Federal Regulatory Updates
PAPPG (20-1) Open for Comment
NSF is accepting comments on the draft Proposal & Award Policies & Procedures Guide (PAPPG) that will become effective in 2020. Significant changes will include:

  • Removed requirement for section labeled "Intellectual Merit" in the project description
  • Adoption of standardized biographical sketch format via SciENcv
  • Clarifications regarding inclusion of unpaid positions on the biosketch
  • Requirement to upload email of submission approval from NSF Program Officer for RAPID and EAGER proposals
  • Allowability of data deposit and curation funds

Posting Informed Consent for NIH-Funded Clinical Trials
The revised Common Rule requires that an IRB-approved version of an informed consent form be posted on a public federal website for all NIH-funded clinical trials after enrollment and within 60 days of the last study visit.

NIH has released additional guidance regarding which federal websites to use: ClinicalTrials.gov, Regulations.gov.

Explore xTRACT Before it is Required in October 2019
Beginning with RPPRs due on or after October 1, 2019 (FY 2020), recipients must use the xTRACT system to create the required training tables for submission with NIH and AHRQ T15, T32, T90/R90, and TL1 progress reports. Gain experience with xTRACT before it is required with resources such as the user guide, instructional videos, and FAQs, available on the eRA website.

University Updates
New Direct Cost Page
OSP is pleased to provide an updated Direct Costs tool. The Direct Cost page outlines both the Federal regulations and University policies governing direct costs on sponsored projects. Guidance includes both proposal budgeting and post award budget changes and documentation.


Foreign Threats Seminar
On May 13th and 14th, 2019, Renee Gonzales, Associate VP for Research and Director of OSP, presented guidance and an overview regarding Federal government and sponsoring agency responses to foreign threats related to sponsored research and intellectual property.
