On March 23, Governor Brown issued Executive Order 20-12, effective immediately until further notice. This is a statewide order. Failure to comply with the order will be considered an immediate danger to public health.

About the order:
- All non-essential social and recreational gatherings of individuals are prohibited immediately, regardless of size, if a distance of at least six feet between individuals cannot be maintained. Gatherings of members of the same residential household are permitted.
- It closes and prohibits shopping at specific categories of retail businesses, for which close personal contact is difficult to avoid, such as arcades, barber shops, hair salons, gyms and fitness studios, skating rinks, theaters, and yoga studios.
- It requires businesses not closed by the order to implement social distancing policies in order to remain open, and requires workplaces to implement teleworking and work-at-home options when possible.
- It directs Oregonians to stay home whenever possible, while permitting activities outside the home when social distance is maintained.
- It closes playgrounds, sports courts, and skate parks, among other types of outdoor recreation facilities. Those that remain open are required to strictly adhere to social distancing guidelines.
- It outlines new guidelines for child care facilities, setting limits and rules on amounts of children allowed in care, and outlining that child care groups may not change participants.
In short, here is what is allowed and what is not.
If you’re not sure about an activity, skip it. Staying at home as much as possible during this time will save lives.
Allowed (must keep 6 feet from others):
- Hospitals and health care
- Grocery stores
- Banks
- Pharmacies
- Take-out/delivery from restaurants and bars
- Pet stores
- Gas stations
- Certain retail stores
- Outdoor activities like walking your dog, jogging, or biking in your neighborhood
- Child care facilities and babysitters (only if abiding by new rules)
Not Allowed:
- Social gatherings (parties, celebrations) with people from outside of your household
- Dine-in restaurants and bars
- Nightclubs and concerts
- Shopping at outdoor or indoor malls and retail complexes
- Fitness: Gyms, sports and fitness centers, health clubs, and exercise studios, dance and yoga studios
- Grooming: Hair salons, barbershops, nail salons, massage parlors, non-medical wellness spas, cosmetic stores, tattoo parlors
- Entertainment: Theaters, amusement parks, arcades, bowling alleys, music concerts, sporting events, museums, skating rinks
- Outdoors: State parks, playgrounds, campgrounds, pools, skate parks, festivals
Retail businesses will not be able to continue to operate unless they can implement strict social distancing measures and designate an employee or officer charged with ensuring compliance. Retail businesses able to adapt to take-out style shopping experiences can also remain open.

Clatsop County Statement on Lodging Restrictions
|
Over the weekend of March 21-22, Clatsop County and a number of cities adopted orders in response to the COVID-19 pandemic related to camping, short-terms rentals and hotels. Please check your local jurisdictions for details impacting transient lodging.
The intention of these orders is not to impact those individuals currently living and/or working within Clatsop County and residing at these facilities for shelter. These orders are to discourage the spread of Covid-19 by encouraging all those visiting our beautiful communities to please return to their own county of residence.
