We Have an App for That!

To improve customer service and better respond to resident requests, the City has partnered with GoGov to launch the My San Fernando mobile phone app! 


The My San Fernando app will be the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

Landscape Standards Update

The City of San Fernando is updating regulations pertaining to landscape and recommendations from the adopted Urban Forest Management Plan.

Cooling Centers

Heat can become dangerous, especially for seniors, children, pets, people who work outside, and those with certain health conditions. The City of San Fernando provides relief from extreme heat by activating cooling centers at Recreation Park located at 208 Park Avenue and Las Palmas Park located at 505 South Huntington Street. Cooling Center hours are 9:00 am to 7:00 pm. For more information call (818) 898-1290.

Simple tips to staying cool 

  • Drink plenty of cool water! Stay hydrated. 
  • Wear loose, light-colored clothing that will keep you cool. Wear sunscreen and a hat for protection.
  • Check on neighbors who might be vulnerable to the heat, especially those without air conditioning. 
  • Never leave children or pets in a car - not even for one minute. Temperatures inside a car can quickly skyrocket to deadly levels. 
  • If you work or play outside, take frequent breaks to hydrate and cool off in the shade. 
  • Don't forget the pets! Keep pets indoors if possible. If kept outside, give them plenty of water and shade to rest in. Never walk your dog on hot pavement. If it’s too hot for your bare feet, it’s too hot for your dog’s paws. 
  • Symptoms of heat-related illness include dizziness, fatigue, faintness, headaches, muscle cramps, and increased thirst. If you experience these symptoms, seek medical attention.

Neighborhood Clean-Up!! Program

The Neighborhood Clean-Up! Program is now accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

Independence Day Festival

This year’s Independence Day celebration was held at Recreation Park for the first time after many years. Over 1000 people enjoyed carnival games, arts & crafts, food and artisan vendors, inflatables, live music by Savor, and a spectacular Drone Show to cap the celebration!

Summer Movies in the Park

Participants came out for an evening of outdoor fun and family friendly movies during the Summer Movie Nights series. Lawn chairs and blankets were spread about the parks as the evening provided the perfect back drop for movies under the stars. Family favorites like Sonic the Hedgehog, The Grinch, and Super Mario Bros. Movie made for a fun and enjoyable outdoor movie experience.

Summer Concerts in the Park

Join the City for a great series of summer concerts in August 2024. This year’s concerts will feature outstanding live music with a variety of genres such as Salsa, Oldies, Latin Rock and more. Mark your calendars and get your dancing shoes ready!

Summer Day Camp

The Summer Day Camp program has wrapped up as students prepare to head back to school. Children ages 5-13 years enjoyed arts & crafts, science, cooperative games, swimming, sports and field trips.


On July 26, 2024, campers enjoyed the annual Battle of the Battleships! Campers and staff worked hard over the last weeks of Day Camp to design and build the most indestructible battleships. It was a great battle between all the groups that involved many buckets of water and water balloons but in the end Purple Group (9 to10 year olds) came out on top as the last ship standing.


Be on the lookout for the Winter Day Camp Program scheduled during school winter break. Space is limited. More information will be provided as the program approaches.

Better Banking Class for Teens

In July 2024, the Independent Advantage program provided by Gain Federal Credit Union, offered several financial courses designed for high school students to learn modern money skills. Real-world tools were utilized in teaching students how manage future finances in preparation for adulthood. Classes were well-attended and may be offered again in the near future.

Teens for a Better Community

Teens for a Better Community is up and running again! Staff is excited to invite all high school students to our upcoming Fall Semester Kickoff Meeting! At this first meeting of the semester, participants will review program details, enjoy some snacks, and explore exciting volunteer opportunities.

Camping Trip

Teens for a Better Community (TBC) hosted a teen camping trip to Leo Carrillo State Beach from July 19-21, 2024. Transportation, food and camping equipment were provided. Camping offers countless benefits, including physical exercise, mental relaxation, and the opportunity to explore the beauty of nature. The group of 25 participants enjoyed this beautiful location situated along the Malibu coast and the Santa Monica Mountains. Look for more camping opportunities offered by Recreation and Community Services Department.

Mission City Baseball Summer Clinic

Batter up! The Mission City Baseball clinic brings fun to the youth of San Fernando during the baseball off season. The clinic started the four-week session of camp-style fun and training on July 16, 2024. Focusing on baseball fundamentals and skill development, the clinic will runs on Tuesday and Thursdays, from 6 pm to 7:30 pm, at Las Palmas Park, through August 8, 2024. Youth Basketball Summer Season

The Youth Basketball Summer Season is reaching the last few weeks. The volunteer and staff coaches have kept the young athletes engaged, focused, and loving the sport. Come watch the exciting matches every Saturday, from 9 am to 5pm, at Recreation Park. Championship week starts Saturday August 17, 2024

Adult Coed Softball

The City of San Fernando Adult CoEd Softball Summer Season came to an end on Tuesday, July 23, 2024, with the finalists leaving it all out on the field. Team Mission City and Field of Memes matched up for the championship, with Mission City taking the game and title of “Summer 2024 Champions.”

Inclusive Zumba

Inclusive Zumba hosted a summer potluck and dance party on July 17, 2024. Participants and parents came together to enjoy good food before hitting the grass for an outdoor dance session. Regular class will resume on August 12, 2024

Lopez Adobe

The Lopez Adobe was open for self-guided tours on Saturday, July 27, 2024, from 6 pm to 8 pm. Visitors enjoyed a refreshing popsicle after their tour.


On August 31, 2024, the Lopez Adobe will host the City’s Birthday celebration, offering guided tours, entertainment and birthday activities.

Recreation Month 2024

July was Park and Recreation Month and this year’s theme was “Where You Belong”. The Department of Recreation and Community Services honors the hard working staff for their dedication in serving the community of San Fernando.

Recreation Scholarship Program

The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for certain recreational programs offered by the Recreation and Community Services Department. Scholarships cover 50% of the cost of the activity.


To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit:

SENIOR MEALS

In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information.

LOS ANGELES REGIONAL FOOD BANK

The Regional Food Bank monthly distribution was held on July 1, 2024, at Las Palmas Park, from 9 am to 11 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will be held on August 5, 2024. PLATICAS DE LA VIDA CON CAFÉ

In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. Classes are held in Spanish. Please contact Las Palmas Park for information on upcoming dates.

THURSDAY, JULY 4, 2024, AT APPROXIMATELY 7:33 PM

A SFPD officer received a Flock notification about a stolen vehicle near the 12900 block of Foothill Boulevard. The officer found the vehicle near McDonald’s at 12950 Foothill Boulevard, requested backup, and attempted a high-risk traffic stop. The vehicle fled, leading to a high-speed chase in the East San Fernando Valley, ending at an apartment complex in the 8000 block of Wyngate Place, in Los Angeles. The driver rammed the complex gate, backed into an officer's unit, and fled into the apartment complex. SFPD and LAPD officers, along with a Burbank PD K9, apprehended the driver, who was charged with multiple felonies including reckless driving, evading police, burglary, grand theft auto, driving without a license, and resisting arrest.

 

THURSDAY, JULY 6, 2024, AT APPROXIMATELY 11:52 AM

An SFPD officer conducted a traffic stop in the 400 block of Hagar Street and discovered the vehicle was stolen. The driver was arrested for grand theft auto, possession of a burglary tool, and driving without a license.

 

MONDAY, JULY 8, 2024, AT APPROXIMATELY 1 PM

An SFPD officer observed a possible shoplifting incident in the parking lot of 12920 Foothill Boulevard. After an investigation, he arrested an adult female for shoplifting and outstanding warrants.

 

MONDAY, JULY 8, 2024, AT APPROXIMATELY 8:16 PM

An SFPD officer conducted a traffic stop at Glenoaks Boulevard and North Maclay Avenue and discovered the driver was unlicensed. During a pat-down search, the officer found a firearm in the driver's waistband. The driver was arrested on multiple gun charges.

 

TUESDAY, JULY 9, 2024, AT APPROXIMATELY 12:50 PM

SFPD officers responded to a report of a structure fire in the 1500 block of Glenoaks Boulevard. The fire, located on the roof of the building, was extinguished by LAFD.


WEDNESDAY, JULY 10, 2024, APPROXIMATELY 1:13 AM

An SFPD officer attempted a traffic stop at Fourth Street and Alexander Street. The driver stopped at First Street and Harding Avenue, where the driver and two passengers were detained. Officers found bags containing narcotics and a firearm during a search. All three subjects were arrested.

  

WEDNESDAY, JULY 10, 2024, AT APPROXIMATELY 11:30 AM

SFPD officers conducted a traffic stop on a vehicle without license plates at North Maclay Avenue and Second Street. The driver admitted to possessing a methamphetamine pipe and was arrested for various drug-related charges and driving without a license. The passenger was also arrested for drug charges, violating parole, and a DUI warrant.


FRIDAY, JULY 12, 2024, AT APPROXIMATELY 7:19 PM

SFPD officers responded to a report of a male refusing to leave the property in the 2000 block of Glenoaks Boulevard. A warrant check revealed he had a felony arrest warrant, and he was subsequently arrested.


MONDAY, JULY 15, 2024, AT APPROXIMATELY 8:27 PM

SFPD officers responded to a reported injury traffic collision in the 500 block of San Fernando Mission Boulevard. They found two severely injured individuals in a damaged white sedan. One, Yadira Caamal, a 45-year-old San Fernando resident, later died at the hospital. The driver of the white sedan is in critical condition at Providence Holy Cross Hospital. The other vehicle's driver, a juvenile, was also taken to Providence Holy Cross Hospital with non-life-threatening injuries. The case is under investigation by the San Fernando Police Detective Bureau.


SUNDAY, JULY 21, 2024, AT APPROXIMATELY 12:40 PM

SFPD Officers responded to a report of a possibly armed male in a store on the 1200 block of San Fernando Road. On arrival, officers detained a male suspect who was subsequently arrested on a no-bail warrant.

 

SUNDAY, JULY 21, 2024, AT APPROXIMATELY 8:45 PM

SFPD officers responded to a report of a runaway juvenile on the 300 block of Jessie Street. They searched the area, contacted hospitals and LAPD, and issued an emergency notification. The juvenile returned home unharmed on July 22, 2024, at 2:00 PM. The Police Department contacted the Department of Mental Health for support.

Flock ALPR Update

Thirty-six cameras have been installed to date, with installation of the final cameras in progress. Statistics between July 1, 2024 and July 26, 2024 are highlighted in the following chart.

Data from the Flock ALPRs is constantly gathered, with the number of outcomes increasing daily. These figures are dynamic and change daily based on crimes solved and leads developed through information entered into various law enforcement databases that are uploaded into the Flock System by subscribing agencies.

On Tuesday, July 16, 2024, members of the Community Academy Class No. 3 participated in the Inveris Simulator and conducted various training scenarios.

The monthly Neighborhood Watch meeting was held on July 17, 2024, in the City Hall Community Room. Detective Cervantes reviewed May and June 2024 crime statistics and responded to questions and concerns from residents.

  • Papa Juan’s Baja Grill, located at 227 N. Maclay Ave., hosted its official re-grand opening and ribbon-cutting event on July 11, 2024, to celebrate its recent expansion. Since its opening in 2015, Papa Juan's Baja Grill has been a cherished part of the San Fernando community, offering authentic flavors and exceptional service.   • La Diabla Sushi, located at 913 San Fernando Rd, has opened, taking over the space previously occupied by Buenazo, a Peruvian restaurant.

Small Business Workshop Series

On July 12, 2024, Vice Mayor Mendoza, Councilmember Garcia, and City Manager Nick Kimball joined ICON CDC and Los Angeles County Department of Economic Opportunity in celebrating the first graduating cohort of the Entrepreneurship Academy at Caruso’s Italian Restaurant. The Entrepreneurship Academy, a series of workshops for small businesses, was held every Wednesday, from 6 pm to 8 pm, in the City Council Chambers, throughout May and June 2024. This series was designed to empower aspiring entrepreneurs and existing business owners with essential knowledge, skills, and resources for success. Participants attended sessions on business planning, marketing, finances, legal compliance, operations, sales, and networking. At the graduation event, Certificates of Achievement were awarded to all 35 participants, recognizing their dedication and hard work.

Small Business Assistance Program Grant

The City is pleased to announce that four businesses—AAA Transmission, Chula Chic, Maclay Market, and The Midnight Hour Records—have been selected for the Small Business Assistance Grants. These businesses are dedicated to graffiti removal and the installation of vertical landscapes, both aimed at preventing future graffiti incidents.

A second round of the grant program will be presented to the City Council in late summer 2024, with the application reopening in late October/November 2024.

New Home Loan Program to Help Moderate-Income Buyers

A few weeks ago, the LACDA (LA County Development Authority) announced its new Home Ownership Program, HOP120. The loans will assist moderate-income homebuyers earning 120% of the Area Median Income for Los Angeles County in the purchase of their first home. HOP120 provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan provides down payment and/or closing cost assistance and is secured with a Deed of Trust and Promissory Note. Eligible properties must be in unincorporated Los Angeles County or participating cities.


To apply for the Program, applicants must use an LACDA-approved participating lender who will submit the application on their behalf. For more details on HOP 120, click here

Stop by the Business & Community Resource Center at City Hall on Mondays and Wednesdays to connect with a Resource Case Manager from Home Again LA (HALA). HALA is a local non-profit that will be providing essential resources such as connection to public benefits, case management, rental assistance, and transportation resources to individuals and families at risk, or experiencing homelessness.

First-Time Homebuyers Loan Program

San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program


Are you dreaming of owning a home?


Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.


To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.


This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.


WHO CAN APPLY?

  • First-time homebuyers living in Los Angeles County.
  • Residents with low to moderate income.
  • Residents living in high-/highest-need areas.

Outreach for Individuals Experiencing Homelessness

To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

Utility Assistance

San Fernando residents who are experiencing difficulties with their Edison and SoCal Gas utility bills may be able to qualify for one-time bill grants. Please see the flyers below for specific eligibility criteria and additional information. San Fernando Infiltration Project Award

The City received an award from the American Society of Civil Engineers (ASCE) for Outstanding Parks and Recreation project. The San Fernando Infiltration project was an 18-month project, which involved the installation of an underground chamber to collect rainwater runoff at Recreation Park. The project also involved the rehabilitation of the baseball field. The project was managed by CWE and Manuel Fabian, Civil Engineering Assistant II.

Summer Trolley Service

The City’s trolley service will expand to provide service to the San Fernando Regional Pool facility beginning May 27, 2024, and continue until Labor Day on September 2, 2024. Customers may expect a small delay due to this added stop. The trolley is free to ride and operates daily.

Eco-friendly Car Washing

Many people wash their cars without realizing it can harm our streams, rivers, and lakes. When we wash away all the dirt and grime from our vehicles, the wash water flows into the City’s storm drains, but unlike the water from sinks and toilets, this water is not cleaned before it reaches our local waterbodies. This wash water can pollute and cause serious problems for human health and the plants and wildlife that live in our waterways. However, these tips for eco-friendly car washing will assist in keeping our streams, rivers, and lakes clean and safe. Phase 3 Annual Street Resurfacing Project

Work commenced on the Phase 3 Annual Street Resurfacing Project on July 7, 2024. The first weeks of work involved removing and replacing concrete deficiencies within the project area. During August 2024, the Contractor will focus on repairing areas with subgrade issues and crack sealing in preparation for street resurfacing. The streets that form part of the project are:

 

  • First Street, between Maclay Avenue and Hubbard Avenue;
  • Second Street, between N. Huntington Street and Hubbard Avenue;
  • Hubbard Avenue, between First Street and Fourth Street;
  • Chatsworth Drive, between San Fernando Road and South City Limit;
  • Kalisher Street; between San Fernando Road and Hewitt Street and Griffith Street to South City Limit;
  • Fourth Street, between Brand Boulevard and Maclay Avenue and Workman Street to Hubbard Ave;
  • Park Avenue, between First Street and Fourth Street; and
  • San Fernando Road, between Brand and Kittridge Street

 

The resurfacing will involve microsurfacing and a three-step process, which includes the application of micro surfacing, Asphalt Rubber Aggregate Membrane (ARAM), and slurry seal. Notifications were distributed to the residents and businesses affected by the project. 

Online Permit Counter

The Public Works Department now has an Online Permit Counter! 


Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Alarm Permit Renewals

The 2024-2025 Alarm Permit Renewals have been mailed to all businesses and residences with an active alarm permit on file. The deadline to submit renewal payment is August 31, 2024.

Water Services and Programs

On Monday, July 15, 2024, the City Council approved the Policy on the Discontinuation of Residential Water Services Non-Payment, associated payment plan processes and the timeline for the reinstatement of late fees and penalties.  For your convenience, the Policy is also available in a variety of languages on the City’s website at is located at SFCITY.ORG/Utilities.


The City encourages all customers to settle all delinquent account balances to avoid fees and penalties, and offers a variety of payment options for water customers:

Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.


AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.

City Programs: The City offers Low Income Rate Assistance Program. For additional details on eligibility and an application for this program, visit the Low Income Rate Assistance Program Overview, or contact the Finance Department at Finance@sfcity.org or (818) 898-1212.


State Utility Programs: Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify.​ ​​LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil.​ In addition to help with paying ​​your energy bill, LIHEAP can also provide in-home weatherization services. Utility Company Programs: SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

Notice of Election

The City of San Fernando announces Nomination Period for the November 5, 2024 General Municipal Election. The San Fernando City Council voted during its July 1, 2024 meeting to consolidate the City’s General Municipal Election with the 2024 Statewide General Election to be held on Tuesday, November 5, 2024. The purpose of the general election is to elect two (2) City Councilmembers to serve full four-year terms each.


Nomination papers will be available from the City Clerk during the official nomination period, which commences on Monday, July 15, 2024 and closes on Friday, August 9, 2024 at 5:00 p.m. If nomination documents for an incumbent Councilmember are not filed by 5:00 p.m. on August 9, 2024, the nomination period shall be extended until August 14, 2024 at 5:00 p.m., for persons other than the incumbent to obtain and file nomination papers.

The Language Translation Services Pilot Continues

As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.
