Parental Leave Approved

With the recent approval of Civil Service Rule 11.36, Louisiana State Civil Service is pleased to announce the release of its new Parental Leave Resources Page. The Parental Leave Resources page is intended to provide classified state employees and human resource professionals with a centralized location of information related to parental leave. This page contains various resources to help best communicate the eligibility and applicability of parental leave rules. The new Parental Leave Resources page includes:

Removal of the Professional Level Exam (PLE) and

the Office Support Exam (OSE) 

State Civil Service will discontinue the use of the Professional Level Exam (PLE) and the Office Support Exam (OSE), effective January 1, 2024. Consequently, the PLE and OSE requirements will be removed from job titles currently utilizing these exams, and State Civil Service will cease administering these tests. Effective January 1, 2024, all agencies will have access to the SCS Hiring Framework, an innovative, research-based suite of structured recruiting and hiring tools, designed to help agencies enhance the evaluation of an applicant’s knowledge, skills, and abilities.

SCS Releases Hiring Framework

State Civil Service is pleased to announce the release of the SCS Hiring Framework, an innovative, research-based suite of structured recruiting and hiring tools, designed to help agencies enhance the evaluation of an applicant’s knowledge, skills, and abilities. The hiring framework is aimed at ensuring a transparent and efficient process for the recruitment and selection of candidates statewide. By utilizing the SCS Competency Model, this framework aligns with our commitment to fostering a skilled and dedicated workforce that serves the citizens of our state with excellence. 


In our rapidly evolving job market, the SCS Hiring Framework modernizes state hiring processes by guiding agencies with a structured and systematic approach to job analysis and role definition, sourcing and attraction of applicants, application screening, assessment and evaluation of applicants, and data-based decision making in six simple steps that are certain to unlock talent acquisition potential through precision.

Excellent Compliance Audits

State Civil Service would like to commend Teachers’ Retirement System of Louisiana for a perfect Compliance Audit. This agency achieved 100% compliance in all categories audited. 


Raymond Laborde Correctional Center, Department of Corrections-Prison Enterprises, and Department of Transportation and Development are also to be commended for an excellent Compliance Audit. These agencies achieved 90% compliance or higher in all categories audited, had no areas of concern, and no major rule violations. 


The results received by these agencies show the value and importance of excellence they place on Civil Service rule compliance. They are to be commended for a job well done!

  • December 25 & 26, 2023 - Christmas Holiday
  • January 1 & 2, 2024 - New Years Holiday
  • January 8, 2024 - Inauguration Day Holiday (Baton Rouge Only)
  • January 15, 2024 - Martin Luther King, Jr. Holiday


There will be no testing on these days.
