Hello Gilroy!
This month’s message focuses on the City’s biennial budget process that is nearing completion as the City has set goals and priorities, developed workplans, and the City Council has received the Fiscal Year 2024 (FY 24) and Fiscal Year 2025 (FY 25) recommended budgets which allocates resources to various activities and programs. Council will consider adoption of the budget on June 5th.

The FY 24 and FY 25 Recommended Budget has several themes that can been seen in the development of the workplans and resource allocation including:
- Growing City – Gilroy has grown by over 10,000 residents in the last 10 years but the City’s revenues have not been able to keep up with the population growth. In 2007 the City had 298 employees, the budget recommends strategic staff augmentation that will increase the employee count to 286 which still falls below the 2007 level.
- Infrastructure Investment – the budget proposes the continuance of the 5-year street maintenance plan by providing funding for the third and fourth year of the program. The City continues the $86 million investment (with Morgan Hill) in the South County Regional Wastewater Authority (SCRWA) plant. The budget also includes funding for public safety equipment and upgrades to the Chestnut and Las Animas Fire Stations. Infrastructure investments are funding through accumulated fund balances (reserves) that exceed the City’s minimal reserve levels.
- Long Term Master Planning and Implementation – the Civic Center Master Plan will begin development of a potential Community Center by looking at the long-term plan for the entire Gilroy Civic Center.
- Public Safety Enhancements/Strategic Staff Augmentation – the City expects to receive approximately $1.8 million in additional ongoing revenue in FY 25 and thus will be adding two police officers, two firefighters, and two dispatches to assist in maintaining public safety service levels.
- Concentration on Water/Wastewater Projects and Programs – the budget proposes to create a Utility Department (funded with water/sewer service charges) than can implement the City’s Water/Wastewater Master Plans that includes over $87 million in utility-related capital improvement projects over the next five years.
- Economic Development – the City continues to progress in developing the three major economic development initiatives – Sharks Ice, Gourmet Alley, and the Hecker Pass Recreation Gateway all of which will require some infrastructure investment with Sharks Ice requiring revenue bonds that will be funded through the rink operational revenues.

The City Council will consider adoption the FY 24 and FY 25 budgets at their June 5th City Council meeting. Should Council approve the budget, the FY 24 budget will go into effect on July 1, 2023.

Conversation and Coffee with Mayor Marie Blankley: $86,000,000 Capacity Expansion of our South County Regional Wastewater Authority (SCRWA) Facility |

Celebrate Gilroy's LGBTQ+ Community |
The community is invited to join Mayor Marie Blankley and the Gilroy City Council on the lawn at Gilroy City Hall, located at 7351 Rosanna Street, on Thursday, June 1 at 9 AM. We will be raising the pride flag in honor of Pride Month to celebrate Gilroy’s LGBTQ+ community.
The flag will continue to fly throughout the month of June as a symbol of our support and celebration of diverse and inclusive communities.

Sidewalk Vending Community Workshop |
In response to recent state laws and community input, the City of Gilroy is developing a Sidewalk Vending Permit Program and is holding a community workshop to receive feedback and answer
questions about a potential permitting process, concerns about sidewalk vending, and possible issues regarding safety,
accessibility and the shared use of public property.

A Modern Online Permit System is Coming to the City of Gilroy! |
The long-awaited day is almost here. In just a few short weeks, our new Gilroy Online “GO Permit” system with a community self-service portal will be available.
The new portal will provide the community with the following features:
- Apply for Building, Planning, Engineering Encroachment, and Fire permits online,
- Track the progress of your application and plan review online, and
- Schedule and track inspections online.
The new Gilroy Online “GO Permit” system with the community self-service portal is anticipated to be available for public use in mid-to-late June.
Please note: in preparation for the launch of this new modern permit system, the Community Development Counter, Public Works Engineering Counter, and ALL PERMITTING SERVICES WILL BE CLOSED in mid-June for approximately a one-week time period. More details will be provided regarding this closure as they become available.

Local High Fire Risk Warnings: Attention Gilroy Residents! |
Don’t let your guard down after the recent rains – tall grasses pose a serious fire risk.
If the Gilroy Fire Chief issues a Local High Fire Warning, take it seriously and be extra vigilant.
When a warning is issued, red flags will be flown at each of the Gilroy fire stations to alert the community. In addition, alerts will be sent out on Nixle, posted to the City website, and shared on social media. To sign up for Nixle, visit nixle.com.

Stash Your Trash: Schedule a FREE Recology Pick Up (restrictions apply) |
Hey, Gilroy! Did you know that Recology customers have the option to schedule a FREE Recology pick-up of up to twelve 32-gallon garbage bags?
You can take advantage of this option twice per calendar year. Restrictions apply, and the pick-up MUST be scheduled ahead of time. To learn more about this Bulky Item Collection option, visit the Recology website or call 408-842-3358.
Remember, if you schedule a garbage bag curbside collection, all items must be bagged or bundled, as no loose items will be accepted.

Gilroy Elevate the Arts Grant Program: Now Accepting Applications |
The City of Gilroy is thrilled to announce our exciting new partnership with SVCreates to support the Gilroy Elevate the Arts Grant program. Thanks to the unanimous support of the Mayor and the Gilroy City Council, the City of Gilroy joins the Packard Foundation and the County of Santa Clara in providing funding for grants that will fuel fresh art projects in downtown Gilroy. This is a wonderful opportunity for local artists and the art community as we continue our efforts to bring art to the downtown.
