President's Message
     2016 has ended and a new year lies ahead.  We look forward to 2017 with excitement as we move the Oregon Morgan Classic forward as a Regional Show.  This year we will be celebrating the 60th Anniversary of a Regional Morgan Show in the Northwest.  Your Show Committee aims to make the 2017 show  very special.   Whether as an exhibitor, to help us make it happen,  or just to watch and connect with your Morgan community, I hope you will come be a part of it. 
     I notice more people stepping forward to help the club and our breed in various ways.  Thank you.  We need you.  New ideas are being expressed, and I hope you can see that we are listening.  It will take all of us doing whatever we can to propel the Morgan horse and our club forward in the Northwest.
     One of our weak points right now is the lack of a newsletter.  With this newsletter I'm doing what I can to get some news out to you, but we are still in need of a Stable Sheet/Newsletter editor.  To me, this is crucial.  It is one of the primary ways for your Board to communicate with you throughout the year and for members to share what they are doing with other members.  Please contact me if you are interested in picking up this quarterly task.

Show Date Change for the Oregon Morgan Classic
 The Oregon Morgan Classic Horse Show - (Featuring the Far West Regional) has changed the dates of its 2017 show. The show will now take place June 21-24 . The location at the Oregon Horse Center in Eugene remains the same.

Watch for more information about this show in the coming months!

 Two inches of snow makes a Christmas card and sweeping the porch is not too hard.

Four inches of snow makes a snowman round using all of the snow in the yard to be found.

Six inches of snow makes the weatherman weep but if it’s fluffy you still can sweep.

Eight inches of snow is not a laugh and it takes a shovel to dig a path.

Ten inches of snow is a real pain as you shovel your paths again and again.

Twelve inches of snow makes an icy marriage between driveway and your car’s undercarriage.

For country folk as the snow gets deeper it gets harder to be the animals’ keeper.

The dogs won’t go out and the cats won’t come in if the snow is up to their chinny chin chins.

A poodle or pom can scamper on top but a shepherd goes into the drifts with a plop.

The cows and horses need their hay so you get to the barn just any old way.

Some use a shovel, some a snow blower, some a tractor, some a Land Rover.

If you have critters they can’t feed themselves and they depend on you like Santa depends on elves.

So you throw out some hay and thaw out the water, chip the ice and ask “Why do I bother?”

But you know the answer, of course you do, those animals depend on you.

As you close the barn door on contented souls as they munch their hay and have bedding to roll

You know you’ll weather this storm and others because animal people all are brothers.

With hay in your hat and mukluks on your feet you know city folks don’t have your life beat,

And if there’s sixteen inches of snow come the dawn remember you don’t have to mow the lawn.

MHAO Fall Banquet
On November 13th, MHAO held it's Award Banquet, Fall General Membership Meeting, and Election at Hayden's Grill in Tualatin OR.  It was a wonderful event!  We also had two speakers - Brenda Tippin who lives in Oregon and is an historian for the American Morgan Horse Association and Carol Fletcher-Churchill who is our Regional Director for AMHA.  Our thanks to both of them.  Brenda gave us some insight into the horses and breeders behind Justin Morgan - very interesting and enlightening.  See an article written by Brenda later in this newsletter.  Carol Fletcher-Churchill talked about the things that AMHA is working on including the change in the Regions down to three, and the ongoing discussion AMHA is having regarding Regional shows and how they might be affected.  Several options are being looked at.  Nothing has yet been decided.

General Membership Meeting Minutes
General Membership Meeting Minutes – November 13, 2016 at Hayden’s Grill in Tualatin Oregon Board members present:  Gay Adams, Dallas Bollen, Karen Breckenridge, Sierra Breckenridge, Nancy Eidam, Carol Dombrowsky, Eva Baker, Erin Baker, Margaret Korver

This meeting was open to all MHAO members and guests.  

President's report from Gay Adams:   2016 was a transition year with a number of prior Board members cycling off and new ones coming on.  Then due to some unexpected changes in their lives, several of this year’s Board members were not able to pick-up the duties they had planned.  In response to these challenges, current and prior Board members stepped forward to help where needed.  Our only breakdown was in finding an editor for our quarterly newsletter.   

Our successes were: We developed a new mission statement for the club board, expanded our promotion efforts, held an open forum for members at our Spring General Membership meeting, had a successful Stallion Service Auction, increased attendance at the Oregon Morgan Classic in our new location, published a 2015-2016 Membership Directory listing 124 members, and started the development of a Policy & Procedure Manual for future Board members to have as a reference.  We also agreed to change the Oregon Morgan Classic to a Regional show for 2017 due to the closure of the Far West Championship show in Redmond after its 2016 show.   

Looking ahead to 2017, we will be focused on:
  • member recruitment
  • continuation & possible expansion of our promotion efforts
  • ideas and activities to attract & engage more Youth
  • to continue the development of Board policies & procedures
  • get the Stable Sheet going again along with doing a better job of communicating back to our membership
  • develop advertising & sponsorship packages for MHAO members & for outside vendors
  • the expansion of OMC to a Regional show for 2017.  BY THE WAY --2017 will be the 60th anniversary of a Regional Show in the Northwest.  Our goal is to make it wonderful!
  • at least breaking even financially for the year
  • increasing/protecting our cash reserves
Treasurer Report - Karen Breckenridge
At October 31, the total balance in our General Checking & Savings account is $32,157, down $4,653 from last year.  The Futurity account balance is $2,465.  A full financial report is still being worked on.  It looks like the decline in our balance relates to a loss at the Oregon Morgan Classic.  Our full analysis will be finished shortly and a financial report will be released to the membership.  See the report later in this newsletter.  

Membership Report - Gay Adams
We did not get a directory out in 2015 so we created a 2015-2016 directory that was distributed to members just before this meeting.  We didn’t really have a membership chair available to follow-up on membership renewals in 2016 so we counted everyone who was a member for either 2015 or 2016 as a current member both for the directory and for our high point awards.  We show 124 members in our recent directory.  
Kathy Christensen is running to be a Board Director this year and will act as our Membership Chair for 2017.  Membership outreach and recruitment will be a primary focus for her.   

Promotion Report - Gay Adams
By pooling our resources with other groups and applying for and receiving a $300 AMHA Grant we were able to put out our flyers and brochures at the Washington State Horse Expo at the MHCWS booth in Richland, and have our own booths at the NW Horse Fair & Expo in Albany, and at the High Desert Horse Expo in Redmond.  This was an expansion to our promotion efforts.    We invited MHCWS to put brochures and flyers for their organization in our booths wherever we had them.  Far West helped us financially and with staffing at both of our booths and negotiated with both MHAO and MHCWS for a reduced advertising rate in the Far West show program.  The International Friesian group also helped financially and with staffing at the NW Horse Fair.  In addition to vendor booths, We set up a club booth at the Far West show in Redmond and at the Oregon Morgan Classic in Eugene.  We found this very worthwhile.  We have to keep doing this.  We pulled in several new members because of these efforts and helped get people in touch with our Morgan community or with those who had Morgan horses for sale.

Separate from any Board action, Oregon Country Flash was presented to visitors to the Washington State Expo in Richland & Gladheart Black Harris was part of a dressage presentation in Albany.  Both horses were wonderfully highlighted and really stood out.  Our thanks to Carol Dombrowsky, Erica Parker-Trager, and to Jack & Nadette Stang.   

Youth Report - Eva & Erin Baker
Our Youth of the Year competition had 3 participants at the Oregon Morgan Classic.  The $400 scholarship went to Erin Baker.  

Stallion Service Auction - Gay Adams
We had 20 stallions in our auction in 2016 and received $8,100 in bids.  This was our most successful auction to date.  Net proceeds (after expenses) are divided 60% to MHAO to secure our place for Futurity classes at the Oregon Morgan Classic, and 40% to the Futurity to help with prize money.  

Stallion calendars are now on sale and were available at the meeting.  It is a 2-yr calendar (2017 & 2018).  Proceeds will go to support the Futurity.  We need to sell 40 calendars to breakeven.  Sales price is $25 each for 1-9 calendars, $20 each for 10 or more.  An additional discount is available if anyone orders 100 or more.  They would make nice gifts.  To purchase calendars please contact Gay Adams.  

Futurity - Gay Adams
The Futurity is growing.  In 2016 we had 45 horses nominated that were owned by 27 of our members.  Payouts from Futurity classes, Futurity High Point, and the Yearling and 2-yr-old Sweepstakes classes added this year totaled $3,450.  Due to fund raising efforts including the “other items” offered during the Stallion Service Auction we are able to give away more than we take in through Futurity nomination & declaration fees - even after our expenses.   

We again published the Breeders’ Cup Futurity booklet which is paid for by advertisements that are sold.  No Futurity fees are used in the creation and printing of this high quality magazine.  We distribute it at several shows in the West, how many depends on the number of ads that are sold.  We even distribute some at Nationals.   

Website - Dalls Bollen
Our new website is up, although still under construction.  It has a new web address.  You can view it at:  www.morganhorseoregon.com .   Watch for new information and updated forms.  The old site is no longer being used.  Dallas is our new Webmaster.  Thank you Dallas!  Dallas hopes to have all forms and general information updated and functional by 12/31/2016.    Please take a look at the site.  If you have any suggestions or questions, contact Dallas.  

Stable Sheet - Gay Adams
We still need to find an Editor.  This is an important communication piece not only between the MHAO Board and MHAO Members, but between members.  This is hard to accept due after the last 2 years of our club receiving the best Newsletter award from AMHA with Shelley Bullard as our editor.  I really miss having a functional newsletter.    If anyone is interested in picking up this position, please contact Gay.  Our goal is to publish the newsletter on a quarterly basis with Board Meeting Minutes to be distributed as stand alone items in between.   

Oregon Morgan Classic - Nancy Eidam
Nancy reported on several of the officials that have been contracted for the show.  Plans are progressing.  The date of the show is July 13-15, 2017 leaving Sunday for travel time.  The show schedule is not final yet but will be worked on in December.  At this time the show is being planned as a 3-day all Morgan show.  Watch for more information to be distributed.  We will need the support of everyone to make it a success.  We want it to be a very special show.  If you have ideas or would like to be involved, please call Nancy.   

At the request of Far West we will be opening a separate checking account for the show.  This is to help us achieve clear control and monitory reporting between the two organizations.  F(503) ar West will put in $2,500 and so will MHAO as seed money for the show.  

Open Incentive Reimbursement Report – Carol Dombrowsky
This program offers $25 reimbursement per non-Morgan event, clinic, etc. up to a total of $100 per membership per year.  Total reimbursed in 2016 was $225.  We appreciate those who are at non-Morgan events on their Morgans.  It is one of the best possible ways for us to promote the Morgan Horse.

MHAO 2016 Financial Report
  Fiscal Year End 10/31/16

Total Cash Assets in the bank:  $34,622.00; Prior Fiscal Year Assets: $39,145.13

We are cash tax filers and not accrual, so our bank balance does not reflect whether we had a profit or loss or that we broke even,  it’s just what checks have cleared and bills that have been paid by 10/31/16.

On our cash basis profit and loss, we showed a net loss for the 2016 tax year of $4,872. There are receivable invoices that have been sent out but are not paid yet and prize money checks still outstanding that weren’t cashed by the fiscal year end.

The Stallion Service Auction was our main fundraiser bringing in a net of $3,618 to MHAO which is used to preserve the position for futurity classes at OMC & $2,331 that went to the Futurity account.  Membership brought in a net of $2,857.  The Futurity had a net loss of $558 due to paying for the printing cost of the 2017-18 Morgan Stallion calendars in this fiscal year rather than next year.  Further, there are Futurity receivable invoices still outstanding for advertising in the 2016 Breeders’ Cup Futurity Booklet.  The 2017-2018 calendars are now offered for sale.  OMC was our biggest expense showing a net loss of $4,391 due to fewer horses showing than needed to breakeven.

Ultimately MHAO needs to focus on keeping control of expenses and bringing in more money in membership dues, Show Sponsorships, Show participation, and fundraisers during our 2016-2017 fiscal year.

MHAO FOAL PHOTO CONTEST
 
The 1st place winner of the 2016 Foal Photo Contest is Spring’s National Velvet with her embryo transfer foal, HD Liberty. Velvet is owned by Janet & Chris Morris of Paradise Morgans. Chris was the photographer.  HD Liberty (Canon x HD Massena) is owned by Heart's Delight Morgan Farm/Miner Institute.  Janet & Chris received $100 as their prize.  This photo will be used to promote the MHAO Breeders' Cup Futurity in 2017. 






2nd place was a picture of Vandal & his dam UVM Kimberly also submitted by owners Janet & Chris Morris of Paradise Morgans.  Chris was the photographer. Janet & Chris received
$75 for their 2nd place win.

  Forever Morgans Rescue, Inc. - We Stand Together for the Morgan Horse

In 2005, concerned for the Morgan horses that found themselves at risk of being sent to slaughter due to not finding forever homes, an email list was started to network to try to find homes for all of those horses. Many individuals came together to identify such horses and find their forever friend. The list grew dramatically, as did the number of horses needing rehoming. At that time, there was no way of knowing if they really were in permanent homes or if they found themselves in trouble further down the road. But it was a start.
Eventually, it became obvious that some organization was needed if this effort was to continue. Chris Pennington, then moderator of the email list, stepped up to the plate and asked who would be willing to be on a Board to achieve that goal. Several people stepped up and Forever Morgans Rescue, Inc., came into existence with Chris as Founding President. We continued rescuing Morgans and finding homes for them while being better able to keep track of them and moving forward in getting our 501(c)3 which we have had for some years now. In the last 11 years, almost 500 Morgans have been rescued, some direct from the kill pen, others at auction, others direct from Amish who we offer an alternative to selling at auction or to kill buyers, still others owner surrenders by owners who due to unforeseen life events such as illness, loss of job, or even death have been unable to keep their beloved horses but want to make sure that they are in good hands.
Forever Morgans does not have a brick and mortar facility. We are a rescue composed of a network of foster homes across the country, wherever we are needed, and more foster homes are always needed. We hear of Morgans at risk online, put out the call for foster or adoptive homes and donations, and pray that we will be able to rescue the horses counting on us.  Most critical is a place for them to land once rescued until we find their forever home.
Which brings us to today and where you come in. Due to the sadly increasing number of Morgans that find themselves in these situations, we need more resources to help them. Most critical, in addition to funds, are foster homes that can take these Morgans in and remind them that not all people will hurt or neglect them, that there are good people who will care for them and help rehab those in need of it, but most importantly to this breed born to love their human partners, someone who will love them and help them get ready for their forever homes.
Foster homes are the backbone of rescue.
These homes are needed all across the country so that we can expand our rescue network to reach those Morgans who have waited in vain for rescue because there is nowhere for them to go.   USEF Supports New USDA Soring Rules for Tennessee Walking Horses and Racking Horses

The United States Equestrian Federation (USEF) is pleased to offer its support of the Final Rule (Docket No. APHIS-2011-0009) issued today by the U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) regarding the Horse Protection Act regulations. This rule is designed to eradicate the cruel practice of horse soring in Tennessee Walking Horses and racking horses. The USEF commends APHIS in its efforts to amend and strengthen previous regulations. While always supporting this rule, the USEF submitted a Comment during the proposed rule review period in an effort to prevent what would have resulted in redundant and overly broad regulation that would have unintended consequences for the 29 breeds and disciplines currently regulated by the USEF.

APHIS specifically recognized in the issuance of its final rule the USEF as setting "leading industry standards for equestrian sport" as part of the rationale for limiting the application of the proposed amendments to Tennessee Walking Horses and racking horses.

After an initial review of the APHIS' final rule, the USEF applauds the strengthened requirements for Tennessee Walking Horses and racking horses. The USEF will continue to review the final rule in its entirety and will keep its membership informed.

USDA Announces Final Rule on Horse Protection Act January 17th, 2017
 
The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) has announced final regulations governing enforcement of the Horse Protection Act (HPA). The HPA was passed in 1970 to stop the cruel practice of "soring" horses that was occurring in some sectors of the Tennessee Walking Horse, Racking Horse and Spotted Saddle Horse industry.


The final rule would make several major changes to current HPA regulations with the goal of ending soring. The AHC is currently reviewing the details of the final rule to determine its impact on the horse industry. However, USDA seems to have made several modifications and clarifications to the final rule in accord with the comments submitted by the AHC and others.

Importantly, the USDA has made changes to the final rule that address horse industry concerns had regarding the proposed rule release last summer.  These changes include explicitly limited new prohibitions on pads, wedges, and action devices to "Tennessee Walking Horses and Racking Horses," and removal of all references to "related breeds that performs with an accentuated gait that raises concerns about soring." Additionally, USDA has adopted several proposals to make the rule less burdensome for smaller "flat shod" walking horse shows.  USDA also has clarified that certain reporting and record keeping requirements apply only to "Tennessee Walking Horse, Racking Horse shows."

According to the USDA under the final regulation—

•    APHIS will license, train, and oversee independent, third party inspectors, known as Horse Protection Inspectors (HPIs), and establish the licensing eligibility requirements to reduce conflicts of interest.

•    Beginning 30 days after the publication of the final rule, all action devices, except for certain boots, are prohibited on any Tennessee Walking Horse or racking horse at any horse show, exhibition, sale, or auction. All pads and wedges are prohibited on any Tennessee Walking Horse or racking horse at any horse show, exhibition, sale, or auction on or after January 1, 2018, unless such horse has been prescribed and is receiving therapeutic, veterinary treatment using pads or wedges.  This delayed implementation allows ample time to both gradually reduce the size of pads to minimize any potential physiological stress to the horses and prepare horses to compete in other classes.

•    Beginning January 1, 2018, management of HPA-covered events must, among other things, submit certain information records to APHIS, provide HPIs with access, space, and facilities to conduct inspections, and have a farrier physically present to assist HPIs at horse shows, exhibitions, sales, and auctions that allow Tennessee Walking Horses or racking horses to participate in therapeutic pads and wedges if more than 150 horses are entered, and have a farrier on call if 150 or fewer horses are entered.

The final rule has not been published in the Federal Register, but USDA has stated they plan to publish it in the next several days.

Did you know there is a required ethics statement that needs to be acknowledged and checked before your AMHA membership application is processed? The statement reads, "By checking this box, I affirm that I will abide by the AMHA Code of Ethics as outlined in Bylaw 2.2 and Bylaw 1.3 which may be found on the AMHA website."

Failure to check the box can result in a slower than usual processing time, as staff needs to contact you to obtain permission. So remember to check the box to avoid delay!
