"Every Day for Every Citizen" Video Receives the
NASPE Eva N. Santos Communications Award

The 2019 Eva N. Santos Communication Award was given to the department for the
Every Day for Every Citizen – A Louisiana Pop-Up Video
. The Pop-Up Video follows the morning routine of a Louisiana citizen, depicting how she encounters numerous services provided by multiple State Agencies and how those services impact and enrich all of our lives daily. The concept emphasizes that state employees really do work hard every day, for every citizen.
“By taking a more practical look, we wanted to show the citizens of Louisiana exactly how an engaged, diverse and productive workforce of state employees work hard daily to provide them with a variety of quality services,” said Byron P. Decoteau, Jr. “To be recognized by NASPE shows our commitment to innovation in Louisiana State government,” he added.
Louisiana State Civil Service was honored at the association’s Annual Awards Banquet on Tuesday, July 23, during NASPE’s 2019 Annual Meeting in Indianapolis, Indiana.
NASPE was established in 1976 to enhance communication and the exchange of information among state personnel executives. NASPE’s mission is to provide a national leadership forum to advance state government human resources through the exchange of best practices, strategies and solutions. The association strives to be recognized as the authority on state government human resource issues.

OGB Annual Enrollment: What You Need to Know

Annual Enrollment for the 2020 plan year is right around the corner. The Office of Group Benefits (OGB) would like to update you on a few changes you will need to know going into annual enrollment this year.
The ever changing costs of healthcare requires OGB to occasionally make changes to our health plans in order to continue to provide our members with the coverage they are accustomed to. Therefore, effective January 1, 2020, premium rates for the Pelican and Magnolia plans will increase by five percent. Vantage Health Plan also will raise their rates by five percent. A copy of the premium rates for plan year 2020 can be found on our website,

To help offset that increase, members enrolled in the Pelican HRA1000, Magnolia Local Plus, Magnolia Local and Magnolia Open Access plans now have the option to receive primary care through Access2day Health, at no cost to the member. No copays, no coinsurance, no deductible, no appointment necessary. More information on Access2day Health can be found on our website,

Prior to annual enrollment, OGB is requesting members to double check the mailing address OGB has on file for them. Having the correct mailing address is important as our plan providers (BCBS, Vantage, Access2Day Health, Discovery Benefits and MedImpact) receive member contact information from OGB. If OGB does not have the correct address, this could delay the member receiving membership cards or other communications from their health plan. Please take a moment to go into LEO and verify your address. If you do not have access to LEO, check with HR to ensure your information is correct.
In an effort to keep costs low, annual enrollment guides will only be mailed to retirees this year. Active employees may view the annual enrollment guide online at the OGB Annual Enrollment website,
www.annualenrollment.groupbenefits.org/
. You will also find more information about plan options, meeting schedules and frequently asked questions. OGB encourages members to print out a copy of the guide and bring it with you to one of the annual enrollment meetings being held across the state during the month of October. Excellent Resources Program Evaluations
|
|
State Civil Service would like to commend
Southeastern Louisiana University
and
Louisiana Department of State
for the excellent Human Resources Program Evaluations recently conducted by their Accountability Division. The evaluations conducted at these agencies contained high compliance percentages and minimal deficiencies. The evaluation reports received by these agencies show the value and importance of excellence they place on human resources management in state government. It is rarely an easy task to receive this type of report as agencies face the many complex challenges in human resources.

October is National Disability Employment Awareness Month
|
- Create a display — NDEAM is a great time to freshen up bulletin boards in break areas or other locations that employees frequent by posting positive messages about your company's commitment to a disability inclusive workforce. Start by putting up this year's NDEAM poster, which is available in both English and Spanish. Additional display materials include the "What Can YOU Do?" poster series.
- Publish articles — NDEAM offers timely and fresh content for an employee newsletter or internal website. Articles could address a range of topics, such as general information about the company's commitment to an inclusive workplace, the process for requesting reasonable accommodations, or perhaps recognizing the contributions of employees with disabilities — either in general or on an individual level. Alternatively, or in addition, your company's top executive could issue a message to all employees recognizing NDEAM.

Participate With Training
|
State Civil Service has created two CPTP web-based trainings (available on LEO) in conjunction with the State as a Model Employer (SAME) task force to help improve hiring, recruitment and retention of people with disabilities.
Both courses can be found in LEO by typing “Disability” in the Find box on your My Training page.
CPTP Disability Awareness WBT
Knowing that a person has a disability may lead us to assume that the person is unable to perform a job or task effectively. This is a false narrative. As state employees, it is our responsibility to create an inclusive workplace, free from judgment and fear. This course will help you identify your role in creating a work environment where everyone is valued and people with disabilities are appreciated.
CPTP Disability Etiquette WBT
What is not familiar is uncomfortable. We shouldn't feel awkward or embarrassed when we are around people with disabilities. This course will show you strategies to create an inclusive and friendly environment, where everyone feels welcome and valued.
