton! The $105,912,402 budget is the perfect example of citizens and leadership working together to ensure that key investments identified by residents were included. Some of these priority projects include improvements to the city parks and recreation facilities, further investments in economic development and, public safety and transportation enhancements worth more than $28 million.
 
With the passing of the FY2020 Budget, the city continues its efforts in the month of October to not only provide quality services but to invest in our neighborhoods. Our city has been selected to join the National League of Cities’ Cities of Opportunity: Healthy People, Thriving Communities Cohort, as a result of leadership from District 4 Councilwoman Naeema Gilyard and city staff. Our public safety efforts continue to grow as we will soon open our third police precinct in District 2 and will have our first K9 swearing-in ceremony. Our Fire Department's new Fire Chief has been named Fire Chief of the Year by the Georgia Association of Fire Chiefs, all while implementing a new cancer prevention program to protect our firefighters.

Additionally, during the month of October, the City of South Fulton joins in the campaign to increase awareness about breast cancer and the importance of early detection. Throughout the month our Communications Department will be sharing information about Breast Cancer, ways to detect it as well as providing information about upcoming events.
 
I am excited to continue the work of moving our City toward becoming a progressive, Smart and welcoming place for people to live, work and play! This installment of our newsletter highlights the continued efforts that we have made and will continue to make for the City of South Fulton -Where You Want To Be! #OnwardSouthFulton

CITY OF SOUTH FULTON APPROVES FY2020 BUDGET
The City of South Fulton City Council passed its FY2020 Budget in its Special Called meeting. The $105,912,402 budget was driven by input from City of South Fulton residents, in conjunction with city officials working together. 

The budget includes key investments residents identified as important to them such as: city infrastructure, economic development, public safety, and transportation enhancements worth more than $28 million.

Transportation enhancements include improvements to the city’s roads, bridges, and sidewalks. The FY2020 Budget also features more than $1 million dollars in capital improvements and funds allocated to expanding and improving the city’s 17 Parks and nearly 800 acres of park space.

The city has also invested in the development of a Parks and Recreation Master Plan designed to create a collaborative road map for parks and recreational program development for the next 10 years. Working with our residents, elected officials, and key stakeholders, we will build our vision for Parks & Cultural Affairs.

“I am thankful to the South Fulton City Council for another unprecedented investment in service improvements on behalf of our 100,000 residents. Collectively, elected officials and administrative leaders listened to residents and incorporated key initiatives, service improvements, and capital investments aimed at delivering an unrivaled quality of life to our residents. With more than $25 million in road paving, sidewalk improvements, increased lighting infrastructure, long-delayed facility maintenance, and enhancements balanced with prudent investments focused on redeveloping once ignored corridors within the city, South Fulton is well equipped to deliver on the promises that fueled the desire for incorporation,” said City Manager Odie Donald II.

Additionally, the city is also seeking to utilize Urban Redevelopment Authority (URA) funding to finance capital projects that include improvements to the City’s fire stations, parks and recreation facilities, as well as the build-out of the city’s new public safety facility.

CITY OF SOUTH FULTON SELECTED TO JOIN NATIONAL LEAGUE OF CITIES
The City of South Fulton has been
selected to join the National League of Cities - Cities of Opportunity: Healthy People, Thriving Communities Cohort.

Thanks to the leadership of District 4 Councilwoman Naeema Gilyard and members of City staff the City of South Fulton will participate in an initiative designed to address disparities in cities and develop approaches and solutions to three critical challenges: economic opportunity, healthy and affordable housing as well as city planning and design.

"I am excited about the City of South Fulton being accepted in the second cohort of the National League of Cities, Cities of Opportunities focused on equity and race, strategic use of data and access to research and innovation," said Councilwoman Gilyard.

"The city’s plan focused on using city planning and design to create the policies, strategies and plans to support implementing urban agriculture, environmental health and community engagement projects. We also partnered with other entities to achieve the goals of the National League of Cities award," Gilyard said. 

Those participating in responding to the award were: District 4 Council Member Naeema Gilyard, Community Development and Regulatory Affairs Director, Shayla Reed and Richard Hathcock, a member of the City of South Fulton's Planning Staff and Shadeed Abdul-Salaam, Director of Core2Globe.

Members of this team are expected to travel to Washington , DC in November for the in-person convening to comprise the strongest team possible to assist with moving the work of the city forward. #OnwardSouthFulton
FULCO WANTS CITIZEN INPUT ON COMMUNITY DEVELOPMENT PLAN AND FAIR HOUSING STUDY
Fulton County is beginning development of a five-year plan that identifies community development, affordable housing, homeless needs, and sets priorities for investment of federal grant funds to address them.

A second study – a fair housing analysis – will identify barriers to equal access to housing and will propose fair and affordable housing strategies to overcome those obstacles. These plans are required by the U.S. Department of Housing and Urban Development (HUD) for the County to receive federal money through the Community Development Block Grant (CDBG), HOME Investment Partnership, and Emergency Solutions Grant (ESG) programs.

OCTOBER 15TH RUNOFF ELECTION
On Tuesday, October 15, a runoff election will determine who will serve on the Fulton County Commission and The Atlanta Board of Education. No candidate emerged with more than 50% of the vote in the September 17 Special Election.

The candidates who received the most votes in the District 6 Fulton County commission race were Joe Carn and Gordon Joyner. Voters will also decide if Aretta Baldon or Davida Huntley should fill the open the District 2 seat in the
Atlanta school board race. 


All voters who want to cast a ballot for the Special Election Runoff races for Fulton County Commission District 6 and Atlanta Public Schools District 2 must vote at their assigned polling place.

Early voting started Monday and will take place through Friday, October 11, from 8:30 a.m. to 6 p.m. each day at five locations:

GEORGIA GETS NEW VOTING MACHINES
The 2020 Election is right around the corner and all of Georgia's electronic voting machines are being replaced with a new voting system.

March 24 presidential primary is 5 months away and City of South Fulton residents should be aware of the changes.

The new voting equipment now prints out paper ballots, providing a way to check electronic results. This comes after years of complains of alleged security issues and voting irregularities.

The new systems utilize a 21.5-inch touchscreen that displays candidates and referendums.


Here's how the machines work:

  • Voters check in at their precincts using an iPad.

  • The iPad scans the voter's driver's license (or a secondary from of ID).

  • Voters than use their fingertips to sign in on the screen.

  • Voters make their choices on the touchscreen, (Ballot Making Device) which includes accessibility options such as enlarged text and headphones.

  • Voters can choose to review the candidates they selected on the screen or print out their ballot. They system as a printers next to the iPad.

  • Voters can then check their printed ballot

  • The ballot includes a text listing of voters' choices along with a bar code that can be read by an optical scanning machine.

  • Voters can review their choices and request a new ballot if needed.

  • Scanning is next. The ballot is inserted into the scanner for vote tabulation. The scanner is positioned on top of a black ballot box that can be unlocked for recounts or audits.

CITY OF SOUTH FULTON SEE CLICK FIX MAINTENANCE SCHEDULED
SeeClickFix will be performing routine server maintenance at 11:00 p.m. on:

  • Friday October 11, 2019
  • Friday, October 25, 2019

The City estimates each maintenance window to take about two hours. During this window of time, there will be brief outages of the platform. Clients who have third party integrations, the system will automatically resume and resend all service requests upon completion of the scheduled upgrade.

GEORGIA DEPARTMENT OF TRANSPORTATION INTERCHANGE MOBILITY PROJECT

WELCOME ALL ROAD PUBLIC INFORMATION OPEN HOUSE
Aerotropolis Atlanta invites you to attend the "Welcome All Road" Public Information Open House. The event gives attendees the opportunity to learn all about the proposed Welcome All Road Connector Intersection Project. The goal is two-fold 1) to provide residents with information on the proposed project and 2) to provide an opportunity for attendees to share their comments on the proposed project.
MAYOR EDWARDS NAMED ONE OF GEORGIA'S MOST POWERFUL AND INFLUENTIAL MAYORS
Edwards will be presented with the award at the Ritz Carlton on Friday, October 18, 2019 at 6:00 p.m. Congratulations, Mayor Edwards!
The Women Works Media Group has named Mayor William "Bill" Edwards one of Georgia's Most Powerful and Influential Mayors.

Edwards is being recognized for his leadership and outstanding accomplishments as the first Mayor of the City of South Fulton.

Under his leadership the City has implemented several community strengthening initiatives to include the Mayor's Walk and Mayor for a Day to name a few.

The Mayor's Community Walk is a city event that focused on increasing access to city services, improved community relations, and proactively addressing community issues.

City leaders walk key corridors throughout the city to address problems in real time.
The purpose of the walk is to introduce the community to administrative leaders and identify key issues and concerns of the community .

"I am truly honored to be selected from such an outstanding body. We have worked hard in the City of South Fulton and I share this award with many citizens, employees and my colleagues on the city council," said Mayor Edwards.

Edwards was nominated for the award by Fulton County District Attorney Paul Howard.
DISTRICT 2 COUNCILWOMAN GUMBS HOSTS NATIONAL COFFEE WITH A COP EVENT
District 2 Councilwoman Carmalitha Gumbs hosted National Coffee with a Cop on Wednesday, October 2, 2019.

The event at Fresh From Earth Herb & Tea Bar in South Fulton gave residents the opportunity to meet officers and other law enforcement personnel from the Atlanta, East Point, and South Fulton Police Departments.  East Point Councilwoman Stephanie Gordon and City of Atlanta Councilwoman Marci Collier Overstreet were also in attendance.

COUNCILWOMAN ROSIE JACKSON HOSTS DINNER, JAZZ, AND CONVERSATION
District 5 Councilwoman Rosie Jackson hosted Dinner, Jazz, and Conversation at the Diamond Hall and Conference Center at 5495 Old National Highway on Sunday, September 29, 2019. Ojeda Penn, one of the metro Atlanta area’s most popular jazz pianists performed. Councilwoman Jackson held an open discussion with her constituents to get their feedback on changes they would like to see made in the future.

"No questions were off the table, said Councilwoman Jackson. " I enjoyed hearing comments and concerns of everyone who attended. It is my goal to have more open conversations with the community. "
YEEK FESTIVAL PARTNERS WITH COUNCILWOMAN WILLIS FOR A DAY OF CELEBRATION
More than 300 festival goers attended the 2019 Yeek Dance Festival at Welcome All Park on Saturday, September 28 to celebrate dance and specifically the Yeek! This dance form was created in the 80's in the City of Atlanta and it continues to be performed in routines and choreography across the County.

District 3 Councilwoman Helen Willis said the festival not only celebrates the Yeek dance but the entire culture of dance. She said the Yeek dance has become of a culture of its own.

The family event featured dance competitions from dance troops across the metropolitan Atlanta as well as exhibition performances from former dance groups who performed with local artists in the music industry. Guests enjoyed free food and kids enjoyed games and jumping on inflatables and of course lots of dancing.

The event was hosted by nationally recognized host MC Lightfoot and music was provided by Atlanta's own DJ Swift of OUTKAST the Grammy Award winning Rap/Hip-Hop Group.
COUNCILWOMAN JACKSON CONTINUES TAKING IT TO THE STREETS INITIATIVE
On Saturday, September 28th, Councilwoman Rosie Jackson continued her Taking It To The Streets Initiative, where she engages with residents in her district to educate them about the services and resources the City of South Fulton offers. Representatives from Code Enforcement and The South Fulton Police Department and the South Fulton Fire Department were also on hand to answer questions from residents.
COUNCILWOMAN GUMBS NAMED ONE OF ATLANTA BUSINESS LEAGUE'S
100 WOMEN OF INFLUENCE
The Atlanta Business League named District 2 Councilwoman Carmalitha Gumbs as an inductee into Atlanta’s 100 Women of Influence at the ABL’s 35 th Annual Super Tuesday Conference in downtown Atlanta on Tuesday.

ABL recognizes women in the metro Atlanta community who have reached senior-level positions within their profession, are leading entrepreneurs in their industry, or who have attained influence in the public or private sectors. Each honoree received a pin commemorating her selection.

Councilwoman Gumbs received the honor along with other honorees for their outstanding contributions to their communities. "This long-standing organization recognizes women business leaders, professionals and entrepreneurs. I am honored to stand with other leaders to represent my organization and the City of South Fulton," said Councilwoman Gumbs.
DISTRICT 4 COUNCILWOMAN GILYARD PRESENTS EVERYTHING HOUSING FORUM
On September 30, 2019 Councilwoman Naeema Gilyard sponsored the Everything Housing Forum at Arlington Christian School.

The purpose of the forum was to share information about housing with area residents.
Some of the information and resources shared specifically focused on ways residents could prepare for recessions and how they impact housing and employment.

During the event Pedro Martinez with Catholic Charities discussed Foreclosures & Down Payment Assistance, Gloria Williams with Berkshire/Hathaway discussed sales and purchases, Genie McGhee discussed senior programs and reverse mortgages and Kendra Seck, shared information about mortgages.
MAYOR PRO TEM BAKER TO RECEIVE THE OUTSTANDING ENTERTAINMENT AWARD
Mayor Pro Tem Mark Baker will receive the Black I Am Power of Leadership Award for his progressive leadership and legislation passed in the City of South Fulton.

The Black I Am Power Entertainment Awards honors exemplary African-Americans in the music industry, community and those who unselfishly give of themselves through volunteering and mentoring.

SOUTH FULTON FIRE DEPARTMENT HONORED DURING FIRE PREVENTION WEEK

City of South Fulton Fire and Rescue Department was presented a proclamation from Mayor Edwards and the City Council during its regularly scheduled meeting on Tuesday, October 8th in recognition of National Fire Prevention Week.

This year's theme is "Not Every Hero Wears a Cape" and the department is encouraging residents to share fire safety information with their families, friends and neighbors. Fire Chief Freddie Broome and Fire Marshall Donna Dingler said during the meeting that all households should have a fire escape plan and should close doors in their rooms before going to bed.

"Our goal is to save lives through educating our community on the importance of developing and practicing a fire escape plan. The time of the emergency is not the time to learn how to use your plan," said Fire Chief Broome.

Home fire escape planning should include the following:

  • Drawing a map of each level of the home, showing all doors and windows
  • Going to each room and pointing to the two ways out
  • Making sure someone will help children, older adults, and people with disabilities wake up and get out
  • Teaching children how to escape on their own in case you cannot help them
  • Establishing a meeting place outside and away from the home where everyone can meet after exiting
  • Having properly installed and maintained smoke alarms

Home fire escape practice should include the following:

  • Pushing the smoke alarm button to start the drill
  • Practicing what to do in case there is smoke: Get low and go. Get out fast
  • Practicing using different ways out and closing doors behind you as you leave
  • Never going back for people, pets, or things
  • Going to your outdoor meeting place
  • Calling 9-1-1 or the local emergency number from a cell phone or a neighbor’s phone

Fire Prevention Week kicked off Sunday, October 6 and ends Saturday, October 12, 2019.
SOUTH FULTON FIRE DEPARTMENT COLLECTS THOUSANDS FOR MUSCULAR DYSTROHPY
City of South Fulton firefighters took to the streets as part of their the annual Muscular Dystrophy Association’s Fill the Boot fundraising campaign and raised a total of $8,000.

Funds raised from the drive help to transform the lives of kids and adults with muscular dystrophy, Amyotrophic lateral sclerosis (ALS) and other related muscle-debilitating diseases.
 
Firefighters collected their donations on September 14th through September 21st at multiple locations across the City.
 
Battalion 1 consists of fire stations 1, 5,7,15, and 17 this battalion collected: $3,452.08
Battalion 3 consists of fire stations 2,3,11,13, and 19 they collected: $4,893.33
The total collected among both battalions is $8,345.41
 
Fire Station 11-A shift collected the most funds totaling $612.77 and are the winners of a free meal catered by the Muscular Dystrophy Association.
OCTOBER IS BREAST CANCER AWARENESS MONTH
October is Breast Cancer Awareness Month. This month is dedicated to honor women and men who are facing breast cancer, as well as the individuals who have faced incredible odds on the journey to survival. One in eight women in the U.S. will develop breast cancer in their lifetime.

What is Breast Cancer?
Breast cancer is a disease in which malignant (cancer) cells form in the tissues of the breast.

  • In 2019, an estimated 268,600 new cases of invasive breast cancer will be diagnosed in women in the U.S. as well as 62,930 new cases of non-invasive (in situ) breast cancer.

  • 62% of breast cancer cases are diagnosed at a localized stage, for which the 5-year survival rate is 99%.

  • This year, an estimated 41,760 women will die from breast cancer in the U.S.


  • An estimated 2,670 men will be diagnosed with breast cancer this year in the United States and approximately 500 will die.

District 2 Councilwoman Carmalitha Gumbs and COSF Police
Hosted Annual Gun Buyback
City of South Fulton District 2 Councilwoman Carmalitha Gumbs,in partnership with the South Fulton Police Department, hosted the annual Anonymous Gun Buyback event on Saturday, October 5, 2019 from 10:00 a.m. until 1:00 p.m. at City of South Fulton City Hall located at 5440 Fulton Industrial Boulevard South Fulton, GA 30336. 
 
Gun buyback participants received $25 for non-working guns, $50 for handguns, and $75 for long guns or rifles. More than 30 guns were collected on Saturday.
 
“The safety of our community depends not only on how we respond to crime, but also our methods of prevention,” said District 2 Councilwoman Carmalitha Gumbs. “We are committed to proactive and creative measures that reduce the number of weapons on our streets. Events like this also help to forge strong partnerships with members of our community and law enforcement personnel.”    
City of South Fulton Partnered with Local Organizations to Host
2019 You Count ! Block Party
On Saturday, October 5, 2019 from 11:00 a.m. to 2:30 p.m. the ladies of Delta Sigma Theta Sorority, Incorporated Atlanta Suburban and East Point College Park Alumni Chapters, along with the Atlanta Chapter of the NAACP, Omega Psi Phi Fraternity, Incorporated Tau Chapter partnered with the City of South Fulton to host the 2019 YOU COUNT BLOCK PARTY!

Attendees received a variety of resources at the party to include:

  • How to take the 2020 Census
  • Voter Registration Information
  • Voter Education Information

Guests who attended the block party enjoyed a day of family fun with good music, good food and fun and games for the kids.
City of South Fulton Recognizes Indigenous People's Day 2019
On Monday, October 14, 2019 , The City of South Fulton will recognize Indigenous Peoples Day.

In keeping with its mission of being a progressive City the City of South Fulton recognizes the day to celebrate and honor Native Americans who were the first inhabitants of the land known today as the United States of America.

The City of South Fulton passed a resolution July 24, 2018 to celebrate Indigenous People's Day as an alternative to Columbus on the second Monday in October. The Indigenous Peoples’ Day resolution, was drafted by Mayor Pro-Tem Mark Baker.

The City encourages all community members to celebrate the thriving cultures and values of the Indigenous Peoples of our region and to continue efforts to promote the well-being and growth of the City of South Fulton’s Indigenous community. 

The City of South Fulton joins the list of 57 cities in the United States that has opted to celebrate Indigenous Peoples' Day.
District 6 Councilman khalid to Host 3rd Annual Electoral College
District 6 Councilman khalid is hosting his 3rd Annual 2019 City of South Fulton Electoral College. The day of learning and empowerment kicks of Saturday, October 19, 2019 at 9:00 a.m.

The Electoral College is an annual day of Political Education held on the first Saturday of Early Voting. According to khalid the day creates an opportunity for citizens to take classes and to learn how city, county and state government works.

The event will be held at the Kingdom of God Church located at 4590 Welcome All Road, College Park, GA 30349.

"People get more engaged in government when they understand how it works; when they can apply real-world situations to the referendums and questions on the ballot. The Electoral College does just that," khalid said.

The COSF Parks and Recreation Department in partnership with District 3 Councilwoman Helen Z. Willis will hosts its annual Family Fun Fall Festival at Welcome All Park.

Each year guests attend the festival for a safe option for kids to enjoy Halloween. The festival offers good food, fun, and entertainment for not only the kids but the entire family.

There will be several food trucks on hand, candy and even a costume contest for the best and most creative look in the park!

The event will also include a movie viewing of the live action film, Lion King, which starts at 6:00 p.m.

South Fulton residents and small business owners are invited to attend the Small Business Roundtable discussion presented by District 4 Councilwoman Naeema Gilyard.

City Employees Wear Pink In Honor of Breast Cancer
Awareness Month
City employees celebrated Breast Cancer Awareness Month on October 1 wearing pink to honor breast cancer survivors and to recognize the women and men who are currently on their journey to healing.

Breast Cancer Survivor and COSF Parks and Recreation employee Stevie Flowers shared an excerpt from her book entitled , "Bee Stings..Bumble Bees & Butterflies. Flowers also educated all attendees on the importance of healthy eating, wellness, and early detection through a self breast-exam or a mammogram.

City of South Fulton Fire Rescue Training Division Educates Firefighters on Department's New Cancer Reduction Initiative
Firefighting is a dangerous profession, and a growing body of research and data illustrates the contributions that job-related exposures have in chronic illnesses, such as cancer and heart disease , a ccording to recent NFPA (National Fire Protection Association) findings

The National Institute for Occupational Safety and Health (NIOSH) recently sponsored two studies focused on firefighter cancer. Research concluded that firefighters face a 9 percent increase in cancer diagnosis and a 14 percent increase in cancer-related deaths, compared to the general U.S. population.

The COSF Fire-Rescue Department is taking proactive cancer reducing measures. The d epartment is implementing both a firefighter protective hood exchange program and a firefighter body and PPE (Personal Protective Equipment) decon tamination program. 

  • The protective hoods are an essential piece of Firefighter's Personal Protective Equipment (PPE) and protect the face and neck areas. Due to the level of carcinogens Firefighters are exposed to, the protective hoods are inevitably carriers of harmful products. The protective hood exchange program will consist of firefighters exchanging their contaminated hoods for a clean hood after every fire. 

  • The firefighter body decontamination program will consist of using wipes to clean the Firefighter's neck, face, and hands which have the highest exposure potential to carcinogens. The PPE decon program will allow firefighters to clean their firefighting gear on-scene, ensuring that minimum harmful products are on the fire trucks and at the Fire Stations. 

"It's our responsibility to take proactive actions to keep our Firefighter s safe. We are excited to implement the first phase of our cancer reduction initiate," said Fire Chief Freddie Broome. The goal of the department is to eventually purchase additional turn-out gear for our firefighters, adding turn-out gear extractor s/dryers and adding diesel exhaust system s to all fire apparatus. 
COSF Office of Chaplain Citywide Blood Drive
The American Red Cross partnered with The City of South Fulton's Office of the Chaplain to hold a citywide blood drive aimed at raising awareness for the urgent need for blood.

City employees and residents were encouraged to participate in the blood drive that was held on Friday, September 27, 2019 at Welcome All Park.

The goal of the blood drive was to encourage minority and faith-based communities to give blood in honor of Sickle Cell Awareness Month in September. Chaplain Pastor Warren Henry emphasized the need for donors to come forward to help save lives.

“It is vital that the blood supply for the Red Cross reflect the diversity of our population to best meet the needs of all,” said City Chaplain Warren Henry. “Whether African-American, Asian-American, Native-American, Latino or one of the many ethnic populations that make up the rich mosaic of not only the City of South Fulton but also our country.

Chaplain Henry would like to thank everyone who participated in making the City of South Fulton's Office of the Chaplain Citywide Blood Drive a success! 30 units of blood were collected. This number will help the Red Cross to help 90 people in need of a life-saving donation.
Fitness Friday: Employees Get Ready for Kaiser Run, Walk, and Roll 5K
The City Manager's Office sponsored Fitness Friday in September at Sandtown Park for all city employees in preparation for The Kaiser Permanente Corporate Run, Walk, and Roll event on Wednesday, September 11, 2019 at the Georgia World Congress Center. Employees completed various exercises from field aerobics to run/walk challenges.

The Human Resources team provided a buffet of fruit, snow cones, and healthy snacks to cool off and keep their energy up! Take a look at photos below of all the city employees who participated in the Kaiser 5K!
