Veteran Recognition Program

The City of San Fernando is happy to announce that applications for the Veteran Banner Program are now being accepted. Families can honor the heroic service of their loved ones by participating in this program which displays banners throughout Maclay Avenue and Truman Street. These banners showcase the service and dedication of veterans in the community. Banners will be displayed beginning in May of 2025 through November of 2025. This program is a testament to the City’s deep appreciation and respect for the many sacrifices made by our local veterans and their families.

CSUN VITA Clinic

This Free Income Tax Preparation Program is back at Las Palmas Park from January 2025 through April 2025. Professionally trained volunteers can prepare and electronically file your federal and state income tax returns. at various sites, including Las Palmas Park.

Town Hall Meeting On How The City Manages Your Tax Dollars

The City will be hosting its biannual Local Transaction Tax Town Meeting on Monday, March 24, 2025, at 6:30pm, in the City Hall Council Chambers. Virtual options to participate in the meeting will also be available and emailed comments for feedback will be accepted.


The City Council established Measure A & Measure SF Town Hall meetings as an additional avenue for the community to receive important information on the City transaction tax and provide a forum to ask questions to staff and provide feedback to City Councilmembers.  A Frequently Asked Questions area is also available on the City's website that provides additional detail on the background and use of Local Transaction Tax revenue.

Pioneer Park Playground Grand Opening

The Pioneer Park Playground Grand Reopening took place on February 8, 2025, at Pioneer Park, located at 828 Harding Ave. Mayor Mendoza, Councilmember Garcia, and members of the Education Commission and Parks, Wellness, and Recreation Commission attended the event. Over 30 parents and children participated in celebrating the revitalized space. The City hosted a booth providing information on local resources and programs, as well as distributing healthy snacks and water. Families and children explored and enjoyed the new playground. The event fostered a sense of community and highlighted the City’s commitment to wellness and recreation. The reopening marked a successful effort to enhance public spaces for community members.

Teens for a Better Community

Teens for a Better Community (TBC) holds group meetings to discuss programs, brainstorming sessions, and volunteer opportunities. Snacks and refreshments are provided. After School Teen Program

The After School Teen Program is going strong! The program offers early open gym for teens only, a game room with Playstation 5, foosball, a ping pong table, board games, as well as homework assistance and school supplies. The program operates Monday through Friday, from 3 pm to 6 pm at San Fernando Recreation Park located at 208 Park Ave. For more information, please call (818) 898-1290.

Lopez Adobe Tours

Tours of the Lopez Adobe have resumed. The yearly tour calendar will be available soon. For private or special tour requests, please call the Recreation and Community Services Department office at (818) 898-1290.

Fields Closed for Maintenance

Baseball fields at all City parks have been closed for annual maintenance for the past two months. Programming and permit processing will resume in early March. The Recreation and Community Services Department thanks the community for their patience and understanding during the maintenance period.

Volunteer Coaches Needed

The Recreation and Community Services Department is always on the lookout for volunteer coaches for the sports programs. For the safety of participants and volunteers, interested individuals must undergo a background check (covered by the City) and complete online sport-specific trainings prior to being assigned. Volunteers also receive registration discounts, applied to account once all requirements are met. For more information on how to become a volunteer call (818) 898-1290.

Youth Basketball Winter Season

The Youth Basketball Winter session is in full swing through April 5, 2025. Over 100 children ages 7-16 are currently registered in this program which operates out of Recreation Park. Registrations will remain open until all divisions are at capacity.

New Class Alert! Electro Dance

Discover the electrifying world of Electro Dance, a high-energy street dance style that blends a medley of influences like industrial dance, hip-hop, popping, locking, disco, voguing, and whacking. Characterized by its frenetic arm movements, freehand flow, and geometric precision, this style also incorporates shuffling footwork and hip-hop-inspired toprock for a unique, dynamic expression. Paired with pulsating electro house and hardstyle beats, the dance captivates audiences with its original yet rhythmic vibe.


ArmTalx will provide free workshops at Recreation Park from March 2025 through June 2025. Stop by and explore this exhilarating dance form, connect with its vibrant history, and learn to express yourself through its signature moves! Open to individuals 14 years of age and older. No prior experience necessary.

Senior Programs

LA AMISTAD CAFE

Las Palmas Park held a lovely Amistad Café event on Friday, February 14, 2025, to celebrate Valentine’s Day for the senior community. Seniors enjoyed their favorite cup of tea, coffee, and delicious pastries, while catching up with friends. Participants were delighted with the talented barista taking specialty orders for all. It was truly an event to celebrate friendship and camaraderie.

SENIOR NUTRITION PROGRAM

In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information.


LOS ANGELES REGIONAL FOOD BANK

The Regional Food Bank monthly distribution was held on March 3, 2025, at Las Palmas Park, from 9 am to 11 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will be held on April 7, 2025. PLATICAS DE LA VIDA CON CAFÉ

In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. Classes are held in Spanish on the second and fourth Thursday of the month at 9:00 am. DOC TALK WORKSHOP

Las Palmas Park continues to host the very popular monthly Doc Talk workshops to discuss a variety of issues related to senior health. These workshops provide lecture and a Q&A session with a medical professional. Topics include information on Medicare, Medications, and Diabetes. The next workshop is scheduled on Wednesday, March 26, 2025, and will discuss the topic of Weight Management and Healthy Lifestyle. LAS PALMAS SENIOR CLUB NEWS

  • The Monthly Senior Dance will be held on Saturday, March 15, 2025, at Las Palmas Park. Enjoy live music in celebration of St. Patrick’s Day. Doors open at 7:00 pm. Ticket prices are $15 for members and $25 for non-members. The next Senior Dance is scheduled on Saturday, April 26, 2025 to celebrate the season of spring. SFPD officers conducted a traffic stop in the area of Hubbard Avenue and Truman Street. They subsequently arrested a male subject for possession of methamphetamine and a sexual assault warrant.

 

WEDNESDAY, FEBRUARY 5, 2025, APPROXIMATELY 12:20 PM

SFPD officers responded to a student walkout in the 1000 Block of Arroyo Ave. Command staff and detectives assisted in monitoring the crowd and ensuring safe passage to San Fernando City Hall and back to Cesar Chavez Learning Academy. Additional patrols and Area C officers were called to help with crowd control.

 

WEDNESDAY, FEBRUARY 5, 2025, APPROXIMATELY 5:40 PM

SFPD officers responded to a report of a family disturbance in the 600 Block of Workman Street. They arrested a male subject for battery.

 

FRIDAY, FEBRUARY 7, 2025, STARTING APPROXIMATELY 8:00 AM

SFPD and Public Works personnel responded to a planned protest/school walkout at Cesar Chavez Learning Academy. SFPD officers escorted various student groups throughout the City and continued escorting them until they entered Los Angeles City limits.

 

FRIDAY, FEBRUARY 7, 2025, APPROXIMATELY 4:00 PM

An SFPD officer responded to a Flock camera alert of a stolen vehicle, locating it near Park Ave and Library St. Additional officers assisted, and a male suspect was arrested for failing to return a rented vehicle and a having a misdemeanor warrant issued.


SATURDAY, FEBRUARY 8, 2025, APPROXIMATELY 5:15 PM

SFPD officers responded to a report of a possible shoplifter at Home Depot. Officers detained the subject and, following an investigation, arrested the subject for an outstanding warrant from the Pasadena Police Department.


SATURDAY, FEBRUARY 8, 2025, APPROXIMATELY 11:45 PM

An SFPD officer responded to a Flock notification of a stolen vehicle traveling in the area of North Maclay Avenue and Glenoaks Boulevard. The officer located the vehicle in the 900 Block of Macneil Street, contacted the driver, and arrested him for receiving stolen property.

 

SUNDAY, FEBRUARY 9, 2025, APPROXIMATELY 10:30 PM

An SFPD officer responded to a family dispute in the 600 Block of North Workman Avenue. Following an investigation, the officer arrested an adult male for assault and battery.


TUESDAY, FEBRUARY 11, 2025, APPROXIMATELY 2:00 AM

SFPD officers conducted a traffic enforcement stop of a vehicle in the area of Fifth Street and Hagar Street. Two occupants of the vehicle were arrested for possession of narcotics and the driver was also cited for driving without a license.

 

WEDNESDAY, FEBRUARY 12, 2025, APPROXIMATELY 8:30 AM

SFPD officers conducted a traffic enforcement stop in the area of South Maclay Avenue and Pico Street. They arrested a male subject for two outstanding LAPD warrants.

 

WEDNESDAY, FEBRUARY 12, 2025, APPROXIMATELY 12:35 PM

An SFPD officer responded to an electronic report of a suspected child abuse in the 1200 Block of Glenoaks Boulevard. Following an investigation, he arrested a female subject for child endangerment.

 

FRIDAY, FEBRUARY 14, 2025, APPROXIMATELY 11:00 PM

An SFPD officer conducted a traffic enforcement stop in the area of San Fernando Road and Hubbard Avenue. The driver was subsequently arrested for driving without a license, possession of methamphetamine, possession of drug paraphernalia, identity theft, and credit card theft. The vehicle’s passenger was arrested for an outstanding warrant.

 

TUESDAY, FEBRUARY 18, 2025 AROUND 4:00 AM

While on patrol, an SFPD officer observed black smoke coming from a structure in the 900 block of Maclay Avenue. The officer contacted LAFD and coordinated traffic units. LAFD arrived on scene and handled the incident to conclusion.

 

THURSDAY, FEBRUARY 20, 2025, APPROXIMATELY 1:15 AM

SFPD officers responded to a report of a possible violation of a restraining order in the 200 Block of Fermoore Street. Officers contacted and detained the subject and, following an investigation, arrested the subject for an outstanding warrant.

 

THURSDAY, FEBRUARY 20, 2025, APPROXIMATELY 9:50 AM

An SFPD officer observed a driver talking on her cell phone while driving and conducted a traffic enforcement stop in the area of South Maclay Avenue and Truman Street. Following an investigation, the officer issued the driver a citation for driving with a suspended driver’s license and using a cell phone while driving.

The Community Academy meeting was held on Wednesday, February 19, 2025, at 5:30 PM, at San Fernando Middle School, located at 130 North Brand Boulevard. Chief Fabian Valdez responded to community concerns about immigration and discussed the topic of “Guiding with Care: Child Discipline and Building Healthy Boundaries.”

SAN FERNANDO COMMUNITY COALITION TO PREVENT GANG VIOLENCE

The San Fernando Community Coalition to Prevent Gang Violence met on Thursday, February 13, 2025, at 1:30 pm, at Recreation Park, located at 208 Park Avenue. The meeting focused on collaborative strategies to address gang violence in the San Fernando area.


COFFEE TIME WITH THE CHIEF

On Monday, March 3, 2025, from 10 am to 12 pm, Chief Valdez addressed residents’ questions and concerns at “Coffee Time with the Chief of Police,” at the San Fernando Child and Family Center, located at 919 First Street. 

Special Enforcement Details


On Saturday, February 8, 2025, an SFPD Community Service Officer (CSO) conducted an eight-hour Parking Enforcement Detail as part of the City Council’s overtime budgetary enhancement. Parking Enforcement Operations targeted the Mall District, Maclay Corridor, shopping centers, and residential streets to improve accessibility, traffic flow, and compliance with city regulations. The detail addressed illegal parking, abandoned vehicles, and parking violations, issuing 39 tickets in total.

Valley Economic Alliance Summit

On Monday, February 24, 2025, Mayor Mendoza, Councilmember Garcia, the City Manager, Deputy City Manager, and Community Development Director represented the City of San Fernando at The Valley Economic Alliance’s 3rd Annual Our Region | Our Future Summit at California State University, Northridge. This event brought together over 250 regional leaders to discuss strategies for economic recovery, resilience, and sustainable growth in the wake of recent challenges, including the devastating Los Angeles wildfires.



A key highlight of the event was the "Cities at a Crossroads: Community Development Panel," where San Fernando’s Community Development Director shared insights alongside leaders from Burbank, Calabasas, Glendale, and Los Angeles. The discussion focused on policies driving economic opportunity, urban transformation, and sustainable development, reinforcing San Fernando’s leadership in community revitalization.

Los Angeles Economic Development Committee (LAEDC) 88 Cities Summit

The City of San Fernando, in partnership with The Center by Lendistry, will be presenting on "Building Climate Resilience for Main Street Businesses" at the LAEDC 88 Cities Summit on Wednesday, March 19, 2025, at the Torrance Arts and Cultural Center. This session will cover strategies local governments can implement to support climate resilience for small businesses, explore resources available to assist with climate resilience efforts, and showcase successful case studies of urban and rural jurisdictions working together to build climate-resilient economies. This is a great opportunity for the City to engage with regional leaders and share San Fernando’s commitment to fostering sustainable growth and supporting local businesses.

Outreach for Individuals Experiencing Homelessness

To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

San Fernando residents who are experiencing difficulties with their Edison and SoCal Gas utility bills may be able to qualify for one-time bill grants. Neighborhood Clean-Up!! Program

The Neighborhood Clean-Up! Program is still accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

Fog Seal of City Parking Lots

The City began repairing eight City Parking Lots in February 2025. Work was delayed in order to minimize any impact on the businesses that may have been affected by the project during the holiday season. Due to worsening conditions of the existing pavement, the project had to be broken into phases. Phase I will focus on repaving four lots that have cracks beyond repair with a typical crack sealing and also have base failures. Due to available funding, the remaining four lots will only have asphalt repairs made to them which can later be fog sealed as part of a second phase. Lots 1, 11 and 12 were repaved as part the Phase II Slurry Project. Lots 4 and 5 will be addressed as part of the upcoming Calles Verdes Project and Trash Enclosures Project, respectively.

Wayfinding Signs

The Los Angeles County Public Works Department (LACPWD) began installing the new trolley signs in February 2025. The trolley signs replaced the faded signs that had been damaged from exposure to the sun. Additionally, LACPWD will be replacing all the wayfinding signs in the City. The wayfinding signs assist motorist with navigating their way throughout the City to reach key points in the City including the Civic Center (City Hall, Police Department, San Fernando Courthouse), U.S. Post Office, and City parks.

Traffic Signal Modifications - Nine Locations Highway Safety Improvement Project

The City’s contractor, Alfaro Communications Construction, Inc. has completed the installation of the additional conduit needed for the proposed new wiring at the intersection of Maclay Ave. and Truman St. The existing traffic signal cabinet has now been removed, and the intersection is operating on the new traffic signal cabinet.

Citywide Traffic Signal Synchronization Project

The City’s contractor, Elecnor Belco Electric Inc. has completed procurement of the traffic signal controllers and cabinets. The traffic signal equipment is being tested at Los Angeles County Department of Public Works Traffic Signal Lab for quality assurance. Construction is anticipated to begin in March 2025.

Pacoima Wash Bikeway Project

The San Fernando Pacoima Wash Bikeway and Pedestrian Path Project Phase I consists of constructing a bikeway and installing a prefabricated pedestrian bridge along the Pacoima Wash Channel from Fourth Street (Bradley Avenue) to Cindy Montañez Natural Park (Eighth Street). The project will connect students and San Fernando residents to a new non-motorized trail, offering opportunities for recreation and increased bike and pedestrian commuting options along local streets as noted in the City’s Safe and Active Streets Plan, encouraging connectivity to wider bike and pedestrian network in neighboring communities within the City of Los Angeles. The project entailed construction of a 12 foot wide, 1.34-mile long Class I asphalt concrete bikeway, bioswales, retaining walls, prefabricated pedestrian bridge, installation of rectangular rapid flashing beacons, welded wire fence, solar lights, bollards, signage, striping, and markings, as well as access ramps. The contractor is currently working on final punch list items.  In order to address current safety concerns and vandalism, additional bollards will be installed at the bikeway entry points, additional striping will be placed, and concrete curbs will be constructed at the base of the solar lights.

Online Permit Counter

The Public Works Department now has an Online Permit Counter! 


Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Water Services and Programs

On July 15, 2024, the City Council approved the Policy on the Discontinuation of Residential Water Services Non-Payment, associated payment plan processes and the timeline for the reinstatement of late fees and penalties with an effective date of January 2025.  Discontinuing water service is a last resort to incentivize payment of past-due bills after all other attempts to collect payment, such as reminders, warnings, and alternative payment arrangements, have been exhausted. Staff is encouraging all customers to ensure bills are paid in a timely fashion to avoid penalty.

NEW WAYS TO PAY!


To avoid fees and penalties, all bills should be paid by the due date as listed on the water and sewer bill. The City offers a variety of payment options for water customers, including new online payments:


Online Payments: Online bill pay for Water/Sewer Bills services are now available. Residential and Commercial customers are now able to skip the line to kept up-to-date with their accounts. Check out the new City of San Fernando Online Bill Pay: Customer Portal to pay via credit card, debit card, checking account, or AutoPay.


By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.


Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.


AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.


In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).


GET HELP PAYING YOUR UTILITY BILLS!

If you are behind on your account, a variety of assistance programs are available for qualified residents:


City Programs:



  • Payment Arrangement Plans are available for residential water accounts that are 90+ days past due. This will allow for repayment over a period of time to make payments more manageable. Arrangements must be made in person at San Fernando City Hall and only the account holder will be allowed to enter into the arrangement. Customers are encouraged to enroll in the Payment Arrangement Plan by December 15, 2024. Staff will be available on Saturday, December 7, 2024, from 9 am to 12 pm, at City Hall for Payment Arrangement Plan Applications. If you have any questions regarding this process, please contact the Finance Department at (818) 898-1213 or (818) 898-1245.


Other Utility Programs:


  • Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify.​ ​​LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil.​ In addition to help with paying ​​your energy bill, LIHEAP can also provide in-home weatherization services.   • SoCalGas recently announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

Fiscal Year 2024-2025 Fee Schedule

On August 5, 2024, City Council adopted Resolution No. 8325 updating the fees accordingly for Fiscal Year 2024-2025. The purpose of charging user fees is to recover part, or all, of the cost of providing the service. In cases that costs are not fully recovered, the activity is being ‘subsidized’ by the General Fund. The FY 2024-2025 Fee Schedule can be found by visiting the Financial Documents Section of the City's website. All fees become effective January 1, 2025.

The Language Translation Services Pilot Continues

As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.

Transportation and Public Safety Commission

The Transportation and Public Safety (T&PS) Commission met on Thursday, February 6, 2025, in the City Council Chambers. Acting Commander Walter Dominguez provided an overview of SFPD’s activities in 2024, notable events from December 2024 and January 2025, and a review of the Department’s Military Equipment Policy, as required by Assembly Bill 481.


The next regular T&PS Commission meeting is scheduled for Thursday, April 3, 2025, at 6 pm.
