Fourth District Newsletter

April 2026

Message From The

Supervisor

Just a quick update on what’s been happening across Ventura County.

As we kick off April, I’m excited to share a snapshot of the many ways our community continues to show up, step forward, and make a difference. From celebrating outstanding educators and first responders, to supporting small businesses, investing in critical infrastructure, and expanding access to important programs, it’s been a busy and productive season.

This month’s newsletter highlights meaningful moments, from honoring the legacy of those who have served our community, to recognizing the leaders, volunteers, and organizations shaping our future. You’ll also find opportunities to get involved, including ways to serve on local boards and stay engaged with initiatives that directly impact our neighborhoods.

Thank you, as always, for taking the time to stay connected and involved. And while it may be April Fool’s Day, the work we’re doing together is no joke.

Sincerely,

Supervisor Janice S. Parvin

Simi Valley Chamber of Commerce Good Morning Simi Valley

The Good Morning Simi Valley breakfast, hosted by the Simi Valley Chamber of Commerce, brought together community leaders and local businesses to connect and share updates on what’s happening in the community. In the spirit of St. Patrick’s Day, many attendees showed up decked out in green, adding a festive touch to the morning. I enjoy getting to have one on one conversations and catch up with business owners in the community.

Meeting With Amgen at SVUSD

I recently had the opportunity to visit Simi Valley Unified School District to learn more about the impactful programs made possible through their partnership with Amgen.

During our visit, we heard firsthand how Amgen is helping bring science, technology, engineering, and math (STEM) to life for students across the district. From hands-on learning experiences to expanded classroom resources and teacher support, these programs are creating meaningful opportunities for students to explore careers in innovation and the life sciences.

Basic Academy Class #2025-2 Graduation

Congratulations to the graduates of Basic Academy Class #2025-2! Your hard work, discipline, and commitment to public service have brought you to this important milestone.

Presentation of Check for Lake Bard Pump

Station Project

Representatives gathered at Calleguas Municipal Water District for a presentation by Julia Brownley regarding a federal grant request to support upgrades to the water pump system at Lake Bard Reservoir. I submitted a letter of support for this project, recognizing the importance of maintaining reliable and resilient water systems for local communities. The proposed improvements will help modernize critical infrastructure that supports water delivery throughout our region.

Tour of Calleguas Lake Bard Water Filtration Plant Treatment Process

The Lake Bard Water Filtration Plant plays a critical role in delivering safe, reliable drinking water to communities across Ventura County. A recent tour of the facility showcased the water treatment process and highlighted the dedication of the team working behind the scenes.

In addition to the plant operations, updates were shared on Calleguas Municipal Water District’s ongoing goals and accomplishments, including projects aimed at strengthening long-term water reliability for the region. These efforts ensure Ventura County residents continue to have access to high-quality water today and for generations to come.

International Women’s Day Luncheon with Women’s Economic Ventures

At the International Women’s Day Luncheon by Women’s Economic Ventures, community leaders and advocates gathered at Spanish Hills Country Club to celebrate the impact of women in business and leadership across Ventura County. Hosted by Women’s Economic Ventures, the event highlighted the organization’s ongoing work to empower women entrepreneurs.

A special congratulations to Celina Zacarias, Commissioner of the Port of Hueneme, who was honored with the Trailblazer Award for her outstanding leadership and dedication to public service. Her commitment to advancing opportunities and creating meaningful change continues to empower our community.

Backpack Medicine

I recently joined the teams from the Simi Valley Police Department, Ventura County Sheriff’s Office, Ventura County Behavioral Health, and Ventura County Public Health in the field to see Backpack Medicine in action. This program regularly brings medical care, behavioral health services, and outreach directly to individuals experiencing homelessness throughout Ventura County.

During the visit, I had the opportunity to sit and speak with some members of our unhoused community. I was struck by the compassion, patience, and dedication of the officers and medical professionals, who not only provide immediate care but also guide people toward long-term resources and county programs that can help improve their lives.

Backpack Medicine is a powerful reminder that meaningful community support comes from collaboration, compassion, and meeting people where they are. We are grateful for the teams who make this important work possible every day.

Pause Changes to Area Agency on Aging (AAA)

At a recent Ventura County Board of Supervisors meeting, the Board voted to pause proposed changes to the Area Agency on Aging (AAA) to allow for additional review and community input.

The AAA provides critical services to older adults, individuals with disabilities, and caregivers across Ventura County. Given the concerns raised about the proposed transition, this pause ensures we take the time to fully evaluate impacts and protect continuity of care.

I supported this action to ensure decisions are made thoughtfully and with the community at the center. This pause allows the County to reassess next steps and work toward a solution that maintains high-quality services while being fiscally responsible.

Visit Broadcast Studio at

Santa Susana High School

I toured the Santa Susana High School’s broadcasting department, led by instructor Diana Sir Louis, which offers an impressive look into a dynamic, student-driven media environment. The facility is equipped with professional-grade cameras, lighting rigs, soundboards, and editing software that mirrors what you would find in an entry-level production studio. Students actively participate in creating daily announcements, news segments, and creative video projects, gaining hands-on experience in roles such as directing, filming, anchoring, and editing. It was clear that the program emphasizes both technical skills and teamwork, as students collaborate to produce polished content under real deadlines.

What stood out most during the visit was the level of professionalism and confidence demonstrated by the students. They spoke knowledgeably about the production process and took pride in their work, showing how the program prepares them for future careers in media, communications, and film. Under the guidance of Diana Sir Louis, the program fosters an environment that encourages creativity while maintaining high production standards, allowing students to experiment while still learning industry expectations. Overall, the broadcasting department at Santa Susana High School provides a valuable, real-world learning experience that equips students with both practical skills and confidence.

Teacher of the Month

Congratulations to Patrick Kelly from Simi Valley High School for being named Teacher of the Month!

A dedicated engineer with the Ventura County Fire Department, Tommy passed away on March 7, 2025, from an on-duty illness, leukemia.

Surrounded by family, friends, and colleagues, the event highlighted the lasting impact Jose has made throughout his distinguished career.

Temporary Food Facility Training

Thank you to everyone who joined us for the Temporary Food Facility (TFF) Training in Simi Valley! It was great to see such strong participation from local food vendors, nonprofits, and community event organizers.

By offering this training in the East County, we’re making it more convenient for participants to receive or renew their certification without having to travel to Ventura. Expanding access to these important resources helps support small businesses, strengthens community events, and ensures food is served safely across our region.

We appreciate everyone who took the time to attend and be part of this effort to keep our communities safe, connected, and thriving.

Adoption Kit Drive

Our office is proud to once again partner with Ventura County Animal Services to support families and their newly adopted pets. We are currently collecting supplies to build Adoption Kits that will be given to families when they bring home a new pet. These kits help ensure every animal starts their next chapter feeling safe, cared for, and at home.

The donation drive will run from April 1st through May 15th, and we kindly ask that all items be new. We are collecting essential supplies such as leashes, collars, treats and chews, dog and cat toys, and waste bags.

All donated items will be distributed during California Adopt-a-Pet Day on Saturday, June 6, helping make adoption day even more special for both pets and the families who welcome them home.

3rd Annual Informational Fire Workshop

As wildfire season continues to be a year-round concern in Ventura County, preparation and education are more important than ever. I invite you to join us for the 3rd Annual Informational Fire Workshop, an opportunity for residents to learn directly from experts about how to better protect their homes and families.

This workshop will cover essential home hardening strategies, including best practices for creating defensible space and understanding Zone 0 regulations. Attendees will also receive important updates on fire insurance and hear insights from industry professionals about current coverage trends.

A live Q&A panel will give you the chance to ask questions and engage directly with representatives from Ventura County Fire and insurance experts. This is a valuable opportunity to get answers and guidance tailored to your concerns.

The workshop will take place on Tuesday, June 30 from 5:30 PM to 7:00 PM at Moorpark City Hall, located at 323 Science Drive in Moorpark. A Zoom option will also be available for those who prefer to attend virtually.
