General Manager's Message

Dear Neighbors,

Happy October from FEC!

As the air turns crisp and leaves begin to fall, our parks come alive with vibrant colors and a variety of activities. On behalf of the Board of Directors and District staff, we’re excited to connect with you. This newsletter is our way of keeping you informed. From community events to programs and park improvements, there’s always something happening!

Measure Q: We are excited to have completed our first Measure Q project of replacing the roof of the Richard T. Conzelmann Community Center. This upgrade helps ensure the center remains a vital resource and space for the community. Please keep up to date on all current and completed Measure Q projects by visiting our webpage. Park Improvements: As we continue making improvements through Measure Q, FEC is always looking for ways to enhance our parks for the community, but we need your help! If you notice anything that could use an update, a fresh coat of paint, or just a bit of extra care, please let us know. You can submit your suggestions online by clicking here. We value your partnership as we work to ensure our parks are the best they can be for the whole community.

Programs: This fall and winter, we invite you to connect with neighbors and friends at our upcoming community events. The Frightfully Fun Halloween Carnival returns on October 25th, and we’ll soon share more details about the annual tree lighting event on December 6th on Fulton Avenue. Find out more about how to get involved in our programs, leagues, classes and events by visiting our Activity Guide for Spring, Summer and Fall(Click Here).

Community Service: FEC was honored to receive a certificate of recognition from the Sacramento Chapter of Parents of Murdered Children during their National Day of Remembrance event at the State Capitol. The award acknowledges our ongoing partnership. This non-profit organization provides support and assistance to all those impacted by homicide. Fulton-El Camino Recreation & Park District is a Special District.

So, What is a Special District?

Special districts are independent units of local government, distinct from counties, cities, or townships, established to perform one or a limited number of specific functions – in our case parks and recreation - within defined geographic boundaries.

These special districts are formed to provide services or facilities that city or county governments aren’t supplying, perhaps due to jurisdictional limitations, lack of resources, or the specialized nature of the need. They operate with focused expertise and are often structured to directly link service costs to the benefits received by the people or properties they serve.

Special districts have become the most rapidly growing category of local government in the United States. While the number of general-purpose governments has remained relatively static for decades, special district counts have continuously increased.

Special districts safeguard our communities, working to keep our families healthy and able to thrive!

Common Examples of Special Districts:

  • Parks and recreation
  • Water supply and sanitation
  • Libraries
  • Fire Protection
  • Cemeteries
