Pasadena Parcel Tax: Business & Property Impact

Measure PFD, on the November 3 ballot, would impose an annual 19¢ per square foot tax on improved property, including commercial properties, for 14 years. The tax is projected to generate about $22.1 million annually for fire, emergency medical and wildfire preparedness services. 



For property owners and businesses, the tax represents a new ongoing operating cost that increases with building size, regardless of whether a property is fully occupied. For example, a 250,000-square-foot commercial building would pay approximately $47,500 annually. 



Business and development concern: Additional property costs can make owning, renovating and developing commercial property more expensive and may affect investment decisions, particularly as businesses already face rising insurance, labor, utilities and maintenance costs. The measure would require two-thirds voter approval.
