As 2023 opens, there are quite a few updates regarding history and social studies that educators should be aware of, including information about the California Civics Award, the State Seal of Civic Engagement, and model curricula programs under development by the state. Also, be sure to check out some of the upcoming professional development opportunities such as the annual California Council for the Social Studies conference.

Legislative Updates

The following bill could potentially impact history-social science instruction and is currently under consideration in the California State legislature.


Senate Bill 955 (Leyva), titled Pupil attendance: excused absences: civic or political events, includes as another type of required excused absence an absence for the purpose of a pupil participating in a civic or political event. This bill is in the Assembly Committee on Appropriations.

San Diego County Board of Education Student Members

Current 10th and 11th graders enrolled in San Diego County public schools are invited to submit an application to represent the youth voice across our region as a member of the San Diego County Board of Education for 2022-23. 


Online applications are being accepted now through Feb. 1 on the SDCOE student board member webpage.


In support of the San Diego County Board of Education’s goal of providing equitable opportunities for all students, the board is seeking applicants with diverse backgrounds and experiences. Students with both traditional and non-traditional leadership experiences should be encouraged to apply.


The Board of Education will select five students, one from each board region, who will each serve two months on the governing body. The Board of Education regular meeting is on the second Wednesday of every month and there are occasional special meetings as needed. California State Seal of Civic Engagement

The State Seal of Civic Engagement (SSCE) website has been updated to include statewide data on the 2021-22 insignia request (available from the “Participating LEAs” tab). Data is available for the county, district, and school-site levels. Additionally, the 2022-23 insignia request form will be posted on the SSCE webpage in early 2023.

California Civic Learning Award

The application period for the 2022-23 Civic Learning Award for California public schools opened on Nov. 1. Applications are due by March 31. For 2023, the Civic Learning Awards will honor schools committed to integrating civics campus-wide, promoting positive citizenry inside the classroom and out, and promoting the SSCE. Additionally, the Champion of Civics will continue to honor individuals for their dedication to expanding civics statewide. A committee of representatives from the CDE, the judicial branch, and other business and education leaders will review the applications. Recipients will be announced in the spring of 2023. The application, full list of past award winners, and additional information about this opportunity are on the California Courts website.

Model Curricula

Assembly Bill 167, Chapter 252 (Statutes of 2021) paved the way for the development and maintenance of model curricula relating to the Vietnamese American refugee experience, the Cambodian genocide, Hmong history and cultural studies, and Native American studies. Statute required the CDE to contract with county offices of education to develop model curricula to support these projects. Work began earlier in 2022 and will conclude by September 2025. Civic Learning Micro Professional Development

During the 2022-23 school year, SDCOE is hosting a series of workshops focused on topics in civic learning. Each session features short, 30-minute online presentations that are free to attend. Most sessions are offered early in the morning in order to accommodate varying school start times. Remaining sessions include:

History-Social Science Educators and Leaders Network

History-social science lead teachers, teachers on special assignment, and administrators will form a network to learn about current state and local initiatives and share ideas for implementation. Participants will meet virtually throughout the year. Feel free to participate in the meetings that work for your schedule. Learn more and register for the network

Global Education Forum — March 11

What is global competence? Why do our students need it? What could it look like for a school to be focused on cultivating global competence?


These are the questions we’re exploring across the state in March, and you’re invited!


It’s not a workshop, not a conference, and so much more than an “open house." Join us March 11 at the San Diego County Office of Education to:

  • engage your students in a thought-provoking photo project;
  • experience skill-builders for global competence, which you can immediately bring to your own classroom;
  • get help with building global skills into your own lesson with a trip to the Lesson Lab;
  • explore the story corner from Global Book Bags;
  • preview the film Beyond Zero and discuss ways to bring it to your school for Earth Day (or any day);
  • participate in discussions around the future of global education; and
  • connect with a statewide community of educators committed to global education.

California Council for the Social Studies

The 62nd annual California Council for the Social Studies (CCSS) Conference will be held Feb. 24 to 26 at the Marriott Santa Clara in the city of Santa Clara. The conference theme is “Building Bridges: Past, Present, and Future.” The registration rate for members is $350 and $525 for nonmembers. For more information, visit the CCSS website.

Financial Literacy

On Aug. 18, State Superintendent of Public Instruction Tony Thurmond announced $1.4 million in private funding to assist high schools in delivering financial literacy courses to their students through a public-private partnership with Next Gen Personal Finance (NGPF). NGPF is providing $500 stipends to the first 1,000 California public high school teachers who complete 20 hours of PD with NGPF. Grants are still available. Teachers can register for workshops through NGPF Certification Courses, On-Demand, and Virtual PD pages. Please reach out to NGPF for questions about these stipends. 

The California History-Social Science Project

The California History-Social Science Project resources for educators includes unit and lesson plans, articles, blog posts, and teaching ideas. The resources are aligned to the California History-Social Science Framework and are free to use. 

Judges in the Classroom

Judges in the Classroom pairs a sitting judge with classrooms at all grade levels (K-12 in person and grades 3-12 virtual) to engage in a lesson that teaches students about the judicial branch of government. Requests are now being accepted for the 2022-23 school year. Learn more here

National History Day 

The theme for National History Day in San Diego is Frontiers in History: People, Places, Ideas.


NHD is a year-long national academic competition, similar to a science fair. Students in grades 4-12 choose a topic, conduct research, interpret a connection to the annual theme, and present their work in one of seven media options. Read more here.

Bank of America Student Leaders Internship and Info Session

The Bank of America Student Leaders program provides qualifying high school juniors and seniors with the opportunity to have a paid summer internship that has a focus on serving the community. In addition to an eight-week internship working with a local nonprofit, each student will attend the Student Leaders Summit in July 2023 in Washington, D.C., with travel expenses paid by the program. Programming may move to virtual pending health guidelines. Visit the Bank of America webpage to learn more about the program. The application period closes Jan. 13.


Information Session - Prospective applicants, parents, guardians, and guidance counselors are invited to attend a virtual informational session from 4 to 5 p.m. Dec. 6 to learn more about the application process and program details. The session is free, but registration is required. Access the registration link. The session will be recorded and available for 90 days.
