Industry And Law Enforcement Officials Give Retailers A Look At Retail Crime In Minnesota

The criminals are creative. That was the message at Friday's 2015 Retail Crime Briefing hosted by the Minnesota Retailers Association at the Doubletree Hotel in St. Louis Park.

Seventy-five retailers and representatives from law enforcement heard the latest in retail fraud and scams from:
  • Sergent Charles Anderson, St. Paul Police Department and Minnesota Financial Crimes Taskforce.
  • Deputy Rob Wilkinson, Ramsey County Sheriff's Office and Minnesota Financial Crimes Taskforce.
  • Alan Tague, Vice Chairman of the National Retail Federation's Loss Prevention Advisory Council and Vice President of Loss Control at Gander Mountain Company.
  • Andrew Barborak, Twin Cities Organized Retail Crime Association and Gander Mountain Company.

Select messages from the event:

  • Organized retail crime (ORC) costs retailers $30 billion a year.
  • Nine out of 10 retailers in Minnesota are victims of ORC.
  • Identity thieves primarily obtain account data from mail theft, theft from buildings and vehicles, and on the black market.
  • Fraudulent and criminal activity can result in many negative impacts for retailers including merchant processing and check processing costs, cash loss from return fraud, inventory loss, and impacts on customer attitudes.
  • Three out of four retailers say they have experienced gift card or store merchandise credit fraud as thieves take advantage of store policies.
  • A third of retailers report being victims of cargo theft, with half saying the theft occurred between the distribution site and the store.
  • Adding technology resources, followed by additional staffing are the top responses retailers have to dealing with ORC.
  • States with ORC laws, like Minnesota, tend to see less crime.
  • Real-time communication between law enforcement and retailers of all sizes is the only effective way to deal with today's ORC.

Organized retail crime (ORC) is defined as the theft or fraud activity conducted with the intent to convert illegally obtained merchandise, cargo, cash, or cash equivalent into financial gain (no personal use) through their online or offline resale.

Introducing The Twin Cities Organized Retail Crime Association

  

 In 2014, a group of dedicated law enforcement, crime analysts, corporate fraud and loss prevention investigators, and prosecutors created the Twin Cities Organized Retail Crime Association (TCORCA), 501c4 nonprofit corporation, as a private/public partnership to battle these criminal enterprises.

 

The private sector, often victimized by these crimes, has provided their expertise and support, while law enforcement has increased their efforts to apply their investigative skills, tools, and legal authority to hold these criminals to account, working hand-in-hand with prosecutors to ensure best practices in enforcement and the building of cases.
