Some important items to keep in mind:
M-20-11 is very narrow in scope and relates to research related and emergency response projects only, while M-20-17 relates to all types of grants that are impacted by loss of operations.
Federal awarding agencies do not have to follow the OMB relief guidelines; federal agencies can decide which parts of each memo to implement. Be sure to check with your federal awarding agencies directly for their guidance and to confirm if they are following all (or parts) of the OMB memos.
