A Letter from the Handicap Committee
Dear Member,
With the golf season starting soon, the Golf Committee and Handicap Committee would like to notify all members of an important change we are making to the handicap monitoring and review process, which is an important component of the overall USGA handicap system.
As you aware, about a year ago the Golf Committee formed a Handicap Committee to monitor scores posting habits of our members. While the committee has seen an overall improvement in members posting scores in a timely manner, the Handicap Committee believes that more is needed to bring transparency and consistency for all members.
For that purpose, the handicap committee has approved utilization of a third-party analytical tool, Cap Patrol, for monitoring handicaps. Cap Patrol combines a player’s GHIN data, past tournament performance and scores posting habits on a continual basis to accurately calculate a player’s potential and reflect that potential in the players handicap index.
In the interest of fair play for all our members, the Handicap Committee may modify a player’s handicap index over and above the standard handicap calculations used in GHIN, to better reflect the player's potential playing ability. The USGA allows for these handicap adjustments under section 7-1a of the “USGA Handicap System”.
Effective April 1, 2022, the handicap committee will review all member handicap indexes using Cap Patrol. If an adjustment is necessary for the scheduled event, the handicap committee will provide written notification of the handicap change to the player in order to give the player an opportunity to respond prior to the adjustment becoming effective. As in the past please continue to post all scores in GHIN and observe all aspects of the USGA Handicap System.
For all SCC major tournaments, the golf staff will use player’s handicap index from 7 days prior to the event. In those seven days, the Handicap Committee will hear the appeal from the adjusted players.
