Message from the City Manager

Greetings South Fulton, 

August is an exciting time for the City of South Fulton. The FY2020 Budget has been transmitted to the Council and is under review, our Police Department has continued to add new sworn officers increasing our police force to 139 officers and the City Council has approved the City's first ever Pay and Compensation Plan. This action doubles down on our elected body’s commitment to public safety employees who put their lives on the line on a daily basis to ensure our communities are safe and receive best in class emergency medical services.
 
City leaders are being recognized regionally for their commitment and willingness to serve as two Council Members have been accepted into the Georgia Economic Development Academy, while we further invest in staff highlighted by two selections for the South Fulton Chamber of Commerce’s Leadership South Fulton 2019—2020 class. Additionally, members of our Communications team have successfully completed the Public Relations Society Association Digital Media Course and awarded the PRSA certificate of completion and badge.
 
These investments will prepare City leaders to serve better and more effectively. As we enter into the month of August, we invite you to stay engaged with us by attending our council meetings, and by participating in our upcoming 2019 Mayor’s Walk where we will be addressing the concerns of both residents and business owners in real time. One of the most important happenings related to our collective future is the 2020 Census. We are only a few weeks away from the City of South Fulton Counts Block Party, our kick-off event to a series of activities planned to increase awareness about the 2020 Census. We encourage residents to join the City and learn more about the census, the City, and the services available across all seven districts!

CITY NEWS
CITY COUNCIL APPROVES PAY AND COMPENSATION PLAN
The City of South Fulton City Council adopted a resolution to implement recommendations to the city’s compensation plan for nearly 500 city positions. The City partnered with Management Advisory Group International, Inc. (MAG) to conduct a comprehensive Compensation and Classification Study in January 2019.  

MAG reviewed job questionnaire data from employees, updated job titles and descriptions, and gathered comparative salary compensation data from other city government organizations. The City of South Fulton’s objective with the classification and compensation plan concerned increasing the minimum wage to $15 an hour and ensuring the City’s market competitiveness to hire and retain qualified employees. 

Based on study recommendations, the salary for a City of South Fulton Certified Police Officer will increase from $43,589 to $52,007. Certified Firefighters entry salary will increase from $39,536 to $44,926.  

“Employees are the fuel to the City’s overall service delivery engine. We are excited to set the market for the region and embrace a competitive living wage for our city’s dedicated first responders and to continue attracting and retaining metropolitan Atlanta’s most skilled public servants,” said City Manager Odie Donald II.

Recommended pay increases for city personnel and its first responders are scheduled to take effect on Tuesday, October 1, 2019. The City of South Fulton offers pay for 14 holidays per year; which is higher than market average.
CITY OF SOUTH FULTON CITY COUNCIL TO REVIEW FY2020 BUDGET
The Office of the City Manager transmitted the FY 2020 Budget to City Council for review and consideration on Friday, August 2, 2019.

The proposed $105,912,402 budget driven by input from City of South Fulton residents, includes key investments in the City’s infrastructure, economic development, and public safety highlighted by a $15 million allocation to transportation enhancements focused on improvements to the City’s roads, bridges and sidewalks. The budget also features more than three million dollars in capital improvements and funds allocated to expanding the City’s 17 Parks and nearly 800 acres of park space.

The City is making significant investments to our forty athletic fields and forty-four tennis courts, including the South Fulton Tennis Center, one of the largest municipal tennis facilities in the State. 

The Council must adopt the FY2020 budget before October 1, 2019, and is scheduled to adopt the budget Tuesday, September 10, 2019. To view a detailed listing of the City of South Fulton Proposed FY2020 Budget visit our website at www.cityofsouthfultonga.gov
CITY OF SOUTH FULTON FOCUSES ON A CLEAN COMMUNITY ONE ROAD AT A TIME
The City of South Fulton approved a resolution to create an Adopt-A-Road Program, a litter prevention and beautification effort sponsored by the City’s Public Works Department.
 
The new initiative allows any civic-focused organization, such as Garden Clubs, Boy Scouts, Girl Scouts, church groups, high school student councils, business associations, and corporations to adopt a stretch of roadway in the City of South Fulton.
 
 An organization or community group interested in adopting a roadway must:


  • Designate a Leader and Co-leader
  • Must be at least eighteen years old and provide all required contact information
  • Complete a mandatory Safety Training Session provided by the COSF Public Works Department
  • Sign a Release of Liability and when necessary sign a Parental Consent form
  • Submit a detailed report about the clean-up effort to the COSF Public Works Department
   
District 2 Councilwoman Carmalitha Gumbs Co-sponsored the Adopt-A-Road legislation along with District 3 Councilwoman Helen Willis.

"The safest, cleanest and most economically viable cities across the country all have one thing in common, a high level of community engagement. The adopt-a-road program gives residents, organizations, and companies who are invested in the success of our city a way to get involved and play a key role in making our city a great place to live, work and play," said Gumbs. 

  • The public works department would be responsible for the following:
  • Furnish and erect two road signs indicating the section of roadway under adoption and the responsible organization 
  • Furnish some supplies and equipment to aid with general cleanup
  • Provide staff assistance in carrying out the program

“I am excited to co-sponsor the Adopt-a-road legislation which will help us take a comprehensive approach to keeping our community clean with resident engagement,” Councilwoman Willis.

SOUTH FULTON RESIDENTS STRONGLY SUPPORT NATIONAL NIGHT OUT 2019
The 2019 National Night Out was a major success! City of South Fulton residents joined members of the South Fulton Police and Fire Departments on Tuesday, August 6, 2019 to celebrate community and increase awareness about fighting crime.

National Night Out is an annual community-building campaign that enhances the relationship between community members and the City of South Fulton’s Public Safety Services. The event also provides a great opportunity for the community to come together to enhance public safety in the City of South Fulton.

Attendees of our National Night Out event received valuable public safety resources, important crime fighting information, as well as good food, fun, and entertainment. Thank you to our National Night Out Sponsors and Talent for their support of this amazing event!
POLICE CHIEF KEITH MEADOWS & COSF PARK RANGERS FEATURED ON KISS 104.1 WITH MONICA PEARSON
City of South Fulton Police Chief Keith Meadows and Park Ranger Sgt. Nick Williams appeared on KISS 104.1's Monica Pearson Show on Sunday, August 4, 2019. Meadows and Williams discussed the city's efforts to combat crime, improve response times and connect with the community.

Host Monica Pearson asked Chief Meadows and Sgt. Williams about The City's National Night Out celebration and the creation of its new Park Ranger Division Unit, which is supported by The City of South Fulton Police Department and The City of South Fulton's Park and Recreation Department.

Chief Keith Meadows also discussed his plans for police and community to partner to reduce crime and provide resources to the homeless.
ATLANTA HAWKS HOSTS BACK TO SCHOOL CELEBRATION AT WELCOME ALL PARK
The Atlanta Hawks hosted their annual Back 2 School Back Pack Giveaway in partnership with the City's Parks and Recreation Department and District 3 Councilwoman Helen Willis. Together the Hawks and Willis gave away more than 500 backpacks filled with school supplies.

The Atlanta Hawks Foundation provided activities for area kids and gave away basketball jerseys, basketballs, and other giveaways. Kids were also given Free vision screenings and more than 25 youth will receive glasses to help them see better as they get ready for the upcoming school year.

The kids also enjoyed playing basketball, face painting, seeing the Atlanta Hawks Cheerleaders and meeting the Atlanta Hawks mascot Harry the Hawk.

COSF POLICE RECRUITS SWORN
INTO OFFICE
Mayor William “Bill” Edwards swore in three new police officers to the City of South Fulton’s Police Department on July 18, 2019. With family, friends and members of the department standing by, the officers proudly took the Police oath to uphold the law and protect the citizens of South Fulton. Albert Carlise, Timothy Reynolds, and Quantez Williams graduated together on July 12, 2019 following 11 weeks of training at the Fulton County Public Safety Training Center. Police Chief Keith Meadows says adding qualified, well-trained officers helps to better protect the community and to improve response times when emergencies arise.
COSF COUNTS BLOCK PARTY
CENSUS 2020
The City of South Fulton’s Complete Count Committee for Census 2020 invites you to the COSF Counts Block Party on Saturday, August 24, 2019 from 11:00 A.M. - 5:00 P.M. at the Wolfcreek Amphitheatre (3025 Merk Rd SW, South Fulton, GA 30349).

The Census has been conducted every 10 years since 1790, as required by the U.S. Constitution. The goal of the 2020 Census is to count everyone once, only once, and in the right place. Over $675 billion per year is distributed to state and local governments using Census numbers. These dollars are vital to communities as they: 

  • Forecast future transportation needs
  • Determine areas eligible for housing assistance and rehabilitation loans
  • Assist in planning and implementing programs and services in education, healthcare, transportation, and emergency response

The success of the 2020 Census depends on everyone’s participation. One way to ensure our efforts are successful is by forming a Complete Count Committee (CCC). The City of South Fulton’s CCC is comprised of community influencers that create messaging that resonate with the population in our City. The COSF Counts Block Party serves as a kick-off event for the committee’s 2020 Census awareness campaign. Our goal is to educate and motivate residents to participate in the 2020 Census.

SEECLICKFIX NAMES CITY OF SOUTH FULTON ONE OF THE MOST ENGAGED AND MOST RESPONSIVE GOVERNMENTS OF Q2 2019
The City of South Fulton is at the top of SeeClickFix’s leaderboard for Most Engaged and Most Responsive Local Governments of Q2 2019 .

The SeeClickFix platform or what we call COSF 311 allows citizens to report quality-of-life issues and request City services. The 311 platform also provides City officials with a centralized issue management system to manage issues from creation to resolution — engaging City of South Fulton residents throughout the process.

The City of South Fulton ranks #1 in number of requests created (4,923) and #2 in number of requests closed (4,206) in its population bracket. See Click Fix has four population brackets. CoSF falls into the third bracket which is the Large Communities and includes municipalities with 50,000 – 150,000 residents.

This data shows that our Civic Superheroes, also known as residents and local government officials, are working together to resolve issues that will improve the quality of life in our City. The numbers also communicate that residents like the platform and are seeing results. 

As of July 16, 2019, the City of South Fulton has 1,126 registered users actively engaging and reporting issues to the City via the SeeClickFix app, over 8,000 requests created, almost 7,000 requests closed, an average acknowledgement time of 1 day and average close time of 5 days citywide.

This is a great accomplishment for the City since the full implementation of the SeeClickFix application on January 26, 2019.
SPARKY THE FIRE DOG JOINS SOUTH FULTON FIRE DEPARTMENT
The South Fulton Fire and Rescue Department is excited to introduce Sparky the Fire Dog to the community! Sparky will help the department’s fire education division spread the word and increase awareness about fire safety in the City of South Fulton (COSF).

Sparky joined the COSF Fire and Rescue Department thanks to a grant from The Georgia
Firefighters Burn Foundation. The Chesney Fallen Firefighters Memorial Grant in the amount of $2700 was presented to the department in May of this year.

“We are very excited to be able to add Sparky to our programs on behalf of the Georgia
Firefighters Burn Foundation and the Chesney Fallen Firefighters Memorial Grant, said City of South Fulton Deputy Chief Jack Butler. “The funding will allow us to bring Sparky to community events and schools to teach youth about the importance of fire safety.”

The Chesney Fallen Firefighters Memorial Grant is awarded annually to fire departments in the State of Georgia in honor of Gwinnett County firefighter Brant Chesney.

The grant is used to enhance fire safety and burn prevention education programs. Chesney lost his life battling a house fire while working as a volunteer firefighter in Forsyth County on December 27, 1996.
VENUS WILLIAMS VISITS SOUTH FULTON TENNIS CENTER
Kids at the South Fulton Tennis Center were beaming with excitement after meeting tennis phenom Venus Williams in July. Williams surprised nearly 100 young tennis players following her visit to Atlanta to compete in the BB&T Atlanta Open.

City of South Fulton leaders welcomed Williams to the tennis center located in District 3 of the City and issued a proclamation to Williams to mark the special occasion. District 3 Councilwoman Helen Willis explained, “I hope Williams’ visit will shed light on the South Fulton Tennis Center’s need for additional funding to restore at least 24 tennis courts and to help support and develop the next generation of tennis greats.”

During William’s visit she played a few rounds of tennis with each age group at the center’s tennis courts and she instructed the young tennis hopefuls on how to improve their game. The United States Tennis Association’s (USTA) Net Generation campaign sponsored Williams’ visit to the tennis center.

ELECTIONS COMING SOON
As elections season nears, the City of South Fulton would like to ensure that candidates and residents are aware of important elections information:

City Clerk's Office
The City Clerk serves as chief registrar of the municipality, qualifying and filing officer and the election superintendent for municipal elections.

As chief registrar of the municipality, the City Clerk reviews an electors list submitted by the County, and identifies in writing to the County Board of Registrars any names on the electors list of persons who are not qualified to vote at each primary or election, stating the reason for disqualification.

Qualification
As the qualifying officer, the City Clerk sets the qualifying period for City elections and qualifies each candidate for election. The City Clerk notifies the Campaign Finance Commission of the names and addresses of all candidates and offices sought in any election within ten days of the close of the qualification period.

Forms
As filing officer, the City Clerk also receives and files the required disclosure reports from all candidates, and transmits them to the Georgia Government Transparency and Campaign Finance Commission. Forms include the following:

BURN BAN REMINDER
The City of South Fulton Fire Rescue Department reminds residents of the Burn Ban period:

When is the burning ban in effect? The burning ban is in effect from May 1 through September 30 each year.

Who is responsible for the burning ban? The open burning ban is under the jurisdiction of the Georgia Department of Natural Resources (DNR), Environmental Protection Division (EPD), Air Protection Branch.

Why is the burning ban needed? The Georgia EPD imposes a ban on outdoor burning to comply with Federal Clean Air Regulations. During the summer months in Georgia, the ozone in the air we breathe can reach unhealthy levels. The Georgia EPD has identified open burning as a significant contributor of the pollutants that form ozone. Consequently, open burning in metro Atlanta and larger counties must be restricted during the summer months.

Adopt-a-Road is a litter prevention and beautification program, sponsored by the Public Works Department, to attract public involvement in beautifying and picking up litter along the City of South Fulton roadways. The objective is to keep the City of South Fulton cleaner and greener by allowing the community to assume responsibility for sections of the public right-of-way.

Who Can Adopt?

Any civic focused organization, such as Garden Clubs, Boy Scouts, Girl Scouts, Church groups, High School Student Councils, Business Associations, and Corporations can adopt a stretch of roadway in the City of South Fulton.

MAYOR EDWARDS MEETS WITH MAYOR'S MINISTERIAL COUNCIL
Mayor William “Bill” Edwards met with the Mayor’s Ministerial Council to host a roundtable discussion with the faith-based community about the City’s goals and direction. The meeting took place at Cliftondale United Methodist Church on Stonewall Tell Road in the City on Monday, August 5, 2019.

Mayor Edwards is pictured with Reverend Dr. Walter L. Kimbrough, Pastor in Residence at Cliftondale Church. Edwards shared City accomplishments with attendees which included presentations from City Manager Odie Donald II, Police Chief Keith Meadows and the City's new Fire Chief Freddie Broome.
COUNCILWOMEN ROWELL & WILLIS ACCEPTED INTO GEORGIA ECONOMIC DEVELOPMENT ACADEMY
District 1 Councilwoman Dr. Catherine F. Rowell and District 3 Councilwoman Helen Zenobia Willis have received acceptance into the 2019 Georgia Academy for Economic Development. The regional leadership program is designed to enhance community leaders’ skills and knowledge in the economic development sector. 

The Georgia Department of Community Affairs offers the four-day course throughout the state’s 12 regions each year. Councilwomen Rowell and Willis will attend the first session scheduled for Region 3 on August 7 th in Douglasville, GA. 

The program for Region 3 concludes on November 14 th in Fayetteville, GA. Since 1993, more than 6500 Georgians have graduated from the Georgia Academy for Economic Development.
COUNCILMAN BAKER HOSTS TOWN HALL AND COMMISSIONER CANDIDATE FORUM
District 7 Councilman and Mayor Pro Tem Mark Baker welcomed residents to his Community Town Hall and Fulton County Commissioner Candidate Forum at C ornerstone Fellowship Church on Saturday, August 3, 2019.

Baker shared information about the City's accomplishments during the Forum and invited Police Chief Keith Meadows to talk about the police department's goals for FY2020. Meadows told residents about the new City of South Fulton Police Headquarters coming soon to Old National Highway in District 7.
COMMUNITY DAY WITH DISTRICT 4 COUNCILWOMAN NAEEMA GILYARD
District 4 Councilwoman Naeema Gilyard hosted a community day event for youth and families at The Farm located at Wilkerson Mill Camp. On Saturday, August 3, 2019
residents enjoyed good food from area food trucks with one of metropolitan Atlanta's most popular mobile restaurants on site - The Slutty Vegan.

COUNCILWOMAN ROWELL & CDRA DIRECTOR SELECTED FOR LEADERSHIP SOUTH FULTON
Congratulations to Councilwoman Dr. Catherine F. Rowell and Community Development and Regulatory Affairs Director Shayla Reed for being selected into the South Fulton Chamber of Commerce's Leadership South Fulton program for its 2019-2020 Class.

Leadership South Fulton is an eight-month program that develops and expands leadership skills and potential in individuals representing the South Fulton community through a series of structured learning experiences. Class participants gain insights in business, community, government during the lifespan of the program.

Each graduating class of Leadership South Fulton will work as a team to select and execute a project that will assist in eliminating or improving one of the key critical issues facing the community. The Fall 2019-2020 Class is from October 2019 to June 2020.

Registration Open for COSF's Department of Parks & Recreation After School Program
It's almost time for kids in the City of South Fulton to return to school for the 2019-2020 school year. Registration is now open for the City of South Fulton's Department of Parks and Recreation After School Program at the following city parks: Burdett, Cliftondale, Sandtown and Welcome All.

The weekly program free per child is $40. Parents are required to pay a one-time $15 registration fee. The After School Program includes: homework assistance, recreational activities, and academic enrichment.  COSF Community Yard Sale
District 2 Councilwoman Carmalitha Gumbs invites residents to a Community Yard Sale on Saturday, August 24, 2019 at the Wolf Creek Amphitheater from 9:00 a.m. to 2:00 p.m. The amphitheater is located at 3025 Merk Road, SW College Park, GA 30349.

District 3 Councilwoman Helen Willis Hosts
Hickory Park Community Outreach
District 3 Councilwoman Helen Willis is helping parents and children at Hickory Park Apartments to prepare for the upcoming school year. Today, Friday, August 9, 2019 Councilwoman Willis will hold a community outreach event filled with fun, food, and games for Hickory Park residents. School-aged kids will receive book bags filled with school supplies and they will also have a chance to meet teachers at nearby schools, Camp Creek Middle and Seaborn Lee Elementary. The event is scheduled from 10:00 a.m. to 12:00 p.m.

City of South Fulton Fire Chief Freddie Broome is a featured speaker at the Cascade Business Merchants Association Monthly Development and Learning Experience meeting on Tuesday, August 13, 2019 at 10:00 a.m.

Fire Chief Broome will discuss fire safety tips important for residents and property owners to know and to remain compliant with city codes and ordinances. Did you know that there is an ordinance which specifies how to properly display an address at your home?

South Fulton Police Officer Recognized As
Gang Investigator of The Year
The Georgia Gang Investigators Association recognized Detective Sergeant David Tealer of The South Fulton Police Gang Unit as the 2019 Jose Diaz Investigator of The Year. Tealer was presented the award at the Georgia Gang Investigator's Conference in Savannah, Georgia.

The Jose Diaz Investigator of the Year Award is named after the first president of the Georgia Gang Investigators association and is given to investigators that have impacted investigations throughout the State of Georgia. 

Georgia Gang Investigators Association President Chief Jimmy Callaway said, "The South Fulton Police Department has not been around long, but we certainly recognize the great and innovative work coming out of this agency.”

Sergeant Tealer’s investigations have impacted more than 28 different jurisdictions throughout the State of Georgia. He continues to organize departments around gang investigations in the Atlanta Metropolitan Area and always has Gang education at the forefront of his initiatives. 

The City of South Fulton congratulates Sergeant Tealer for his hard work and dedication to making South Fulton a safer place to live work and play.

AUGUST IS NATIONAL BACK TO SCHOOL MONTH
Parents, teachers, schools, and students are getting ready for another school year during National Back to School Month in August. Some school districts have already started the school year, but students in the City of South Fulton have a few more days of summer before their school year begins.

The first day of school for students in the City of South Fulton is Monday, August 12, 2019.

Preparing children for the new year includes everything from buying school supplies and clothes, scheduling checkups, planning schedules, and making new friends.

Despite all the excitement, the expense of going back to school can put a damper on going back to school. Fill-the-bus events, backpack programs, and teacher supply initiatives help to fill the gaps.

The City of South Fulton is already doing its part to help parents save money on all the items they need to send their students back to school prepared and ready to learn. The City hosted its Back to School Celebration at Welcome All Park with The Atlanta Hawks on Thursday, August 1, where kids received Atlanta Hawks backpacks filled with school supplies.

Don't worry if you missed out on attending this event; there are still two more events you can attend before the school year begins:

Family Fun Month is celebrated throughout the month of August. It is the opportune time to enjoy family with extra fun and activities.
