Statewide Grant Manager's Group Update
Welcome to the new Statewide Grant Manager's Group (SWGMG) newsletter! We have several exciting updates to share with the grant community!

For those of you that are new to SWGMG, we'd like to take this opportunity to welcome you and share with you what this group is about. We started SWGMG in the spring of 2016 as a forum for grant managers across all state agencies and departments to come together to discuss grant related topics, as well as share and collaborate on best practices in grant management. SWGMG is open to ALL grant managers, including those that handle programmatic, financial, and administrative duties. Our goal is to meet quarterly and each meeting provides updates on issues facing grant managers, including topics such as OMB Guidance, Office of the State Controller policy updates, and CORE Grantee. We also have a main presentation and/or training at each meeting. Previous presentation topics have included Internal Controls, Subrecipient Monitoring, Financial Risk Assessments, and 2 CFR 200. If you haven't been to a meeting, we'd love to meet you in 2019!

Speaking of the 2019 meetings, we are excited to announce that SWGMG meetings will be available via video-conferencing for the first time! We've heard from many of you that it's difficult to join us in person because of schedules or distance and we've taken that to heart! While the meeting dates are set (see below), we are still working to nail down meeting locations for those that will join us in person. We will provide details on how to access the meetings virtually as we get closer to the February 20th meeting.

One final note on the 2019 SWGMG meetings: we are moving the meetings to the third Wednesday of the month in order to accomodate schedules. Several agencies had long-standing meeting conflicts with the second Wednesday of the month.
New Grant Website Launched!
We are excited to announce that our website is finally complete! The website is a great place to find grant-related policies issued by the Office of the State Controller, materials from past SWGMG meetings, CORE Grantee job aids, and so much more!

We Want To Visit You!
In an effort to better understand issues facing grant managers, we will be scheduling department visits during the first quarter of 2019. This will help us reach a broader group of grant managers as well as discuss issues that may be unique to each individual department or agency. This outreach effort will help us guide the future of SWGMG, our meetings, and future training opportunities. We will begin reaching out to each department/agency in early December and will work with everyone to plan a meeting that best fits the needs of your agency.
OSC Grant Related Updates
OSC Contract and Grant Forms
The Central Contracts Unit (CCU) at OSC recently updated all model contract and grant templates to reflect changes created by recent legislation and the new Fiscal Rules that went into effect on November 1st. We'll provide an update to the changes at the February SWGMG meeting.

Contract Management System (CMS)
The OSC recently convened a working group to review and make recommendations regarding CMS-related documents, forms, system fields, guidance, and processes. The group reviewed changes to the statutory requirements as a result of the Procurement Code Modernization Act. One of the recommendations put forth by the working group was to eliminate entry of grant agreements in CMS irrespective of the grant's funding source. Recommendations have been submitted to the State Controller for review and/or approval. We will keep you posted as to when and if these recommendations are approved and provide detailed information at the February 2019 SWGMG meeting.
OSC Competition Requirements for Grants Policy
In 2017 the OSC issued the policy to provide guidance and direction regarding the classification of Grants and Contracts, competition requirements for Grants, the applicability of Office of Management and Budget (OMB) Uniform Guidance, Colorado's Procurement Code and the relationship between the OMB Uniform Guidance and the Procurement Code.

The Grants Policy is currently being revised to clarify language regarding delegation hierarchy for grants. Proposed revisions will be available for department review before the changes are adopted.

CORE Grant Management Updates
CORE Grantee (Incoming Grants Module)
While there is a change in administration looming, please continue to submit all competitive grant applications to the Governor's Office for review and approval until we communicate with you if and when that policy changes. We are actively working with the current administration regarding the transition and will pass along information as it becomes available.
CORE Grantor (Outgoing Grants Module)
Many of you are aware of the delay in the implementation of the Outgoing Grants Module. While DPA continues to move forward with a plan to implement an outgoing grant module, we currently do not have a firm timeline.

In the meantime, agencies can procure interim grant management solutions during this delay although once the outgoing grant module is rolled out, these solutions will no longer be supported. At that time agencies will need to migrate to the outgoing grant management solution implemented by DPA. Further details will be discussed at the February 2019 meeting.
