STUDENT SCHOLARSHIP PROGRAM
The San Fernando Education Commission administers the City’s Student Scholarship Program that awards grants to students seeking a postsecondary education. The scholarship awards range in dollar amount and scholarship awards vary and are contingent upon the number of qualifying essays selected by the Education Commission. To qualify for the Scholarship Program, students must live in the City of San Fernando and/or have a parent/guardian that resides in the City; or attend or have graduated from a high school in the City of San Fernando.

Recreation & Community Services | |
The City of San Fernando Education Commission hosted its annual Principals' Brunch, at Recreation Park, on January 26., 2024. Approximately 20 principals and school administrators were in attendance. The event featured a mix and mingle session where attendees had the opportunity to socialize and network. There was also a 30-second pitch session, where each guest was asked to share the best thing happening at their school this year. Porto’s pastries, coffee and juice were enjoyed by all.
Important school resources such as Tutčint Cultural Community Services, Teens for a Better Community, California Wildlife Center, and Gain Banking were present to highlight their programs and resources. Additionally, representatives gave speeches from the San Fernando City Departments, the California Wild Center, and the Los Angeles County Library. The event was a great success, providing principals with the chance to connect with others and learn about the exciting things happening in their schools and communities.

Recreation Scholarship Program |
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. The City of San Fernando has been working diligently to address the issue of food insecurity. Recent efforts include visiting North Valley Caring Services, where staff toured the site to gain insights into the logistics to potentially run a dry food pantry in one of the City's parks. Staff hours will also have to be considered if the City moves forward with this goal. Additionally, the City has created a food distribution calendar that will be shared with the public, indicating where individuals can pick up food all days of the week. This initiative helps to keep the residents informed and aware of the available resources that can help them meet their food needs. Furthermore, the City has been proactive in calling all local resources to ensure that all the information they share is up to date and accurate. This shows their dedication to providing the community with reliable and timely information that can help them access food assistance when needed. Youth Basketball Winter Season | The 2024 Youth Basketball Winter Season is underway, serving over 90 participants between the ages of seven to 15. Catch all the action on Saturday mornings now through mid-March 2024, at Recreation Park, from 9 am to 2 pm. | |
Mission City Baseball Spring Season |
The Mission City Baseball Spring Season is quickly approaching, don’t miss out and register today. This is a great introductory program to the sport with just enough competition to encourage development and foster growth for all experience levels. Teens for a Better Community |
Teens for a Better Community (TBC) met in January 2024, with 13 teens actively engaged in discussion.
Meeting highlights included:
- Holistic Well-being Discussion: Teens explored the importance of holistic well-being, delving into mental health, physical fitness, financial literacy, and building meaningful relationships.
- Vision Board Creation: Participants took part in a vision board activity, setting personal goals and visualizing their aspirations for the future.
- Goal Setting: The meeting provided a platform for teens to set individual goals, fostering a sense of self-challenge and personal growth.
These dynamic discussions and activities are shaping our community's future leaders. We commend the teens for their dedication to personal development and community betterment.

SENIOR MEALS
In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank monthly distribution was held on February 5, 2024, at Las Palmas Park, from 9:00 am to 11:00 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will held on March 4, 2024. A San Fernando Police Department (SFPD) officer spotted a speeding vehicle near Library Street and Newton Street. The driver was pulled over and arrested for reckless driving, DUI, and resisting arrest.
THURSDAY, JANUARY 4, 2024
The SFPD Special Enforcement Team conducted graffiti and crime suppression on Brand Boulevard, Pico Street, Glenoaks Boulevard, and South Brand Boulevard/Hollister Street.
SUNDAY, JANUARY 7, 2024; APPROXIMATELY 10:45 PM
An SFPD officer made a traffic stop near Foothill Boulevard and Gridley Street. The driver was arrested for multiple outstanding warrants, while the passenger was arrested for possessing drug paraphernalia.
MONDAY, JANUARY 8, 2024; APPROXIMATELY 3:05 AM
SFPD officers were called to a domestic incident on Kewen Street. Upon arrival, they witnessed a male jump a fence into a neighboring property. He was later found, detained, and arrested for domestic violence.
SUNDAY, JANUARY 14, 2024; APPROXIMATELY 12:26 AM
An SFPD officer spotted a reckless driver on San Fernando Road. After initiating pursuit, the chase extended into Pacoima and onto the 5 Freeway. The driver exited due to a flat tire, colliding with a parked vehicle on Weidner Street. Both driver and passenger fled on foot. A female passenger, revealing herself as the driver's ex-girlfriend with a restraining order against him, was found inside the vehicle. Los Angeles Police Department was informed as the incident occurred within their jurisdiction, and they responded to complete a kidnapping report.
SUNDAY, JANUARY 14, 2024; APPROXIMATELY 12:38 PM
SFPD officers responded to an injury traffic collision at South Brand Boulevard and Celis Street While paramedics treated three individuals for minor injuries, officers found the first driver appeared to be under the influence. Following a preliminary investigation, she was arrested for Driving Under the Influence (DUI) causing injury, driving with a suspended license due to a prior DUI conviction, possession of drug paraphernalia, and three outstanding warrants. Her vehicle was impounded, and she was taken to Olive View Medical Center for treatment. The injured parties were also transported to the hospital for treatment.
MONDAY, JANUARY 15, 2024; APPROXIMATELY 3:15 PM
SFPD officers noticed a shed ablaze in a residential area on Morningside Court. They tried to extinguish it using a fire extinguisher and nearby hose until Los Angeles Fire Department (LAFD) arrived. Residents were safely evacuated, and a perimeter was set up to block traffic. LAFD quickly put out the fire, and thankfully, no injuries were reported.
TUESDAY, JANUARY 16, 2024; APPROXIMATELY 12:30 PM
SFPD officers responded to a welfare check request on South Brand Boulevard after the reporting party, who called from out of state, expressed concern about her father's absence for four days. Neighbors confirmed not seeing him during that time, and officers, after multiple attempts to contact him, forced entry into the property fearing medical distress. Inside, they discovered the subject unconscious with heavy breathing in a closed bedroom. LAFD was called for assistance, and officers initiated CPR before the subject was transported to the hospital. Family and neighbors were promptly notified of the situation.
FRIDAY, JANUARY 19, 2024; APPROXIMATELY 4:45 PM
SFPD responded to an assault report at 146 Hubbard Street (7-11), where they found the victim with a broken nose. The suspect was located and fled to an apartment complex on Second Street. Officers pursued him and surrounded the apartment. Despite attempts to persuade him to surrender, the suspect, also a parolee-at-large, refused. SFPD's K-9 unit was deployed, resulting in the suspect being bitten at least once. Eventually, he surrendered and was taken to the hospital for treatment of the dog bite.
SUNDAY, JANUARY 21, 2024; APPROXIMATELY 2:25 AM
An SFPD officer spotted a reckless driver near Fifth Street and Griswold Avenue. After a traffic stop, the driver was arrested for DUI and a DUI probation violation.
MONDAY, JANUARY 22, 2024; APPROXIMATELY 1:40 AM
SFPD officers responded to a report of domestic violence and auto theft on San Fernando Road. Although the suspect initially fled, they later returned and entered the victim's residence with the victim's keys. Upon the second response, officers arrested the suspect for grand theft auto and domestic battery.
MONDAY, JANUARY 22, 2024; APPROXIMATELY 3 PM
SFPD officers spotted a motorcyclist riding a miniature bike near Brand Boulevard and Seventh Street. When they tried to pull the driver over, the motorcyclist refused to stop and led officers on a brief chase. The pursuit ended on Seventh Street after the rider abandoned the bike and fled into a residential yard. During the chase, the driver tossed a backpack containing a "ghost gun," which officers recovered. The driver was subsequently arrested for evading arrest and possession of the ghost gun.
WEDNESDAY, JANUARY 24, 2024; APPROXIMATELY 6 AM
SFPD officers were called to a vandalism incident on Harps Street. Upon arrival, they found the suspect detained by the reporting party. The juvenile suspect was arrested for vandalism and possessing burglary tools.

On Wednesday, January 17, 2024, at 6 pm, the Police Department held its monthly Neighborhood Watch Meeting in the Council Chambers. Topics of discussion included tobacco-related enforcement operations at City parks and businesses, and concerns/questions from residents.

On Thursday, January 11, 2024, the City Manager and Deputy City Manager actively participated in the ICON Professional Networking Event. The City of San Fernando is currently developing the Downtown Master Plan. Identified as one of the priorities in the City’s 2022-2027 Strategic Goals, the Downtown Master Plan will help guide the future development and revitalization of the City’s historic downtown area, which encompasses approximately 60 city blocks or 185 acres around San Fernando Road and Maclay Avenue.
While the City’s ultimate goal is to facilitate the long-term success of Downtown San Fernando as a thriving, vibrant, and resilient destination for both locals and visitors, the objectives of this planning effort will be to:
- Study Downtown San Fernando;
- Engage the San Fernando community;
- Develop a community-driven vision for Downtown San Fernando; and
- Recommend strategies for how to implement the community’s vision.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program |
Are you dreaming of owning a home?
Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.
To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.
This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.

2024 Annual Homeless Count | On Tuesday, January 23, 2024, the City participated in the 2024 Greater Los Angeles Homeless Count and extends heartfelt gratitude to each and every volunteer who took part in performing the count. The results of this count will help the City advocate for vital services to support the needs of our unhoused neighbors. The City is one step closer to this goal, thanks to your hard work! Outreach for Individuals Experiencing Homelessness |
To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

First-Time Homebuyers Loan Program |
San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

This project will modify traffic signals at the nine intersections along the railroad corridor. Traffic signal modifications will include removal and installation of new signal poles, pedestrian heads, pedestrian push buttons, LED luminaires, street name signs, controllers, wiring, curb ramps, signing, striping, etc. In February 2024, the City Council is expected to consider the contract for award. Construction is expected to begin in August 2024 and be completed by November 2024. | |
Toro Enterprises utilized a large crane to install the pedestrian bridge for the Pacoima Wash Bikeway. The initial installation was successfully finished within a single day. The bridge serves to connect the newly established bikeway path on the east side of the wash to the nature park on the west side. While the initial installation phase is concluded, pedestrian access to the bridge is not currently available. Access will only be granted upon the completion of the entire project, subject to approval by the City. | |
The Public Works Department now has an Online Permit Counter!
Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Beginning January 1, 2024, water and sewer rates will be increasing, as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025.
February 2024 and March 2024 bills will be prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.

By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.
AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.
In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).

Low Income Household Water Assistance Program (LIHWAP): LIHWAP is a federally funded program that offers a one-time payment to help you pay your past due water or wastewater bills. This program has been extended through March 2024. LIHWAP helps pay overdue bills for any timeframe. Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify. LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil. SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially.
