We Have an App for That!

To improve customer service and better respond to resident requests, the City has partnered with GoGov to launch the My San Fernando mobile phone app! 


The My San Fernando app will be the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

Senate Bill 1383 mandates separating organics (green and food waste) into the green bin.


Free kitchen pails approved by the City Council are available per household via Republic Services during counter hours: Monday, Wednesday, and Thursday from 12 pm – 4 pm.

Recreation Scholarship Program

The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.


To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit:

Mission City Baseball

The Mission City Baseball Spring Season is here! Opening Day was on Saturday, March 2, 2024, at Las Palmas Park. The event was well attended with families eager to get the season going. All in attendance enjoyed the parade, great food, and a variety of fun activities. This is a great introductory program to the sport with just enough competition to encourage development and foster growth for all experience levels. 

Youth Basketball

The 2024 Youth Basketball Winter Season is underway, serving over 100 participants between the ages of 7 to 15. Catch all the action on Saturday mornings now through mid-March 2024, at Recreation Park, from 9 am to 2 pm.

Adult CoEd Softball

The Adult CoEd Softball Spring Season has begun with six registered teams. Games are played every Tuesday nights at the new field at San Fernando Recreation Park, from February 2024 through May 2024.

Open Gym Pickle Pall

Open Gym Pickle Ball will continue through March 2024, at Las Palmas Park, every Tuesday night, from 6 pm to 9 pm. All equipment is available at the park. Come learn and make new friends through this growing sport.

3 Wins Fitness San Fernando

3 Wins Fitness is back at Recreation Park! If you are looking to ease into a fitness program that offers great instruction and an encouraging environment then join the team on Monday, Wednesday and Fridays, at 8:15am for this free program. Registration and assessment is conducted on site.

Teens for a Better Community

At the February 21, 2024 Teens for a Better Community meeting, 16 high school students gathered for an evening filled with paint, pizza, and camaraderie. The evening began with a mental health check-in, where each teen expressed their feelings using words like happy, stressed, tired, and joyful. With canvas and acrylic paint at their disposal, the teens tapped into their creativity, transforming emotions into stunning artwork. Additionally, they had the opportunity for one-on-one check-ins with the City's Social Services Coordinator to discuss their experiences with school and home life, ensuring personalized support and resources. Wrapping up, the group shared the stories behind their paintings, fostering deeper connections and understanding.

TUTCINT YOUTH EMPOWERMENT PROGRAM

Pukúu Cultural Community Services mission is to invest in sustainable programs that bridge and improve opportunities for American Indians with culturally-based community services now and for future generations. Members of the Fernandeño Tataviam Band of Mission Indians, the Tribal Nation of northern Los Angeles County, formed Pukúu in 1971 to better the lives of their people. With their heritage-enhanced knowledge they believe in every person achieving their fullest potential and improving their quality of life within their inter-tribal community. 

 

Pukúu has operated Tutčint Programs since 2019. Founded through a collaboration with the City of San Fernando and the Fernandeño Tataviam Band of Mission Indians (FTBMI), Tutčint provides services to Native American and Indigenous youth ages 12 to 17- years old. 

 

The Tutčint Youth Empowerment Program has three goals: 

 

  1. Increase Cultural Competency, 
  2. Risk reduction, and 
  3. Improve Academic Success. 

 

This program offers services for students ages 12 to 17 years, including group workshops, cultural education and enrichment, academic support, and an opportunity for students to learn leadership skills. Tutčint's Continuum of Services provides direct and indirect services to each individual Youth, Family, and Community. Tutčint aims to create social justice leaders by reclaiming their Indigenous Knowledges and focusing on the holistic approach to well-being.


This community-led Indigenous youth model is founded by the concept that justice begins with healing Historical Trauma. Tutčint Youth Empowerment supports youth development, healing, and provides a rite of passage, which Indigenous Peoples use to mark maturity. Tutčint's Cohort 9 recently had their rite of passage ceremony in early February 2024, and now their program is moving into Cohort 10. Tutčint is grateful to the City for the support and space to host youth activities out of Las Palmas Park. 

 

Student Success Story: 

“Something the Tutcint program has taught me is to be respectful to others and to be respectful with Mother Earth and take care of it. What I like about the program is that everybody is very respectful and there is a sense of fellowship with all the people in the program. For example, when we went on a camping trip everybody got along with each other and worked as a team to ensure everyone had a great time. Furthermore, I have learned about how drugs impact your life and how vaping and smoking are very bad for your health. I have also learned how to make healthy food choices and how yoga is necessary for your mental health. The Tutcint program has impacted my life greatly and it has been a pleasure to be a part of this program. “

 

Parent Success Story: 

“El impacto que yo he mirado que a hecho el programa en mi hijo ha sido bueno. Él está muy contento do participar en el programa Tutcint por que ahí les enseñan como respetar y cuidar la tierra donde vivimos. Veo que todos los compañeros se llevan bien y en cada presentacion que dan aprenden algo diferente, por ejemplo a cocinar saludable, a relajarse, y les permite aprender cosas nuevas en vez de pasar tanto tiempo en el telefono. He visto como se le a ido quitando un poco tímido cuando tienen que presentarse o hablar en público. Estamos muy contentos con el programa y gracias a ustedes por su dedicacion hacia nuestros jovenes. En el futuro, quizá nuestros jóvenes puedan ser unos lideres para nuestra comunidad y lo que ellos aprendan aquí lo pasen a futuras generaciones.”

Food Distributions

The City of San Fernando has been working diligently to address the issue of food insecurity. Recent efforts include visiting North Valley Caring Services, where staff toured the site to gain insights into the logistics to potentially run a dry food pantry in one of the City's parks. Staff hours will also have to be considered if the City moves forward with this goal. Additionally, the City has created a food distribution calendar that will be shared with the public, indicating where individuals can pick up food all days of the week. This initiative helps to keep the residents informed and aware of the available resources that can help them meet their food needs. Furthermore, the City has been proactive in calling all local resources to ensure that all the information they share is up to date and accurate. This shows their dedication to providing the community with reliable and timely information that can help them access food assistance when needed. The City is making significant strides in ensuring that residents have access to the necessary resources to meet their basic needs.

Senior Programs

SENIOR MEALS

In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information. 


LOS ANGELES REGIONAL FOOD BANK

The Regional Food Bank monthly distribution was held on March 4, 2024, at Las Palmas Park, from 9:00 am to 11:00 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will held on April 1, 2024. LA AMISTAD CAFE

In partnering with Optum, Las Palmas Park hosted a café social on February 14, 2024. Seniors enjoyed a great cup of coffee or tea prepared by a barista, delicious pastries, lounge music, and fund photo booth. This was a great way to celebrate friendship and love on this Valentine’s Day.

MONTHLY BIRTHDAY CELEBRATION

Join in the monthly birthday celebration at Las Palmas Park! Stop by the park on the first Wednesday of the month and enjoy coffee, tea, and yummy birthday cake, courtesy of Pink Tree Insurance.

MONTHLY MATINEE

Enjoy a nice afternoon at the Monthly Matinee program featuring one of many great films at Las Palmas Park. Every first Thursday of the month at 12pm, the matinee program is open to the public and invites you to sit down, relax and enjoy a family friendly film.     

 

PLATICAS DE LA VIDA CON CAFÉ

In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. Classes are in held in Spanish. The next session is scheduled for March 21, 2024, at 9 am.

SATURDAY, FEBRUARY 3, 2024; 9:30 AM

A SFPD Officer responded to a report of a male and female arguing in the front yard of a residence in the 500 block of Orange Grove Avenue. Following an investigation, both subjects were arrested for domestic battery.


SUNDAY, FEBRUARY 4, 2024; APPROXIMATELY 5:00 AM

The SFPD responded to a possible burglary at The Home Depot, where they discovered tampering with propane storage containers. Two individuals were detained, and a subsequent search of a nearby vehicle revealed multiple guns and a homemade explosive device. Due to the danger, the LA Sheriff's Department Bomb Squad safely disposed of the explosive. Both suspects were arrested on charges including possession of firearms and ammunition by a felon, conspiracy to make an explosive device, and commercial burglary.


MONDAY, FEBRUARY 5, 2024; APPROXIMATELY 9:30 AM

SFPD Officers responded to an unconscious male in the 600 block of Hewitt Street. Despite administering aid including CPR, defibrillation, and Narcan, the individual was pronounced deceased at 10:00 AM. No foul play was suspected, as the subject had a history of health issues, confirmed by family. SFPD concluded the investigation, coordinated with the LA Coroner’s Office, and supported the deceased's family.


MONDAY, FEBRUARY 5, 2024; APPROXIMATELY 11:15 PM

An SFPD Officer witnessed a man jumping a fence onto Santa Rosa Church property and detained him for investigation. The individual admitted to fleeing from his ex-girlfriend's house upon seeing the police car. Upon further inquiry, it was found that the man had a Domestic Violence Restraining Order against him, prohibiting him from being near the protected party's residence. Consequently, he was arrested for violating the restraining order and for possession of methamphetamine.


TUESDAY, FEBRUARY 6, 2024; APPROXIMATELY 3:20 PM

SFPD officers responded to a domestic disturbance in the 100 block of N. Maclay Avenue. During the investigation, a female reported her ex-boyfriend had a firearm. Upon searching, Officers found a black semi-automatic firearm in the male subject's pocket. When additional officers arrived, the subject tried to flee but was caught. He was arrested for felon in possession of a firearm, carrying a loaded firearm as an unregistered person, and resisting arrest.


WEDNESDAY, FEBRUARY 7, 2024; APPROXIMATELY 5:20 PM

SFPD Officers were responded to a scene where a male was attempting to stab a female at Hollister Street and Wolfskill Avenue. The victim reported the suspect fled towards the 700 block of Coronel Street. Officers found the suspect on a bicycle and instructed him to halt. He discarded a knife and attempted to escape, but officers apprehended him. The suspect was arrested for assault with a deadly weapon. One victim received treatment from LAFD for back pain sustained during the altercation.


SUNDAY, FEBRUARY 11, 2024; APPROXIMATELY 4:34 PM

SFPD Officers responded to an overdose report of a man in the 500 block of N. Lazard Street. Upon arrival, Officers found a male slumped over in a vehicle, reportedly having used an unknown narcotic. Officers promptly administered Narcan and CPR. With a second Narcan dose, the subject started breathing again. LAFD arrived, provided intravenous Narcan, and transported him to the hospital for additional care.


THURSDAY, FEBRUARY 15, 2024; APPROXIMATELY 3:30 PM

An SFPD Officer responded to a report of a subject sleeping behind the steering wheel of a vehicle in the 1900 block of Glenoaks Boulevard. Following an investigation, the driver was arrested for possession of a controlled substance and his vehicle was impounded.


THURSDAY, FEBRUARY 22, 2024; APPROXIMATELY 9:30 PM

SFPD Officers responded to a report of a shoplifter at the CVS on San Fernando Road. The female subject had consumed a bottle of liquor while in the store and attempted to leave with bags full of store merchandise. The subject was speaking incoherently, and became irate when contacted by Officers. LAFD responded, sedated the subject and transported her to a local hospital. The subject was also cited for shoplifting.

Neighborhood Watch Meeting

A special Neighborhood Watch meeting was held on Friday, February 23, 2024, with residents in the area of Leach Street and Eighth Street. Topics of discussion included outreach for people experiencing homelessness, traffic and parking complaints in the area, and other quality of life issues.


The next regular Neighborhood Watch meeting is scheduled for Wednesday, March 20, 2024, at 6 pm, in the Council Chambers.

Downtown Master Plan

The City of San Fernando is developing the Downtown Master Plan. Identified as one of the priorities in the City’s 2022-2027 Strategic Goals, the Downtown Master Plan will help guide the future development and revitalization of the City’s historic downtown area, which encompasses approximately 60 city blocks or 185 acres around San Fernando Road and Maclay Avenue. 

 

While the City’s ultimate goal is to facilitate the long-term success of Downtown San Fernando as a thriving, vibrant, and resilient destination for both locals and visitors, the objectives of this planning effort will be to:


  • Study Downtown San Fernando;
  • Engage the San Fernando community;
  • Develop a community-driven vision for Downtown San Fernando; and
  • Recommend strategies for how to implement the community’s vision.

Homeless Connect Day

The City of San Fernando, in partnership with LA Family Housing, will host a Homeless Connect Day on Thursday, March 21, 2024, from 9 am to 1 pm, Las Palmas Park.


This collaborative event aims to bring together the City, County of Los Angeles, and local non-profit agencies in the San Fernando Valley area to provide free one-stop services to families and individuals experiencing homelessness. If you or anyone you know is experiencing homelessness, we invite you to attend the Connect Day!

Empowering Student Advocacy: Housing Summit

On February 21, 2024, staff had the privilege of attending a housing summit organized by the dedicated students of CCLA ArTES High School.


During this insightful event, student advocates showcased their awareness of the unhoused student population within the community and district. They passionately shared their findings and proposed innovative solutions to address this crisis, including the creative use of vacant LAUSD properties for housing.


The summit served as a platform for collaboration, bringing together student activists, school counselors, City staff, and representatives from LAUSD. It was truly inspiring to witness the passion and commitment of these young advocates towards finding meaningful solutions to support their unhoused peers.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program

Are you dreaming of owning a home?


Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.


To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.


This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.

  • First-time homebuyers living in Los Angeles County.
  • Residents with low to moderate income.
  • Residents living in high-/highest-need areas.

Outreach for Individuals Experiencing Homelessness

To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

First-Time Homebuyers Loan Program

San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

Rain Storm Update from City Maintenance Workers

To prepare for the recent rainstorms, Public Works diligently performed additional work on City sewer systems and cleared debris from roofs. Additionally, to minimize claims and prevent potential tree limb hazards, Operations increased trimming efforts and is proactively removing diseased or problematic trees.

Traffic Signal Modification - Nine Locations Highway Safety Improvement Project

The City awarded a contract on February 20, 2024, to Alfaro Communications Construction, Inc. for the construction of traffic signal modifications at the nine intersections along the railroad corridor. Construction is expected to begin in August 2024 and be completed in November 2024.

Infiltration Project at Recreation Park

The infiltration project at Recreation Park has been effective, particularly during recent rainstorms. The system has reached capacity, prompting the infiltration gates to close and divert water onto the normal storm drain. Once the water percolates into the ground, the gates immediately reopen to continue receiving water. While the SCADA system controlling the gates has generally performed well.

Online Permit Counter

The Public Works Department now has an Online Permit Counter! 


Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Navigating the Rainy Season

As we step into the New Year, it's important to be mindful that the rainy season is still in full swing until Spring. During this period, heavy rains and high winds are expected, and all residents need to be prepared for these weather conditions.


Winds have the potential to cause damage by toppling various items and dispersing debris that was not properly disposed of. This debris may find its way into storm drains and local waterways. The accumulation of litter and debris in drains, coupled with increased rainfall, raises the concern of potential flooding and transport of pollutants. Trash can also reach our waterways without passing through the storm drain system. Wind can lift debris and transport it to our local lakes and creeks. Despite these challenges, there are several proactive measures we can take to safeguard our waterways.


Let's work together to ensure the safety and resilience of our community during this rainy season.


Take Action!


  • Check your local weather regularly for adverse weather conditions such as strong wind and rain.
  • Secure your trash bins to prevent them from falling over with wind.
  • Ensure your trash bins are closed or covered at all times.
  • Inspect your lawn and outdoor areas for any trash or debris and properly dispose of it.
  • Sweep dirt out of curbs and into landscaping to prevent it from entering storm drains.
  • Always pick up after your pet.
  • Do not apply fertilizers before a rain event or within
  • 5 feet of pavement
  • 25 feet of a storm drain
  • 50 feet of a water body

Extended California Water and Wastewater Arrearage Payment Program

The City of San Fernando has received $482,581 from the Extended California Water and Wastewater Arrearage Payment Program to cover unpaid water and wastewater fees from June 16, 2021 to December 31, 2022. These funds were provided through funding from the State Water Resources Control Board using Federal American Rescue Plan Act.


A letter has been issued to all qualified accounts which have been credited for the authorized grant period.

New Water Rates

Beginning January 1, 2024, water and sewer rates will be increasing, as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025. 


February 2024 and March 2024 bills will be prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.

Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.


AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.


In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).

STATE UTILITY PROGRAMS


Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify.​ ​​LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil.​ In addition to help with paying ​​your energy bill, LIHEAP can also provide in-home weatherization services. UTILITY COMPANY PROGRAMS


Southern California Edison (SCE) offers a variety of programs, tools, incentives, and rebates designed to help reduce energy usage and control energy costs. Assistance up to $200 for one-time bill assistance is available through the SCE Energy Assistance Fund (EAF). Ongoing bill discounts are also available on monthly bills through the Family Electric Rate Assistance (FERA) programs or California Alternate Rates for Energy (CARE) programs. SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially.
