Hello Spring Park! It seems as though Spring is finally here and not a moment too soon. It looks like the ice will go out close to the April 15th average date, unless winter returns with cold weather and snow. This year we had Larson Lawnscape do our snowplowing (streets and sidewalks) and in my opinion they did a bang-up job!
 
The Planning Commission has been working diligently on a new comprehensive rental ordinance that would apply to both long and short term rentals in the City of Spring Park. The intent of the ordinance is to ensure that all rental property in the City is kept up with routine maintenance, and that basic standards for the health and safety of tenants are met. If you have an interest in this ordinance and/or would like to share feedback a public hearing is scheduled to be held at City Hall on May 8th at 6 p.m.
 
One of the big projects coming up this summer is the maintenance of Shoreline Drive. The City is coordinating with Hennepin County to complete the project in two phases. Phase one will consist of the City making much needed sidewalk accessibility improvements at the Interlachen/Shoreline and Sunset/Shoreline intersections, while phase two will involve a mill and overlay of Shoreline Drive done by the County. The mill and overlay will cover the segment from approximately Black Lake Road to the east City limits.
 
Additionally, the City Council has been working with the City Engineer on our utility assessment program to determine which areas of the City should be prioritized for road reconstruction and utility replacement. We will be discussing potential projects over the next several months for possible construction in 2020 and beyond.
 
Let's hope Spring really is here so we can put the "Spring" back in Spring Park. And, thanks again for re-electing me as your Mayor.

Bull Horn Rental Ordinance Public Hearing~


Planning Commission Public Hearing
May 8, 2019 @ 6 p.m.
The Planning Commission has been researching options pertaining to the licensing and regulation of all rental properties in the City. A long-term rental property ordinance would regulate any rentals over 30 days and include both multi-family rental buildings and any long-term rentals occurring in single-family homes. This type of ordinance is becoming more popular in communities with aging rental housing stock to ensure that the rental buildings, sites, and units are well managed and properly maintained to avoid blight and to ensure decent, safe, and sanitary living units.
 
A short-term rental property ordinance would regulate any rentals under 30 days. (e.g. vacation home rentals, AirBnB, VRBO, etc.) Short-term rentals have exponentially grown in popularity, especially in the Lake Minnetonka area, and that is why many cities are pursuing ordinances to address the needs of their particular communities.

Any residents who have comments regarding the draft ordinance should attend the public hearing on May 8 or submit written comments to staff via email to tschyma@ci.spring-park.mn.us or dtolsma@ci.spring-park.mn.us. Please call City Hall at (952) 471-9051 if, after reviewing the draft ordinances, you have specific questions as to how the changes could impact your property.

Adopt-A-Storm Drain
Storm drains are directly connected to the nearest body  of water. Water running into storm drains can carry with it anything dumped nearby including leaves, grass clippings, soil, oil, paint, chemicals, and litter. You can help by adopting your nearby storm drain and keeping it free of leaves, seeds, grass clippings, and litter. Keeping storm drains clear will protect the water quality of nearby lakes, streams, and rivers. It can also help prevent localized flooding.  
  • Check storm drain grates frequently to make sure they are free of leaves and debris.
  • Do not remove the grate from the storm drain opening - this does not unclog the system and creates a hazard.
  • Dispose of litter and other debris with your trash. Dispose of leaves with your yard waste.
  • Let your neighbors and friends know that keeping storm drains clear will protect water quality and encourage them to adopt their nearby drain.
By taking just a few minutes to clear the drain, you can make a big difference in protecting lakes and streams!

Spring Park works hard to provide you with safe and reliable drinking water that meets federal and state water quality requirements. The purpose of the annual report is to provide you with information on your drinking water and how to protect our precious water resources. You can view a copy of the report at City Hall or online at  www.ci.spring-park.mn.us/ccr2018.

Summer Hours Reminder
City Hall summer office hours are effective Monday, May 20 and run through Friday, August 30.

Hydrant Flushing
Hydrants will be flushed in late April/early May.

Spring Clean-Up Day
Saturday, May 11 is the semi-annual curbside cleanup event for Spring Park residents and apartments. An informational flyer was received by all residents in their mail on April 19. Due to previous incidents of illegal dumping in the City, this event is not publicized on the City website. Please contact City Hall with any questions you may have.

Yard Waste Removal
The City contracts with the Mulch Store to provide residents with a yard waste drop-off site located in Minnetrista. Spring Park residents (non-commercial) can dispose of yard waste from April 1 until Thanksgiving weekend. Information about the Mulch Store can be found online at   www.ci.spring-park.mn.us/recycle  or by calling City Hall.

 
 
Missed Pick-Up?
If ever your recycling containers are not picked-up on the designated recycling day, please call Theresa at 952-471-9051 so that staff can notify the City's recycling contractor. As a reminder, please have recycling containers out for pick-up by 7 a.m.
