Decarbonizing existing equipment is crucial as public agencies push to achieve climate action goals. In 2023, SoCalREN Public Agency Programs launched its heat pump water heater (HPWH) initiative to help public agencies electrify facilities, improve local air quality, and save money. 

Through innovative funding solutions, partnerships, and training support, SoCalREN installed over 80 HPWHs at 18 participating agencies, reducing GHG emissions by 3,000 tons across Southern California.  

Why Heat Pump Water Heaters Matter 

HPWHs are 70% more efficient than standard electric water heaters, making them an excellent GHG-reducing alternative. Remote-controlled capabilities allow units to consume energy during off-peak hours and lower energy costs. This switch can help public agencies reinvest their savings into other essential services.  

What Makes SoCalREN’s HPWH Initiative Unique 

Innovative funding solutions make it easier for agencies with budget constraints to invest in HPWH technology. SoCalREN covers up to 100% of eligible project installation costs for facilities in underserved areas and up to 50% of eligible project costs in other areas. 

Partnerships and collaborations are pivotal to minimizing project costs and expediting installation. TECH Clean California provides a supplemental incentive per eligible HPWH unit, and Water Heater Warehouse facilitates quick installation. 

Training and support resources enhance the efficiency and longevity of installed equipment. Public agencies learn about available incentives, eligibility requirements, and maintenance tips from water heater specialists. 

Success Stories 

• The City of Bell was awarded $15,000 in incentives for an HPWH installation 
• The City of Seal Beach completed HPWH installations with $0 out-of-pocket costs. 
• The City of Pico Rivera received over $100,000 in incentives to install eight units.

Looking Ahead 

The HPWH initiative utilized creative funding, training support, and local partnerships to address public agencies' unique barriers to pursuing energy upgrades. This resulted in a remarkable technology adoption rate, continuation of the offering through 2024, and has inspired SoCalREN’s newly launched Trade Ally Network!  

Local businesses can now register as pre-qualified contractors for over 240 public agencies and help deliver expedited project completion!

We’re proud to introduce our SEED Initiative, designed to help multifamily property owners enhance their buildings with energy-efficient upgrades at no upfront cost. 

What is the SEED Initiative? 

The SEED Initiative aims to make energy-efficient upgrades accessible and hassle-free for qualifying residential properties. By participating, property owners can benefit from: 

• Free Equipment and Labor: We provide water heating and HVAC equipment, smart thermostats, pipe insulation, and other similar measures for the entire building. 
• Comprehensive Support: SoCalREN handles all program support, contractor coordination, and offers community recognition. 
• No Upfront Costs: All necessary equipment and labor are provided at no cost for selected projects.
