DHS Seeks Candidates for
Director, Bureau of Certification, OCDEL
The Pennsylvania Department of Human Services (DHS) is seeking candidates with experience in human services or social services program management for a senior-level role in the Office of Child Development and Early Learning (OCDEL). The position, Director, Bureau of Certification, OCDEL, directs the administration and oversight of Pennsylvania’s child care licensing services and regulatory administration. 

DESCRIPTION OF WORK
  • Participates in the development and directs the implementation of protocols for the child care licensing system for consistency in the interpretation and application of licensing throughout the regional offices. 
  • Develops and maintains policies and procedures for granting licensure to child care facilities from inspection of facilities’ program planning, management and staff training.
  • Directs the licensing work of the five Regional Offices with other Departmental staff and contractors involved in the child development system.
  • Collaborates in the development of training and the provision of technical assistance to new and existing regulated providers to ensure compliance with all applicable state and federal child care licensing and registration regulations and guidelines.
  • Oversees technical assistance training and the day-to-day licensing activities of regional staff.
  • Monitors the regulated child care system for efficiency and effectiveness in meeting Departmental goals and objectives.
  • Ensures oversight of the regulatory compliance system for public and private child care providers regulated by the Department of Human Services.
  • Coordinates regulatory systems with the Legal Office for negative sanctions such as licensure removal or downgrade.
  • Serves as a liaison with Federal, State, and local officials, and other entities and coordinates child care operations with other state agencies including the Department of Labor and Industry, Education, and Health and other Departmental bureaus to support the growth of the child development system.
  • Provides support and advice to the Deputy Secretary for Child Development and Early Learning on licensing and registration issues, recommends policy changes and coordinates DHS efforts to improve child care licensing and regulatory administration.
  • Responds to press inquiries on child care licensing issues and prepares responses to inquiries from providers, legislators and consumers.
  • Reports to the Deputy Secretary for Child Development and Early Learning on the status of the statewide licensing child care programs, services, and problems.
  • Monitors and share new program needs and recommends the development of legislative regulations and procedures to improve program effectiveness.
  • Confers with child care stakeholders and other public and private child care agencies and entities regarding child care licensing policies.
  • Meets with the state’s interdepartmental Early Learning Team to ensure that all licensing related early childhood education related policies, procedures, and rules, regulations, and initiatives developed by state and federal agencies are coordinated.
  • Directs the design and implementation of the data system supporting Certification and Licensing.
  • Based on Management Directive 530.22, this position has been determined to be a major nontenured policymaking or advisory position and is therefore deemed to be excluded from coverage under the Pennsylvania Unemployment Compensation statute. Accordingly, the incumbent in this position will not be subject to an Unemployment Compensation Tax deduction and will not be eligible to receive unemployment compensation benefits when separated.
