We Have an App for That!

To improve customer service and better respond to resident requests, the City has partnered with GoGov to launch the My San Fernando mobile phone app! 


The My San Fernando app will be the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

SMALL BUSINESS ASSISTANCE PROGRAM

The City proudly announces the launch of the Small Business Assistance Program (SBAP), a new initiative designed to help local businesses. This program offers grant funding of up to $10,000 to support the vibrant small business community in the City. Eligible businesses can utilize these funds to enhance both the exterior and interior improvements. Potential improvements include the installation of anti-graffiti coating and graffiti-resistant window covering, creation of eye-catching vertical landscape (green wall), upgrading of signage and paint, and other architectural features contributing to the City’s aesthetic and economic vitality.

Utility Assistance

San Fernando residents who are experiencing difficulties with their Edison and SoCal Gas utility bills may be able to qualify for one-time bill grants. Neighborhood Clean-Up!! Program

The Neighborhood Clean-Up! Program is now accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

Recreation Scholarship Program

The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.


To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit:

Lopez Adobe

On April 27, 2024, the Lopez Adobe was open for tours and hosted a Spring Book Fair Extravaganza. The book fair featured a rummage sale, books from the old collection, and two special exhibitors: Tia Chucha’s Centro Cultural and Bookstore and the Horror Writers Association – Los Angeles Chapter, as well as the installation of the Lopez Adobe Little Library and exhibition of the Adobe replica little library. Visitors received complimentary Lopez Adobe bookmarkers with information on the house and QR code for more information.

 

The Lopez Adobe will be open for tours on May 18, 2024, from 5 pm to 8 pm.

Ninja Ninja Learns

The culmination ceremony for the inaugural session of Ninja Ninja Learns was held on April 15, 2024, at Recreation Park. The ceremony was a celebration of enrichment, empowerment and skills that the young ninjas learned throughout the eight-week session. All participants received their culmination ninja headbands.

 

Current session of Ninja Ninja Learns will run through June 17, 2024. Registration for the summer session will open in June 2024.

AdultCo Softball

The City of San Fernando Adult CoEd Softball league wrapped up the Spring league with the final game played on May 7, 2024, and Twisted Heat emerging as the Champions.

3 WINS Fitness San Fernando

Newly hired recreation staff and 3 WINS instructor Saul Guzman received an honorable mention from the American Kinesiology Association for a video submission into the 2024 Undergraduate Student Group Award competition. The video demonstrates the vital service that 3 WINS provides to the community with testimonials from participants that have been with the program since its inception as 100 Citizens to folks that have recently joined. Congratulations to Saul Guzman and the rest of the 3 WINS San Fernando team.

Teens for a Better Community

MONTHLY MEETING

April’s meeting included a presentation by Scholas USA. The teens leaned how the Scholas USA organization  strives to empower and transform lives through education, innovation, and solidarity. The organization brings a half million educational institutions and networks in 190 countries through programs that build citizenship from sport, art and technology. The TBC program meets monthly and exposes youth to paths that provide opportunities for service, leadership and civic engagement. The next meeting will be held on May 15, 2024, at 6 pm, at Las Palmas Park. SAN FERNANDO PARK OPPORTUNITY PLAN (SF POP)

As part of the San Fernando Park Opportunity Plan (SF POP) and in partnership with Pacoima Beautiful, teens ages 12 to 18 met at Las Palmas Park to discuss San Fernando’s recreation opportunities. A separate focus group targeting seniors ages 60+ met on May 7, 2024 to provide input and recommendations. These meetings are part of several focus groups targeting specific sectors of the community in an effort to gather feedback on the needs of stakeholders related to recreation, parks and the outdoors.

SENIOR FEST

This year’s Senior Fest (formerly known as Senior Expo) is expected to be bigger and better than ever before! In keeping with this year’s theme, “Powered by Connection,” participants will have access to connect with over 30 vendors providing valuable information, free health screenings, art activities and more! Continental breakfast and a healthy lunch will be provided. Join in and participate in honoring  and celebrating senior community members.

SENIOR MEALS

In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information. 


LOS ANGELES REGIONAL FOOD BANK

The Regional Food Bank monthly distribution was held on May 6, 2024, at Las Palmas Park, from 9:00 am to 11:00 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will held on June 3, 2024. MONTHLY BIRTHDAY CELEBRATION

Join Las Palmas Park in celebrating birthdays on the first Wednesday of the month. Enjoy coffee, tea, and yummy birthday cake, courtesy of Pink Tree Insurance.

MONTHLY MATINEE

Enjoy a nice afternoon at the Monthly Matinee program featuring one of many great films at Las Palmas Park. Every first Thursday of the month at 12pm, the matinee program is open to the public and invites you to sit down, relax and enjoy a family friendly film.     

 

PLATICAS DE LA VIDA CON CAFÉ

In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. Classes are in held in Spanish. The next sessions are scheduled for May 9 and 23, 2024, and June 13 and 27, 2027, at 9 am.


ON THE MOVE RIDERS PROGRAM WORKSHOP

A workshop was held on April 26, 2024, providing great information on how to get around using public transportation. Important tips and safety recommendations were shared with seniors interested in taking advantage of easy forms of public transportation. The City looks forward to providing additional workshops on these important topics in the near future.

DANCE INTO SPRING

On April 17, 2024, seniors enjoyed a dance party at Las Palmas Park with the sounds and music beats provided by DJ Chris Canelo. Everyone got into the groove and danced to throwback music of the 2000’s.  It was great way to welcome the new season.    

MAY SENIOR CRAFT

Luis Juarez, a long time participant at Las Palmas Park, led the monthly art class on May 6, 2024. This free class offered the opportunity for seniors to explore their creativity while benefitting from the therapeutic aspects of art, such as improving one’s mood and general well-being. All supplies provided at no cost. Be on the lookout for more art class and activities to come.

MONDAY, APRIL 1, 2024, AT ABOUT 1:58 AM

An SFPD officer spotted a man in a car near Celis St. and South Workman St. After approaching him, the officer discovered the man had a DUI warrant. Upon searching the vehicle, the officer found a nitrous oxide tank and balloons. The man was arrested for the warrant, possession of nitrous oxide, and possession of a controlled substance.


WEDNESDAY, APRIL 3, 2024

The Police Department conducted Pre-Migration Testing for the Next Generation 9-1-1 (NG 9-1-1) system. This involved comprehensive tests to ensure the readiness of the Department’s Public Safety Answering Point (PSAP) for migration to the NG 9-1-1 network. The goal was to minimize or eliminate functional changes post-migration to NG 9-1-1.


SATURDAY, APRIL 13, 2024, AT ABOUT 11:07 PM

SFPD Officers responded to a domestic disturbance on the 600 Block of North Meyer Street. Upon arrival, they interviewed both parties involved, observed injuries on both individuals, and subsequently arrested them for domestic violence.


SUNDAY, APRIL 14, 2024, AT ABOUT 7:53 PM

SFPD Officers were notified of a restraining order violation at a residence on the 1900 Block of Knox Street. Upon arrival, a family member guided officers to the suspect's location in a bedroom, where they detained the suspect for further investigation. After interviewing all parties, the suspect was arrested for violating the court order.


MONDAY, APRIL 15, 2024, AT ABOUT 10:12 PM

SFPD Officers answered a request to maintain peace from a victim of robbery and domestic violence that had happened the week before on the 400 Block of Harps Street. Upon arrival, they found the suspect in the street and arrested them for robbery and domestic violence. An emergency protective order was secured for the victim, and her stolen belongings were retrieved and returned.


TUESDAY, APRIL 16, 2024, AT ABOUT 11:19 PM

An SFPD Officer conducted a traffic stop at Hubbard Street and Eighth Street. Upon approaching the vehicle, the Officer detected a strong smell of cannabis. Further investigation uncovered around 11 pounds of cannabis and $3,200 in cash. The driver, claiming to be from Georgia, confessed to intending to sell the cannabis in California and was arrested for possession with intent to sell.


TUESDAY, APRIL 16, 2024, AT ABOUT 3 AM

SFPD Officers responded to a report of unusual noises at the Poverello of Assisi Retreat on Woodworth Street. Two nuns reported hearing sounds resembling a person in the Convent kitchen. Upon arrival, officers searched the Convent but found no one. They then discovered a blanket outside the laundry room and detected a strange burning smell emanating from inside. Upon entering, they found a male suspect, who claimed he was burning his hair. The suspect was detained for trespassing and found in possession of methamphetamine and a pipe. He was arrested for criminal trespassing, possession of methamphetamine, and possession of drug paraphernalia.


WEDNESDAY, APRIL 17, 2024, AT ABOUT 9:47 PM

SFPD Officers responded to a single-vehicle rollover collision at Truman Street and South Workman Avenue. The vehicle struck an Edison power pole, causing it to overturn and land in the KFC parking lot on San Fernando Road, resulting in a city-wide power outage. Witnesses estimated the vehicle's speed at 100 miles per hour before the crash. LAFD attended to the scene and transported the suspect to the hospital. Methamphetamine was found in the suspect's pocket, and at the hospital, the suspect admitted to attempting suicide by overdosing on fentanyl but only managed to smoke methamphetamine. Consequently, the suspect was placed on a WIC 5150, 72-hour hold for attempted suicide and suicidal thoughts, with plans to pursue an arrest warrant later.

 

FRIDAY, APRIL 19, 2024, AT ABOUT 6:45 PM

SFPD Officers received a Flock ALPR camera alert indicating a stolen car at the Home Depot on Foothill Boulevard. They located the vehicle captured by the camera but the driver didn't stop, initiating a pursuit that ended near Foothill Boulevard and Lopez Canyon Road. During the chase, one officer identified the suspect as a Pacoima gang member. SFPD informed LAPD and provided a suspect description. At 4:45 AM, LAPD notified SFPD that they had located and apprehended the suspect.


MONDAY, APRIL 22, 2024, AT ABOUT 4:30 PM

An SFPD Officer intervened in a dispute between two women. One was arrested for child endangerment and robbery. The child present was placed in police care until a responsible family member arrived to take custody.


TUESDAY, APRIL 23, 2024 AT ABOUT 11:38 AM

SFPD received a Flock ALPR camera alert for a stolen vehicle involved in a theft at Target on Foothill Boulevard on April 20, 2024. Officers responded, found the vehicle, and conducted a traffic stop. The passenger fled on foot, but the driver was arrested for grand theft auto and shoplifting.

Community Academy

The Third Class of the SFPD Community Academy began on Tuesday, April 16, 2024, at 6 pm, in the City Council Chambers, with additional weekly sessions on April 23 and 30, 2024.


  • April 16, 2024 - Included a Welcome, Meet and Greet with City Manager Nick Kimball, Chief Fabian Valdez, and Acting Lieutenant Chiasson, as well as an overview of the Academy syllabus, and functions of the Federal, State, and Local Government were discussed.


  • April 23, 2024 - featured an introduction to City Government by City Manager Nick Kimball and a presentation on Constitutional Law and Judicial Procedures by Detective Jorge Cervantes.


  • April 30, 2024 - included a presentation on patrol functions and procedures by Acting Lieutenant Walter Dominguez, and a presentation on Use of Force Case Law and Policy by Acting Lieutenant Chiasson.

CESAR CHAVEZ LEARNING ACADEMIES (CCLA) PARENT ACADEMY

SFPD's Parent Academy was held on April 4, 11, 17, and 25, 2024, at Cesar Chavez Learning Academies (CCLA). Discussion topics included the social media safety; how to assist children and teenagers in coping with family crisis, divorce, and parental separation; dating, conflict resolution for teenagers, gang and drug prevention and intervention; and establishing healthy boundaries and positive behavior correction (discipline) for children and teenagers.

Downtown Master Plan

Thanks to everyone who participated in our Walking Workshop on Saturday, April 27, 2024! Participants walked around Downtown San Fernando and talked about the issues and ideas most important to the community.

Keys to Housing Rights Event

On April 13, 2024, approximately 50 attendees actively participated in the workshops and resource fair at the “Keys to Housing Rights: Tenant Empowerment, Homeowner Solutions” event. This event provided San Fernando residents with essential knowledge to maintain housing stability. This Informative workshop covered topics such as tenants' rights, eviction and foreclosure prevention and was complemented by a housing resource fair. The event welcomed tenants, homeowners, landlords, and property managers, fostering an informative day of knowledge!

New Home Loan Program to Help Moderate-Income Buyers

A few weeks ago, the LACDA (LA County Development Authority) announced its new Home Ownership Program, HOP120. The loans will assist moderate-income homebuyers earning 120% of the Area Median Income for Los Angeles County in the purchase of their first home. HOP120 provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan provides down payment and/or closing cost assistance and is secured with a Deed of Trust and Promissory Note. Eligible properties must be in unincorporated Los Angeles County or participating cities.


To apply for the Program, applicants must use an LACDA-approved participating lender who will submit the application on their behalf. For more details on HOP 120, click here

Stop by the Business & Community Resource Center at City Hall on Mondays and Wednesdays to connect with a Resource Case Manager from Home Again LA (HALA). HALA is a local non-profit that will be providing essential resources such as connection to public benefits, case management, rental assistance, and transportation resources to individuals and families at risk, or experiencing homelessness.

First-Time Homebuyers Loan Program

San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program


Are you dreaming of owning a home?


Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.


To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.


This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.


WHO CAN APPLY?

  • First-time homebuyers living in Los Angeles County.
  • Residents with low to moderate income.
  • Residents living in high-/highest-need areas.

Outreach for Individuals Experiencing Homelessness

To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

At their April 15, 2024 meeting, the City Council proclaimed April 26, 2024 as Arbor Day in the City of San Fernando. This year the City of San Fernando celebrated Arbor Day with the tree planting event by Tree People on April 27, 20224.

Online Permit Counter

The Public Works Department now has an Online Permit Counter! 


Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Fiscal Year 2024-2025 Proposed Budget Town Hall

On Wednesday, May 8, 2024, the City hosted a Fiscal Year 2024-2025 Proposed Budget Town Hall Meeting. Community members were invited to join the City in-person and and online to share their ideas and feedback. This live and interactive event provided an opportunity to discuss, ask questions, provide recommendations and learn more about the projected goals, priorities and work plans for the City in the upcoming year. .

Important Dates for the Fiscal Year 2024-2025 Budget Process


The Fiscal Year (FY) 2024-2025 Budget process officially kicked-off on March 18, 2024, when staff gave a presentation reviewing the City's Annual Comprehensive Financial Report for FY 2022-2023 and an update to the FY 2023-2024 Budget. 


Below are key dates for those community members interested in providing input to the City's Budget process:



  • Thursday, May 8, 2024: Proposed 2024-2025 Budget Town Hall Meeting.


  • Monday, May 13, 2024: Budget Study Session (Review of Department Budgets: Administration, City Clerk, Finance, Community Development, Recreation and Community Services Departments).


  • Monday, May 20, 2024: Special Budget Study Session (Review of Department Budgets: Police, Public Works – Operations and Capital Improvement Plan).


  • Tuesday, May 28, 2024: Special Budget Study Session (if necessary).


  • Monday, June 4, 2024: Budget Study Session (if necessary).


  • Monday, July 1, 2024: Budget Adoption.

Water Services and Programs

NEW WATER RATES

Effective January 1, 2024, water and sewer rates were increased as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025. 


February and March 2024 bills were prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.


HOW TO PAY

The City offers a variety of payment options as follows:


By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.


Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.


AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.


In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).


EXTENDED CALIFORNIA WATER & WASTEWATER ARREARAGE PAYMENT PROGRAM

The City has received $482,581 from the Extended California Water and Wastewater Arrearage Payment Program to cover unpaid water and wastewater fees from June 16, 2021 to December 31, 2022. These funds were provided through funding from the State Water Resources Control Board using Federal American Rescue Plan Act.


A letter has been issued to all qualified accounts which have been credited for the authorized grant period.

If you are behind on your account, a variety of assistance programs are available for qualified residents:


City Programs: The City offers Low Income Rate Assistance Program. For additional details on eligibility and an application for this program, visit the Low Income Rate Assistance Program Overview, or contact the Finance Department at Finance@sfcity.org or (818) 898-1212.


State Utility Programs: Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify.​ ​​LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil.​ In addition to help with paying ​​your energy bill, LIHEAP can also provide in-home weatherization services. Utility Company Programs: SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

Special Election: March 5, 2024

As a result of the March 5, 2024 Special Election, new Councilmember-elect Victoria Garcia was administered her Oath of Office and seated at the dais during the April 15, 2024 City Council Meeting. Councilmember Garcia was elected to serve the remaining balance of late Councilmember Cindy Montañez's term of office, which will expire in November 2024. 


The City’s March 5, 2024 Special Election results can be found on the City’s website at SFCITY.ORG/Elections The City’s next regular scheduled General Municipal Election will be held on November 5, 2024 to fill two full four-year term Councilmember seats.

The Language Translation Services Pilot Continues

As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.


Please note: For Commission meetings, an update has been made to provide the best service possible. Residents requiring interpretation services are kindly asked to request an interpreter at least two business days in advance.

The City Council approved City of San Fernando new “Guidelines for Boards, Commissions and Committees” handbook is available to the public on the City’s website. Individuals interested in applying to serve on one of the four active City Commissions (Education Commission; Planning and Preservation; Parks, Wellness and Recreation and Transportation and Public Safety Commission) may visit the City’s Commissions website page for additional information, including a link to download the “Application to Serve on a City Commission”.
