Utility Permitting Office Updates

Commercial Water Meter Application Goes Fully Digital


As of February 1, 2025, the Utility Permitting Office is no longer accepting PDF applications for commercial water meters via email. All applications must now be submitted through the Austin Build + Connect (AB+C) Portal.


Why switch to digital?

  • Faster submissions and processing
  • Real-time status updates
  • Centralized management of documents and communication

Steps to get started:

  1. Visit the AB+C Portal: https://abc.austintexas.gov
  2. Log in or create a new account
  3. Select 'Apply for Permit/Cases'
  4. Choose 'Water Meter/Wastewater Permit Application' > Sub Type: Commercial

Updated Tap Plan Policy


Effective Monday, April 7th, Austin Water will begin accepting only one tap plan per legal lot, regardless of the number of dwelling units or their configuration. To support this change, a new question has been added to the residential water meter application to collect tap plan information.


This applies to applications submitted under:

  • HOME initiative (up to 3 dwelling units)
  • Site Plan Lite Phase 1 Initiative (up to 4 dwelling units)
  • Affordability Unlocked Initiative (minimum of 3 dwelling units)


Frequently Asked Questions


  • Does this replace site plan review for commercial applications? No, it applies to residential applications only.
  • Does this change the submittal process? No, submittal remains the same.
  • Which address should be used for applications? Use the address of the unit that fronts the proposed improvements.

Understanding Impact Fees


Impact Fees are the water and wastewater infrastructure fees included in Water and Wastewater permits. These fees are listed on your invoice as CRF.


  • Plat date or Land Status Determination Date - whichever is newer
  • Size of the Meter - specifically the Service Units (SU) associated with the meter size
  • NOTE: Fire Demand (FD) meters have varying Service Unit values so their SU are not included in the table
