Airport Master Record Seminar

March 29-31, 2022 | New Orleans, LA

From March 29-31, GCR Inc. (dba Civix) in association with the FAA's Airport Engineering Division, AAS-100, Airport Data and Information Program held a semi-annual training seminar entitled, "Airport Master Record Seminar," in New Orleans, LA at the Loews Hotel. It was the first in-person training since November 2019 in Miami, FL. 


State Inspectors from 11 states were in attendance, as well as five FAA representatives. During the training, airport inspectors visited Lakefront Airport for a demonstration of an airport inspection. They observed Randy Coller, Michigan State Inspector and GCR Inc.'s (dba Civix) David Murla demonstrate airport inspection procedures such as: field obstruction survey evaluation; pavement assessment; marking and signage; lighting and NAVAIDS. The seminar concluded with a recap of airport inspection and post-inspection reporting, as well as an introduction to ADIP (Airport Date and Information Portal) Airport Master Records (AMR) Module.  For photos from the seminar please visit here.

Mock Pre-Inspection at Lakefront Airport

On March 30, Inspectors took a field trip and visited Lakefront Airport in New Orleans, LA. During the visit, the inspectors conducted a field obstruction survey evaluation, and observed a mock pre-inspection interview with an airport manager, and a post inspection debriefing with the airport manager. FAA's Airport Data and Information Portal (ADIP): New Enhancements

During the sixth part of the seminar, inspectors learned more about the Airport Master Record Module (AMR), and the Airport Data and Information Portal (ADIP). The session showcased the following features:

-Updating a Facility & Facility Data

-Submitting a Project Page

-New Enhancements

Airport Master Record (AMR) New Enhancements


When utilizing the Airport Master Record (AMR) module new enhancements have been made. During the seminar the module was discussed and the new features were showcased.


Some of the new enhancements include the feature that an AMR project can now be created from the Facility Details page by clicking the 'Create AMR Project' link under the Facility Actions dropdown.

Another new feature in the ADIP module prevents a user from submitting without saving the data.

Pavement Classification Number (PCN) or Pavement Classification Record (PCR)


Users have the option of selecting Pavement Classification Number (PCN) or Pavement Classification Record (PCR) for reporting runway pavement data. Only one pavement type can be entered per Runway-PCN or PCR.


When the value is changed from PCN to PCR, the system provides a message that all current PCN fields will clear. Users need to enter all PCR values.

AMR Data Changes Report


The list of AMR data changes report contains a header at the top of the page helping users view the list of changes at an airport when printing.

Status of State Contracts

At this time 48 states have signed 5010 contracts.

GCR Inc. / CIVIX and the National Association of State Aviation Officials (NASAO) have a longstanding relationship built on the Airport Data and Information Program. NASAO serves as the contractor to GCR Inc., facilitating contract administration for the airport inspection program.


NASAO negotiates a services agreement with each state aeronautics department for completion of public use, non-Part 139 airport data inspections.


Following the agreement execution, NASAO issues an electronic Notice-To-Proceed to the state to begin airport data inspection services. The contract duration is based on the federal fiscal year (October 1 through September 30 of the following year) and the number of inspections is based on one-third of the total number of non-Part 139, civil public-use airports in the state.


NASAO audits the status of each contract until all of them have been executed, or have opted out of the program.
