Honorable Members of the Environment Committee,
On behalf of the _________________ Land Trust, serving [INSERT YOUR LAND TRUST'S SERVICE AREA], I am deeply invested in the well-being of our community and environment. I am writing to provide my input on HB 5004, An Act Concerning the Protection of the Environment and the Development of Renewable Energy Sources and Associated Job Sectors. This bill includes urgent action on reducing greenhouse gas emissions, promoting renewable energy and energy efficiency, enhancing climate resilience, and integrating nature-based solutions across Connecticut.
I especially SUPPORT Section 17 of the bill, which elevates the importance of nature-based solutions, including land conservation, riparian buffers, healthy soils, and wetlands, which are cost-effective measures to mitigate climate impacts and biodiversity loss.
However, I OPPOSE Section 24 of the bill because it seeks to amend the Open Space and Watershed Land Acquisition (OSWA) and Urban Green and Community Garden (UGCG) Grant Programs to allow for the use of these programs for commercial purposes (lines 1667-69) and wildfire mitigation (lines 1762-1773), diverting grant funds from their intended purpose of acquisition of land for conservation under the authorizing statute (C.G.S. Section 7-131d et seq.)
