Delegate Assembly
The 2017 Delegate Assembly (DA) met on Saturday, December 2. The purpose of the DA is to debate and vote on resolutions submitted by school districts, with the intent of incorporating them into MSBA policies.

Once these policies are in place, they help guide MSBA's legislative priorities and set the MSBA legislative platform.

The resolutions that prevailed will be adopted by the MSBA Board of Directors.

Special Education Cross-Subsidy
One issue that continues to stand out is school districts' frustration with the growing special education cross-subsidy. As a result, the delegates passed a resolution asking the Legislature to form a statewide task force to develop a plan to eliminate the cross-subsidy.

ACT NOW! Pass Your Own Resolution
MSBA is asking individual school districts to join together and call on state and federal lawmakers to help draw attention to the cross-subsidy issue. Two resolutions have been developed to help create statewide and national momentum to develop a plan to resolve this issue.

These resolutions are also available on the Delegate Assembly homepage.

We need you to pass both resolutions in your school district. Once passed, please forward the official resolutions to by January 24, 2018. The MSBA Board of Directors will hand-deliver the resolutions to members of Congress in early February.
