Oregon Horse Council
Oregon Horse Country is now your Oregon Horse Council

Oregon Horse Country (OHC) has had an evolving and quickly growing history. Starting in 2009 as a tourism initiative to promote horse shows in Wilsonville under the Wilsonville Chamber, to breaking away from the chamber and launching as an independent non-profit association in January of 2016, our organization has consistently filled an important purpose in Oregon’s equine community. 
 
Recently however, the OHC board has recognized that the name ‘Oregon Horse Country’ does not clearly reflect the role that we play in Oregon and in the United States representing equestrians. OHC became Oregon’s representative with the American Horse Council in early 2018. The other 42 states represented are all councils, and we have had situations arise where OHC was not reached out for information and help because people did not understand that we were in fact Oregon’s horse council.
 
Throughout the past few years, we have had the pleasure of meeting thousands of equestrians, helping them access resources, answer questions, and connect them with others. The main question we have always been asked is ‘What is an Oregon Horse Country’? The vagueness of our name caused people to guess, which typically meant they did not come around to the strong role we played.  Due to this confusion, people did not always take our role seriously and often thought we were just a riding program or a specific geographic area. 
 
The reality is that we have been carrying the horse council role in our state for quite a while. Our organization has been proud to serve a vital position with the following work:
  • Supporting and working in conjunction with Oregon Equestrian Trails and Back Country Horsemen on trail advocacy,
  • Providing timely and important information on state and federal legislative issues that affect equestrians and equine businesses,
  • Providing a statewide data base of equine businesses and equine events,
  • Hosting a resource library with important information on health, emergency rescue, and more,
  • Representing Oregon’s equestrians at the state and national level, including being involved in Travel Oregon tourism, the Oregon Sports Marketing Coalition, Oregon Sports Authority, the American Horse Council, and the State Coalition of Horse Councils,
  • Connecting equestrians with other like-minded individuals and equine businesses through events such as the High Desert, Pendleton, and Southern Oregon Horse Fests.
  • Making available educational programs and articles focused on topics that relate to the horse owner and the equine business person.
  • Being the ‘Go To’ resource for equestrians when they need something, considering relocating to Oregon, or have a question they need answered.
 
As we continue to expand our services into a stronger legislative role, our board felt that it was time to strengthen our brand and have a name that better indicates the vast work that we do. We are proud to become your OREGON HORSE COUNCIL ! Other than 3 little letters, not a lot is changing. We will continue the work highlighted above and remain being the conduit that unites, connects, strengthens, and supports Oregon’s equine industry.
 
Throughout the next couple months, you will see our name begin to transition on our website, social media, print media, and more.

US Equestrian and the United States Dressage Federation Publish 2019 Dressage Tests

Lexington, Ky. – US Equestrian (USEF) announced today that the co-branded 2019 USEF/United States Dressage Federation (USDF) Dressage Tests are now available and published online through USDF.

Effective December 1, 2018, through November 30, 2022, the 2019 USEF/USDF Dressage Tests are newly co-branded with the USDF as the two organizations work together to continue to proliferate and promote the sport of dressage in the United States. The 2019 USEF/USDF Dressage Tests continue to serve as a measure of the horse and rider’s schooling and training, while each level builds upon the preceding level’s principles.

USDF’s “On the Levels” will continue to provide examples of the new Introductory through Fourth Level dressage tests. “On the Levels” features engaging videos to help athletes understand the requirements for tests within each level, with commentary from top U.S. trainers and judges and segments geared toward improving difficult movements at each level. Keep an eye out for the launch of this product in the coming months.

Additional test products will include a new test app containing both the USEF and USDF tests and, once produced, a test booklet, which can be purchased through the USDF online store at store.usdf.org .

Safe Sport Update
Very Important!
US Equestrian Announces New Safe Sport Training Requirements
On August 27, 2018, the US Equestrian Board of Directors approved a rule change requiring that effective January 1, 2019 , all US Equestrian (USEF) adult members with a Competing Membership must complete USEF’s Safe Sport Training in order to be eligible to participate in USEF activities. Members can immediately access the free Safe Sport Training directly through their member dashboard or can click here  to learn more.

We encourage members to complete the training as soon as possible. US Equestrian President Murray Kessler stated, “I am very proud of the work done in drafting this proposal and the Board of Directors which approved this critical rule designed to keep our children safe while they enjoy, excel, and advance in our sport.”

The rule has three main requirements. Sections 1 and 2 are already in effect and Section 3 has been added:
1. Every USEF member and Federation Participant* shall abide by USEF’s Safe Sport Policy and the U.S. Center for SafeSport Code of Conduct. *As described by the USEF Safe Sport Policy, a Federation Participant is any USEF member or non-member, who participates in, or attends a USEF-licensed competition or sanctioned event.
2. In order to comply with S. 534, the Protecting Young Victim’s from Sexual Abuse and Safe Sport Authorization Act of 2017, the USEF Safe Sport Policy, and the Center’s SafeSport Code of Conduct, every USEF adult member and USEF participant, with the exception of the victim, is required to report suspected sexual misconduct within 24 hours to the appropriate authorities and to the U.S. Center for SafeSport.
3. Beginning January 1, 2019, every USEF adult member with a Competing Membership must complete USEF’s Safe Sport Training, as approved by the U.S. Center for SafeSport (the Center).

A 30-day grace period to complete the awareness training will be provided to all members who renew or join on or after December 1, 2018. Members joining prior to December 1, 2018 will have until January 1, 2019 to complete the training. Those who do not complete the training within the grace period will be ineligible to participate in USEF activities, including competitions.

The Safe Sport Policy and the rules that govern it have been created to protect all athletes from misconduct within the sport. This new rule is consistent with our efforts to ensure the safety and welfare of equestrian participants, especially minors. Education and training everyone is crucial to protecting athletes and eradicating abuse in our sport.

Disinfecting 101: Brushes, Buckets, and Stalls
It’s cheap and effective to make disinfecting part of your barn routine. We’ve got Hagyard Equine Medical Institute’s top tips.

Regular disinfecting around the barn can help prevent disease, so it’s worth making a good scrub part of your horsekeeping routine. But how often do brushes, buckets, and stalls need disinfecting? And what are the best disinfectants? We asked Dr. Nathan Slovis of  Hagyard Equine Medical Institute  for his advice. The good news: it’s cheap and effective to do. You only need common household cleaners and a little elbow grease.

Brushes
To help prevent skin problems like rain rot from spreading, each horse should have his own brushes, Slovis said, and brushes should be disinfected regularly. That applies to brushes with anti-bacterial-coatings, too.
“Don’t get a false sense of security with brushes that say they’re anti-bacterial,” Slovis cautioned. “It just means the organism might not stick to the brush, but they still need cleaning periodically.”

Tip: wash brushes with soap and water before disinfecting
This step clears out any organic debris the brushes might have collected.
“Use regular household soap and water, like Ivory soap or Dawn dishwashing liquid and water, and get the dirt a debris off before disinfecting,” Slovis advised.
What to use
“Bleach is one of the best disinfectants out there: it’s cheap, and it’s easy,” Slovis said. “Use eight ounces to the gallon of water. Most off-the-shelf disinfectants will do pretty well for disinfecting brushes.”
How often?
“I would do it each season—spring, summer, fall, and winter—because different diseases can be spread in those time periods,” said Slovis. “For example, you’ll see a lot of rain rot in the fall and winter, because horses often have heavier coats and are sweating or are turned out and can’t dry themselves off like they can with a short hair coat.”
Sunlight is your friend
Sunlight really does have disinfectant qualities, but they have limitations. Slovis suggests letting brushes dry in sunlight after you’ve cleaned them—but don’t expect sunlight alone to disinfect them.
“Sunlight is good, because a lot of bacteria can’t stand the ultraviolet rays, plus the dryness of the sun,” Slovis explained. “But to really help disinfect a surface, you’d need medical-grade ultraviolet light. And sunlight doesn’t work well on every type of bacteria. If you’re talking about clostridium spores, they can live out forever, because they’re in shells. But bacteria that has already sporulated [formed almost dormant forms of bacteria] and is in a vegetative state, those are easy to kill. So sun by itself is good, but it’s not a cure-all, because it can’t kill everything by itself.”
Water Buckets and Feed Tubs
What to use
“A lot of mold and algae can grow in water buckets, and bleach is usually the best and safest way to disinfect them,” said Slovis. “Wipe the bucket down, use a good scrub brush, and rinse it out. Sometimes you don’t even need a cleaner, just a nice scrub brush to get the debris off. You don’t have to use bleach every time.”
How often?
“Cleaning out water buckets should be a weekly occurrence,” Slovis advised.
Don’t forget pasture troughs
“Those can develop so much algae and debris, and those do need to be cleaned out,” he said. “Sometimes people will ask me if they should put a fish or snails in there, and I would not do that. There’s nothing better than elbow grease.”
Keep the birds away
The cleaning process for feed tubs is the same as for water buckets.
“The main thing is to keep the birds out of your feed buckets,” Slovis said. “Sometimes that’s not always easy, but if the horse goes out, empty the feed bucket to get rid of any leftover bits of food. Or you can put a flake of hay over the top of the feed bucket to act like a cover. That will help prevent the birds from getting in them, because if they do, they’ll defecate in there. They can carry disease easily from place to place.”

How often?
“Cleaning out water buckets and feed tubs should be a weekly occurrence,” Slovis advised.

Stalls
Decreasing the bioburden
“Ideally, any time you move in a new horse to a stall, you should disinfect the stall,” said Slovis. “If the same horse has been in that stall year after year, it doesn’t need much disinfecting, but I would recommend decreasing the bioburden.”

The bioburden is the amount of bacteria living on an unsterilized surface. Your best tools for reducing it? Detergent and muscle.

“Do a good scrub-down of the stall using a lot of elbow grease, with the detergent of your choice in a concentration that produces suds,” Slovis said. “You want to get the dust and organic debri s off the stall. Manure, urine, blood—all of those organic materials can be food sources for bacteria that you don’t want around.”

How often?
“In an ideal world, you’d scrub down a stall in spring and again in fall,” said Slovis.

AMHA
Stallion Service Reports Due Jan. 15
Per the AMHA Registry Rules, if you have bred your stallion to a registered Morgan mare in 2018, you must file a Stallion Service Report. The deadline for these reports is January 15, 2019 and must be postmarked by that date. Those reports not filed on time will be assessed a late fee.

Registry News: Coat Color Testing Fee Reduced
Coat color testing for registered Morgans is now reduced for AMHA members!

Yes, you read correctly, the AMHA Board of Directors, upon request from the Registry Committee, voted to reduce the first coat color test fee for a registered Morgan from $65 to $40 for members and from $150 to $125 for non-members.
The Registry Committee recognizes that other labs provide this service and wants to encourage Morgan owners to do their coat color testing through AMHA. Since the lab verifies the identity of all samples submitted, ensuring the integrity of the Registry, the results can then be included with the horse record. This change went into effect immediately.

In other news, the AMHA Board upon the recommendation of the Registry Committee voted to discontinue offering the Hand Generated Old Style Certificate, effective January 1, 2019. These certificates are hand typed on a bigger, “old style” certificate and are very time consuming to produce. The fee had not been raised since 1999, and there are very few requests received annually.
AMHA Membership Renewals in the Mail




The 2019 AMHA Membership renewals were sent the middle of October.
You'll notice in the top-right hand corner your USEF number. If it is blank, please provide it for us! We are working with the United States Equestrian Federation to include AMHA information on their membership cards. We are pleased that by having both member numbers on one card, it will make it easier for show secretaries! If you do not have a card, USEF will provide one for you with a number.

Premium members also will receive their "premium" stickers, to affix on the outside of your envelopes each time you submit registry transactions. Immediately after renewing, you will be able to print your membership card under the tab "My Account" and then accessing "Print My Membership Card." You will have immediate access to print and/or save a copy of your card. You can email a copy to your trainer or instructor and you'll be done!

Big News for Stallion Owners!
The January/February issue of the official breed journal, The Morgan Horse, has always been known as “The Stallion Issue.” In 2019 it will be rebranded as “The Breeder’s Guide” complete with a Broodmare Hall of Fame, a Sire Rating, a list of breeders of the 2018 world champions as well as breeding features. Our goal is to provide educational information on the topic to inspire and encourage the breeding of Morgan horses.

The following positions will be included on 2019 election ballot distributed to AMHA members in good standing as of December 31, 2018: One regional director for each Eastern, Central, and Western Regions. At the 2019 Annual Meeting, one director from each of the Regions shall be elected to a three-year term.

The San Antonio Stock Show & Rodeo begins on Thursday, February 7 and goes through February 24. If you would like to make plans to attend, tickets are now on sale at San Antonio Rodeo . Many are reporting they are staying an extra day or two in San Antonio to extend their trip and enjoy this spectacular event! If you are arriving Wednesday, you will be able to enjoy the Welcome to San Antonio event and an evening on the Riverwalk. A free shuttle will be provided to and from this world famous waterway!

The 2019 AMHA Convention will take place February 7-9 in San Antonio, Texas, and registration is now open. The event will feature a behind-the-scenes tour of SeaWorld; a day at Dianne and Murphy Lents' Twisted Rose Ranch, former home of the late star, Patrick Swayze; and the first Howard Schatzberg Invitational Golf Tournament. All this, plus our regular informational seminars, instructional clinics, prestigious awards, and other fun activities!
