There are representations being made about the Harris County Model that are contradictory. Supporters say that it is working well and should be a model across the country. Law enforcement says it has been an utter disaster increasing crime and creating chaos. The district attorney's office is reporting that the numbers of pending cases has doubled in a very short period of time. New York started a similar program in January and all sides agree it has been a complete failure. Why does New York agree it is a failure, but Harris County officials disagree? All of these questions will be addressed in this series.
