Facility Rentals: Hold your next event here!

Planning a special event in Sacramento? The Richard T. Conzelmann Community Center is a local favorite for weddings, anniversaries, and parties. The facility features a modern kitchen, lots of natural light, space for up to 196 people, and audio-visual rentals for any occasion. Hosting an outdoor celebration? FEC offers a variety of picnic areas for rent throughout our parks, providing flexible options for gatherings of all sizes. Reserve up to one year in advance.

Get ready for some holiday cheer at the Tree of Grace, happening at the Sacramento County Department of Human Assistance (2700 Fulton Ave.)! We’re turning up the festivities with live music, awesome entertainment, and a Christmas tree raffle that could make your season brighter. Santa’s Workshop will be buzzing with crafts for children, and—it gets better—we’re serving up free coffee, cocoa, cookies, hotdogs, and chickin’ while supplies last. Come hungry, bring your friends, and let’s kick off the holidays together!

Warm November greetings from FEC!

November settles in with cooler days and a wild splash of color across our parks. As the leaves carpet the ground, it feels like every corner of our district is humming with new energy and beautiful sights. On behalf of the Board of Directors and District staff, we’re glad to reach out. This newsletter keeps you in the loop, whether it’s upcoming events, new programs, or updates on how our parks are changing, you’ll always know what’s going on.

Park Safety: With fall in full swing and daylight-saving time behind us, it’s a great time to visit our parks, but also a good moment to keep safety in mind. Watch your step as you stroll; fallen leaves and a bit of water on bridges can make things a little slippery.

Programs: We are excited to invite the whole community to the Annual Holiday Tree Lighting on December 6th an Arden Arcade tradition that brings neighbors together to celebrate the holiday season.

Community Event Recap: Thank you to everyone who joined us at Howe Park for FEC’s annual Frightfully Fun Halloween Carnival on October 23. We loved seeing so many families come out and enjoy the festivities with us. A special thanks as well to the Sacramento Suburban Kiwanis Club and El Camino High School’s Key Club for their generous support.

Partner Spotlight: Sacramento Children's Musical Theater (SCMT)


The Sacramento Children’s Musical Theater (SCMT) is dedicated to creating high quality performing arts experiences for youth ages 5-18. By offering colorful youth theatrical productions, SCMT provides performing arts training that boosts children’s self-esteem, confidence, and teaches the value of teamwork. Their inclusive program accepts all youth who audition and provides a variety of performing arts opportunities for first timers to experienced performers.


Throughout the year, SCMT will offer a variety of musical theater productions, film projects, workshops and classes that will be held at The Richard T. Conzelmann Community Center located in Howe Park.

Did you Know? A Brief history of Fulton-El Camino Recreation & Park District

1956 – Our Beginning

The Recreation and Parkway District was formed to bring parks, open space, and recreation to the growing Arden-Arcade community.


1958 – The Name We Know Today

Two years later, the District officially adopted the name Fulton-El Camino Recreation & Park District.


1960s–1970s – Building Our Parks

Signature parks like Howe Park and Cottage Park were developed, along with ballfields, playgrounds, picnic areas, and Cottage Pool.


1978 – Prop 13 Impact

Statewide tax changes reduced revenue for park districts, shaping how FEC funded maintenance and improvements for decades.


1980s – Expanding Recreation Programs

During this decade, FEC broadened its recreation offerings, including youth sports, community events, senior programs, and the continued growth of the FEC Stingrays swim team—strengthening the District’s role as a community hub.


1993 & 2000 – Community Support

Residents approved local assessments to maintain safe, clean parks and upgrade aging facilities.


2019 – Planning for Our Future

FEC adopted a new Master Plan, shaped by strong community input, to guide future park improvements, accessibility upgrades, and facility reinvestments.


2025 – Measure Q Passes

Voters approved Measure Q, providing essential funding to repair aging infrastructure, improve safety and accessibility, and reinvest in parks across the District.


Today

FEC serves about 30,000 residents across 5.25 square miles, maintaining parks, community centers, trails, youth sports, senior programs, and year-round recreation opportunities.
