City of San Diego: Housing Preservation Fund


On September 4th, the City’s Land Use and Housing Committee reviewed a proposal to create an Affordable Housing Preservation Fund and various paths to establish one. In partnership with the San Diego Housing Commission, the proposed fund would position the City to address deed restricted units losing their affordability status. The end result of the committee hearing was a unanimous approval to send the following to full Council for review: direct the Commission to create the fund to serve families up to 150 AMI; transfer $5M from the Neighborhood Enhancement Fee fund into the preservation fund; and to pursue additional funding to supplement. City of San Diego LDC Update


We are requesting that our membership review the recently released list of upcoming land development code update items so that we may bring our expertise to our advocacy efforts. The list, at just over 140 items, includes updates to complete communities, alignment with recently passed state laws, affordable housing, parking, and other things. Please keep in mind as you review that the full language has not been released yet, so this is a draft list. Oceanside Tenant Proections, Rent Control & Park Development Impact Fees


Last week in Oceanside, the City Council approved a new tenant protection ordinance that includes stricter notification requirements, enhanced relocation assistance for no-fault evictions, and expands to cover newly constructed housing units. The same night in a 2-3 vote, the city council declined to pursue a rent control program. Yesterday, the Oceanside Parks & Recreation Commission received the City’s park impact fee analysis, which includes a recommendation to increase park development impact fees for new single-family and multi-family units by 100+%. The fee increase will go to the City Council for a vote in October.
