Title Tips - Municipal Liens
All residential properties in Pennsylvania are recipients of some kind of municipal services, and may be subject to claims for failure to pay for those services. As municipal service liens frequently arise in Schedule B-I of our title commitments, a brief overview of Pennsylvania municipal service lien law is warranted. According to statute, "[c]laims for taxes, water rents or rates, lighting rates, power rates and sewer rates must be filed in the court of common pleas of the county in which the property is situated." Certain of these liens - namely water and sewer liens, or Title 53 liens - are in rem liens that attach to the subject properties. They are considered "first liens", on the real property as to which such claims are imposed. Therefore it is very important to understand how a particular lien will affect a buyer's rights. Meet the Team - Introducing Kevin Tuliszewski
Chicago Title and Commonwealth Land Title - Pennsylvania Agency is pleased to introduce Kevin Tuliszewski as its newest employee as of April 2017. Kevin has joined the team as AVP, Pennsylvania Agency Underwriting Counsel and will be providing underwriting services along with Jim DiStefano, Kathleen McAdams, Karen Gutman, Paul Trefz, and Jon Effner.

Kevin graduated from Loyola College in Maryland in 2007 and Syracuse University College of Law in 2010. Kevin began his legal career as a law clerk for the Honorable Arnold L. New in the Philadelphia Court of Common Pleas, Commerce Program, and then practiced in civil litigation for several years before joining Commonwealth and Chicago as underwriting counsel. Kevin is licensed to practice law in Pennsylvania, New Jersey, and the United States District Court for the Eastern District of Pennsylvania.

Kevin lives in Springfield, PA with his family and enjoys fly fishing.
